I have heard that Turner Blvd. is the most heavily traveled county road. Whether this is true or not, there CLERK
is quite a bit of congestion on it, particularly because of the number of tractor -trailer rigs that use it. WithT0 THE e' ° "'
the continuing rapid growth in the area, it seem logical to take steps to correct the present overloading of
the road and prepare for future traffic volume.
Four laning it, continuing the west frontage road south to join with west frontage road section that dead
ends north of WCR20-1/2 and continuing Turner Blvd. south ultimately connecting to the west frontage
road would help the situation [see enclosed map].
From SH119 to a side street leads to the west frontage road the area east of Turner Blvd. is parking and
access space to Texaco and Macdonald's. Obviously there would be condemnation costs but no building
would have to be demolished and no businesses closed.
On the southeast corner of the junction of Turner Blvd. and the side street leading to the west frontage is a
recently built motel. It is hard to conceive, given the known needs to improve Turner Blvd. why the motel
building was permitted to be built directly in the path of an extension of Turner Blvd. rather than on the
east side of the property. This is the main deterrent, coastwise, to improving Turner Blvd.
South of the motel is unimproved real estate serving contiguous businesses for storage and parking. It is
conceivable that any condemnation damages for ROW taken would be offset by increased value to these
properties resulting from frontage on a paved, through road with improved access.
Joining the extended Turner Blvd. with the west frontage road and extending the west frontage road from
where it ends to where it begins again [about 1/2 mile of open country would serve to relieve somewhat
the congestion nearer to Dell Caiman, provide an alternate route when I-25 traffic is heavy, provide access
to the businesses and homes along the west frontage to the south from the north, relieve traffic volume on
the east frontage road, and prepare for traffic access to the future WCR20 interchange. It is quite obvious
that the improvements being made to the SH119-125 interchange are inadequate for future traffic volumes
only providing for double left turns and space for more vehicles to queue waiting for more traffic signals
than are there now instead of designing for a continuous flow of traffic. I am aware that the frontage road
is part of the state highway system. but am sure the county has input into necessary improvements.
The County must realize that all the costs of necessary road improvements, particularly with arterials,
cannot come from developers along the roads. There are going to be condemnation costs to obtain
necessary ROW land where development has already been allowed to take place without adequate
anticipation of future needs. Of course, it would have been prudent when the MUD was first enacted,
proposing the area be zoned for high intensity commercial and residential uses that the highway
infrastructure to serve this growth had been anticipated when it was cheap to do so.
