USE BY SPECIAL REVIEW QUESTIONAIRE
#1 The proposed use of this area is two fold: First, this area will be used as an upland
gamebird hunting preserve. Secondly, portions of this area will be developed into a
shooting sports complex for target shooters.
The hunting preserve will be composed of hunting areas into which upland birds,
such as pheasants, are released. Then, subsequent to the release, hunters are allowed to
hunt and harvest these birds as well as birds left over from previous hunts. All hunts on
the property will be scheduled in advance and supervised. Hunts may be guided by
employees or self guided by the clients and will take place along the draw or in the
grasslands throughout the property. This area will be licensed as a Commercial Wildlife
Park and regulated as such by the Colorado Division of Wildlife.
The target shooting complex shall consist of various target ranges to
accommodate a variety of shooters. These shall include but not necessarily be limited to
Trap, Skeet, Sporting Clays, and other clay target ranges to accommodate shotgun
shooters.
Outdoor ranges for pistol and rifle shooters shall also be provided at various
lengths from 25 — 600 yards. An indoor pistol/rifle range is also being considered. A
standard outdoor archery range and a 3-D archery range are also proposed. A
clubhouse/pro shop, and other support buildings will also be necessary.
This facility is being proposed at this location for several reasons:
✓ Between Denver and Cheyenne there is currently only one trap/skeet shooting facility
that is open to the public on a regular basis. That range is operated by one of the
applicants on leased ground, in western Weld County, and is in an area being rapidly
developed. The applicant also operates a hunting preserve on several leased
properties near Ft. Collins. Since development around these properties as well as the
properties themselves are not controlled by the applicant, a new site with long term
potential has been sought for several years.
✓ Along the northern front range there is currently only one pistoUrifle range available
to the public, and it is not expected to be in operation much longer.
✓ There is currently no outdoor 3-D archery range available in this area.
✓ This site is readily accessible from Highways 14 and 392, is currently undeveloped
and is expected to remain so for quite some time.
✓ This property will allow us to pull together current operations to one location. By
adding to existing services we will be able to provide an all encompassing shooting
facility, which will make the facility financially stable and allow it to be open on a
consistent basis for years to come.
This facility will provide northern Colorado's current and future population with a
safe and readily available range to practice their shooting skills and enjoy their shooting
hobbies. Our current facilities are used by individual shooting instructors, 4-H groups,
Boy Scouts, CSU Shooting Team, Pheasants Forever Mentor programs, Colorado
Division of Wildlife officer training, other law enforcement officer training, Ducks
Unlimited, various school groups, hunter education instructors as well as the general

-Th. public. The proposed facility will also be able to accommodate the needs of these groups
and others.
The areas on this site which are to be most intensively developed will be located
on the least prime agricultural land. The one exception is the trap and skeet range and
clubhouse, which is located so as to provide the greatest amount of noise buffer while
also providing good access.
#2 The proposed complex is consistent with the Weld County Comprehensive Plan.
It's intent to preserve agricultural crop land and prairie grasslands is met since only a
small fraction of land will be taken out of agricultural uses. The intent to foster business
is met as this will preserve and expand an existing Weld County business. Wildlife
habitat will not only be preserved but will be improved both in the short and long term.
This proposal is an appropriate use of this land in this location.
The health, safety, and welfare of the public will be protected by the isolation of
the site. This facility will be located on 1700 contiguous acres of land owned by the
applicants and surrounded by undeveloped farm ground. Encroachment by development
is not expected as utilities are a minimum of two miles away and there is an abundance of
more easily developed, more desirable land closer to the Front Range.
The majority of all target-shooting stations will face north to northeast and be
located near the middle or southern portions of this land. The site is currently fenced
along the south, west, and north perimeter and will be posted on all sides. All shooting
areas will be designed and operated according to standards set forth by its national
governing organization, such as the Amateur Trap Shooting Association, the National
Skeet Shooting Association, the National Sporting Clays Association, the National Rifle
Association, the North American Gamebird Association, etc. The safety zones around
the shooting ranges will be marked so that hunting clients do not stray into those areas.
#3 The proposed use is consistent with the Weld County Zoning Ordinance and the
zone district in which it is located. It is located in the "A" (Agricultural) zone and takes
very little agricultural land out of production. All of the proposed uses are either allowed
by right or by special review in the "A" zone. Since the proposed uses require a great
deal of land to serve as buffer and/or safety zones, using these areas for agricultural
purposes meets with the counties desire as well as our own.
#4 The site is surrounded by agricultural land and agricultural uses which is
compatible with the undeveloped farm ground around it. There is no residential
development near this area nor is there any reason to believe that there will be in the near
future. The site lies 3 to 4 miles SW of the town of Briggsdale and no significant growth
from that direction is anticipated.
#5 It is estimated that approximately 100 shooters/hunters per week will use this
facility. On days when there are tournaments there may be 100+ shooters using the
facility on that day alone.

Initially this facility will be managed and operated by the owners. As the facility
is developed and grows, 1 to 3 full-time employees and 10 to 12 part-time employees
may also be employed.
The facility will be open from 7am to 9pm, seven days per week de-pending upon
weather and demand.
Buildings to be erected on the site will include one or more homes for the
owner/operators and a clubhouse/shop building for the first phase of the operations. A
second clubhouse/pro shop will be added in phase two, as well as a second maintenance
shop/storage area. Protective structures, stands and/or towers for the clay target throwers,
shooting stands, shooting stations, and holding pens or buildings for the gamebirds will
also be necessary. An overnight and/or day kennel for client's hunting dogs as well as a
kennel for operator owned dogs will also provided. All buildings will comply with Weld
County Building and Zoning Regulations, and permits will be obtained as required.
Animals on site will consist of gamebirds either raised or being held for future
release. These will not exceed the numbers allowed by use-by-right through the county.
Hunting dogs owned by clients and used on bird hunts will be on site as well as dogs
owned by the operators or employed guides for the purpose of hunting.
Passenger cars, light duty trucks and motor homes will be the primary vehicles
using the site. Two to four vehicles for the operators and employees would be average per
day. An average number of client vehicles would be 25 per day with as many as 50-75
on a tournament day. There will be occasional delivery trucks and semi tractor-trailer
trucks for the delivery of supplies. This will occur 1-4 times per month.
The primary parking area will be located near the clubhouse. Accessory parking
areas may be provided at the actual range sites, which are distanced from the clubhouse.
Access to the site will be primarily from Highway 14 south on County Road #71 to a
private entrance. This entrance will be 24 feet wide and have a properly sized culvert, as
recommended by Public Works. In the initial phase this entrance will be just south of the
section line between sect. 1 and sect. 12, at an existing entrance, near the old home site.
During phase II a new entrance will be constructed to the clubhouse at the trap/skeet
range further south in section 12.
Fire protection will be provided by the Briggsdale Fire Department.
Water will be provided through one or more private wells. If necessary, potable
water will be provided by a commercial bottled water service.
Sewage disposal will be provided by septic systems. Weld County Health
Department will approve the design and construction of any such system, and the
appropriate permits will be obtained. During periods of peak use, "port-a-johns" will be
provided and located near the individual shooting ranges. Public restrooms will be
available at the clubhouse.
Clay targets are the primary item that will need to be stored in any quantity for
any length of time.
#6 The site is currently vegetated with grass and much of it is enrolled in the
Conservation Reserve Program (CRP). There are some mature trees along the draw and
around an old home site. The existing grass stand will be maintained and/or enhanced.
Landscaping for aesthetic purposes will be done around the building sites, along the
draw, and in various places throughout the hunting areas. Because of the site's CRP

status, the specifics of the tree and/or shrub plantings in the CRP areas are still being
negotiated with the Farm Service Agency and West Greeley Soil Conservation District.
#7 Should termination of the Use by Special Review activity occur, minimal
reclamation would be necessary to return the ground to traditional agricultural uses. The
structures and berms related solely to the shooting sports would be removed and leveled.
The shop, maintenance, and clubhouse buildings would be renovated for new uses and
the ground could be put back into farming or grazing operations.
#8 No storm water is to be collected, and all areas will be designed to allow for
natural drainage of storm water.
#9 This facility is expected to be phased into operation over a five to ten year period.
Phase I projects will begin with the approval of this permit and are expected to
take 2 to 3 years to complete. This will include bringing the necessary utilities to the site
and construction of the first clubhouse/shop building. A residence for one of the
owner/operators will also be built near the old home site. Improvements to the hunting
habitat will begin immediately and will be an ongoing process throughout the life of this
facility. Hunts may be conducted as early as September 1999. Development of the
sporting clays course, construction of the first outdoor rifle/pistol range, and development
of the outdoor archery ranges will begin within the first year, and should be completed
within 18 months. Some target shooting activity could occur as early as July 1999.
Phase II projects will coincide with the closing of our operations in western Weld
County, this is expected to happen 2 to5 years from now. This phase will entail building
a larger clubhouse that may include offices, registration counters, a pro shop, rest room
facilities, lounge areas, snack and eating areas. A maintenance shop and storage area may
also be added to this building or built as a stand-alone facility. Adequate parking areas
for all users and spaces for self-contained overnight campers will be provided. An indoor
pistol/rifle range and indoor archery range will also be considered at that time, should the
demand for them justify their construction. This phase will include the construction of
the trap and skeet fields, and possibly other shotgun sports such as 5-stand sporting clays
or make-a-break clays.
Because of the large investment, length of start up time required to complete this
facility, and the on-going need for a safe, well managed shooting facility, we are
requesting a USR permit be issued such as the one we currently have, which does not
expire. Any short-term permits will create a situation where the operators will be
unwilling to provide the best quality service and facilities available. This situation will be
created because of the need to realize a financial return over a short, fixed time period.
Any USR which is issued is always subject to termination should the safety of public be
compromised, or the developments standards not be met or maintained.
#10 No solid waste will be stored or stockpiled on this site. Spent shell casings and
other waste products will be disposed of or recycled off site. Solid waste will be
removed as necessary by a commercial trash hauler. Broken clay targets are non-toxic
and will be allowed to degrade naturally or may be tilled under.

Re: U.S.R. for Pawnee Sportsmans Center
Dear Lee:
Please consider this a formal request to the County Commissioners to
vacate mad easements in the center of the four sections of property we are
indicating in our application for Use by Special Review.
The sections lines involved are as follows (and are also indicated in red
on the attached map):
The north-south line separating Sections 1 and 12, Township 7 North
Range 63 West from Sections 6 and 7, Township 7 North, Range 62 West;
and
The east-west line separating Section 1, Twp 7 N, R 63 W and Section 6,
Twp 7 N, R 62 W from Section 12, Twp 7 N R63 W and Section 7, Twp 7
NR62W.
As was indicated in the County Easement Ledger Book, which we
discussed in our meeting January 29, Sections 1 T7N R63W and 7 T7N R62W
were both railroad sections patented in the 1860's, and, therefore, not part of
the blanket easements resulting from the transfer of section/township lines to
the County on October 12, 1889 (copy attached, Book 86, pages 273 & 274).
With full easements of 60 feet not being available on these lines (since
alternate sections 6 and 12 afford only 30 foot easements each), there is not
sufficient space for the County to build roads to their specifications. Also, this
is primarily grazing land with topography not suitable for even a truck path
following section lines in some areas. It would not appear that development
which might occur in the future would be hampered in this area by a need for
use of the stated easements, as Colorado Highway 14 is two miles to the north
of this property, and Weld County Road 80 is one mile to the south of it.
Should roads be needed, there would remain possible easements on both the
south and north (separated by two miles) of this property.
Furthermore, the north-south line dividing the two northern sections is
displaced more than 200 feet from the north-south line dividing the two
southern sections, as a result of surveyed lines making adjustment for the
curvature of the earth..
To summarize, we would respectfully request that the County vacate
easements as indicated to the above mentioned section lines, as it is our belief
that insufficient space, topograpghy, projected public need and survey layout
render them less than useful.
If you have any questions, or the Commissioners have any, please fed
free to call. Alternatively, we can attend a meeting at our mutual convenience
or perhaps it will be worth discussing at a hearing during the review process.
