HomeMy WebLinkAbout970920.tiffCITY OF GREELEY ANNEXATION IMPACT REPORT FOR THE CEDARWOODS ANNEXATION APRIL 23, 1997 PROPERTY OWNERS Cedarwoods, LLC 6180 W. 10th Street Greeley, CO 80634 REPRESENTATIVE Jack Renfroe LOCATION Northeast of the intersection of 71st Avenue and 20th Street ACREAGE 78.56 Acres REQUIRED IMPACT REPORT INFORMATION Addressing the requirements as stated in Colorado State Statute § 31.12.108.5(1) (a)(I) - Vicinity Map (Attachment A) (a)(II) - Map of streets, water mains, sewer interceptors, other utility lines, and proposed extensions, (Attachment B) (a)(III) - Existing and proposed land use patterns (Attachment C). The owners have stated the intention of proposing a future development after annexation and establishment of a Planned Unit Development District that intends to place approximately 240+ RI single family residences throughout most of the site, with the exception of some commercial or multifamily uses located at the southwest corner. The applicant has not submitted a conceptual site plan at this time. (b) - A preannexation agreement is not available at this time. (c) - Alt, Mc- iPTV«.w ,eft. H oS/o.s/91 The water and sewer mains, as shown on Attachment B will have to be extended to the site in order to service any development that is to occur within the Cedarwoods Annexation. The cost for such extensions will be borne by the developer of land within the Cedarwoods Annexation. City fire and police protection will be available to this site upon annexation, but the response time for the Fire Authority will exceed five (5) minutes. P((Mcnik3lea?so: Om) 09 970920 (d) - The City's police and fire protection that will service the Cedarwoods Annexation will be financed through the City's collection of municipal taxes. Water and sewer tap fees, as well as raw water dues, will be required to be paid by the developer before applicable building permits are approved. (e) - Taxing districts that presently lie within the Cedarwoods Annexation include: Northern Colorado Water Conservancy District, Milliken Fire Protection District, Weld County Library District, Weld County School District No. 6, Aims Community College, Weld County, Milliken Fire Bond, West Greeley Soil Conservation District (f) - The effect of the Cedarwoods Annexation upon the local schools of the School District #6 could be a noticeable impact, with the addition of an estimated 360 students. This figure was calculated by multiplying the estimated number of dwelling units (240+) by an average of 1.5 students per household. MISCELLANEOUS INFORMATION NOT REQUIRED BY STATUTE: EXISTING USES Agricultural Production, Oil and Gas Production AVAILABLE UTILITIES City of Greeley Water, City of Greeley Sewer, Greeley Gas Company, U.S. West, Public Service, TCI Cablevision COMPREHENSIVE PLAN The site lies adjacent to the City's approved Mid -Range Expected Service Area, within the boundaries of the Long -Range Expected Growth Area, and outside the Municipal Services Suitability Area. Generally speaking, the proposed land use will be compatible with existing surrounding land uses both within City limits and in unincorporated Weld County. The Governmental Service Provision of the Comprehensive Plan provides maps which indicates this area is outside of existing fire protection services, and that sewer service can be extended with minimal cost. Water service is readily available. Additionally, the site is well -served by transportation, since it abuts two thoroughfares categorized as a major arterial (71st Avenue and a minor arterial (20th Street). The site is located northeast of the intersection of 20th Street and 71st Avenue east and north of existing city limits. The site is fully within the City's Long -Range Expected Growth Area, immediately adjacent to the City's Mid -Range Expected Service Area, and outside the City's Municipal Services Suitability Area. A large -lot gated community exists within City limits exist immediately to the southeast of this site. Undeveloped property within the County exists to the west and north. The land use envisioned by the applicant for the site appears consistent with City of Greeley Comprehensive Plan policies in that residential development is encouraged to be provided for all income levels. The applicant has expressed an interest in developing single family residential lots. The location of this area adjacent to existing and potential residential areas may also be a benefit. The annexation of this site into the city would be consistent with present growth patterns and Comprehensive Plan policies. There is clear evidence that this site shares a common interest with the City's future. The requirements of State statutes and City of Greeley guidelines for annexation appear to have been met by this requested annexation.
