RE: SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT #1131 FOR A
ROPING ARENA IN THE A (AGRICULTURAL)ZONE DISTRICT - STEVE LANCE
A public hearing was conducted on November 13, 1996, at 10:00 a.m., with the following present:
Commissioner Barbara J. Kirkmeyer, Chair
Commissioner George E. Baxter, Pro-Tern
Commissioner Dale K. Hall
Commissioner Constance L. Harbert
Commissioner W. H. Webster
Also present:

Assistant County Attorney, Lee Morrison
Planning Department representative, Shani Eastin
The following business was transacted:
I hereby certify that pursuant to a notice dated October 28, 1996, and duly published October 31,
1996, in the North Weld Herald, a public hearing was conducted to consider the request of Steve
Lance for a Site Specific Development Plan and Special Review Permit for a roping arena in the
A (Agricultural) Zone District. Lee Morrison, Assistant County Attorney, made this a matter of
record. Shani Eastin, Planning Department representative, presented a brief summary of the
proposal and entered the favorable recommendation of the Planning staff into the record. She
reviewed the referral responses and the surrounding property uses and noted one letter of concern
was received from a surrounding property owner regarding the lighting of the arena. Ms. Eastin
recommended the addition of Condition of Approval#10 to address said concern and entered the
Planning Commission's recommendation for approval into the record as written. Steve Lance,
applicant, was present and stated the roping arena is used mainly for jackpot team roping one night
per week. He stated it will also be used one night per week for professionals to teach children in
the community. Mr. Lance agreed to all Conditions of Approval and Development Standards
including the addition of Condition of Approval#10. He noted the person concerned lives two miles
north of the arena; however, he agreed to adjust the lights more downward and stated they already
have shields. No public testimony was offered concerning this matter. Commissioner Hall moved
to approve the request of Steve Lance for a Site Specific Development Plan and Special Review
Permit for a roping arena in the A (Agricultural) Zone District, based on the recommendations of
the Planning staff and the Planning Commission, with the Conditions of Approval and Development
Standards as entered into the record, including the addition of Condition of Approval #10.
(Changed to Tape#96-31.) The motion was seconded by Commissioner Webster, and it carried
unanimously.
