This is a follow-up memorandum to emphasize the items that need to be addressed that were
concerns at the Planning Commission Hearing. Referring to my memo dated February 28, 1997,
Item No. 4, it requests that the applicant complete a drainage study. We strongly recommend that
the applicant retain a professional engineer to complete a drainage/erosion plan for the facility. This
type of USR requires that under Section 24.5 Design Standards for use by special review, the
applicant should complete a drainage study identifying culverts for road crossings, historical
drainage pattern showing how the drainage/retention ponds would be used in coordination with a
good erosion control package. Also, the drainage study should track the route of the off -site
discharge until it reaches a natural drainage course such as a creek or a river.

Environmental Protection Services has reviewed this proposal; the following conditions are
recommended to be conditions of approval:
1. The septic system serving the home located on the property is not currently permitted
through the Weld County Health Department. This system must be permitted. Prior to
permitting the system an I.S.D.S. evaluation must be conducted to determine the adequacy
of the system. In the event the system is found to be inadequate, the system must be
brought into compliance with current Individual Sewage Disposal System regulations.
2. A dust abatement plan shall be submitted to the Weld County Health Department for
approval prior to operation. The facility shall have sufficient equipment available to
implement the dust control as required by the W.C. health department.
The following are recommended to be development standards:
1. All liquid and solid wastes shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive
dust, blowing debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. The maximum permissible noise level shall not exceed 60 db(A), as measured according to
25-12-102, Colorado Revised Statutes. This standard shall be monitored and enforced only
as the result of an adjacent property owner complaint.
6. Adequate toilet facilities shall be provided for patrons of the facility.
7. The facility shall provide a safe and adequate drinking water source, at all times, to patrons
of the facility. In the event the on -site well provides water for drinking, it shall meet all the
necessary requirements for a "non -community" water supply as,defined in.the Colorado

Primary Drinking Water Regulations (5 CCR 1003-1). Bottled water provided by a
commercial source shall be considered an adequate source.
8. Two permanent individual sewage disposal systems are required for the proposed facility
and shall be installed according to the Weld County Individual Sewage Disposal
Regulations. Vault systems shall be acceptable. One system shall be located near the
proposed parking areas. It shall provide a separate unit for both men and women. The
second unit shall be located in the extreme south west corner of the property.
A) The permanent on -site systems (described above) shall be adequate for up to 100
daily users of the facility. In the event daily use of the facility exceeds 100 patrons,
separate men and women septic systems shall be installed for every 100 daily
facility users.
B) The facility may supplement the on -site septic systems with port -a -potty units for
temporary events where the existing systems are not sufficient for patrons of the
facility. The on -site systems shall be adequate for up to 100 daily users of the
facility. The facility shall provide one (1) port -a -potty unit for each additional 100
expected patrons for temporary events.
C) If vault units are installed, they shall be maintained in a sanitary manner to prevent
nuisance conditions, such as odor, flies, etc. The vaults shall be pumped by a
licensed septic tank cleaner.
D) In the event the facility installs a sub -surface absorption septic system or other
septic system where disposal will occur on -site, those systems must be designed
by a Colorado Registered Professional Engineer.
E) The disposal of all sewage generated at the site shall comply with the Weld County
Individual Sewage Disposal System Regulations.
9. The applicant shall remove, handle, and stockpile overburden, soil, sand and gravel from
the facility area in a manner that will prevent nuisance conditions.

The Weld County Public Works Department has reviewed this proposal; the following comments
are recommended to be part of any approval:
1. How many people will utilize the site? The applicant has indicated that 20 -100 bikes and
motorcycle riders per day using the tracks for practice and special events. The total of
motorcycle riders, pit crew, and spectators could be above 2,000 per day. By identifying and
measuring each proposed parking area into acreage and parking widths, it appears that the
area will only accommodate 650 - 700 vehicles. The applicant may look into an overflow
lot if needed to accommodate any special events. No overflow parking will be allowed on
the County roads or rights -of -way adjacent to the facility.
2. Will the proposed hiking, walking, bike, and rollerblade trails be a paved or hard -type
surface. The applicant needs to identify width and type of surface on the mylar.
3. The proposed 30 foot gravel road that runs throughout the facility needs to be graded and
drained with adequate gravel to support all types of weather traffic. The applicant should
support dust control on this section of road during special events.
4. The applicant should complete a drainage study identifying culverts for road crossings,
drainage patterns showing how the drainage/retention pond will be used. Please refer to 24.5
for Storm Water Retention Facilities.

The West Greeley Soil Conservation District has completed its review of the Leahy Family
Farm, Parcel Number 1058-09-000005 and has several concerns. This area has steep slopes and
is rough ground, making it impractical to farm and probably suited for the planned use. There
are several motorcycle courses currently in place on the property and no precautions are being
taken to avoid erosion. If the property were to be developed as planned, perhaps the trees and
grassy areas would reduce the resource damage that may presently be occurring. Any grass or
tree plantings would be an improvement. The District does have a tree order on file from the
Leahy family as stated in the application.
The wetland areas should be protected from heavy traffic. An attempt to establish these
wetlands as wildlife habitat is probably stretching things a bit, as the noise and traffic will
probably keep wildlife away. Wetlands act as a catch-all for wind blown trash and refuse so an
attempt should be made to separate them from the high traffic areas, perhaps with a fence or
other means.
The District has staff available to assist the landowners if needed.

STORM LARK DRAINAGE DISTRICT AGREEMENT
The Storm Lake Drainage district has no opposition to the
rezoning of Hillcrest Subdivision from Ag. to Estate lot zoning
if two conditions are met. One, a 100 foot easement for the
maintenance and or replacement of the Storm Lake Drainage Line
is reserved for the District across Lots 4 and 5. Said 100 foot
easement will be reserved with 50 feet on each side of the
existing pipe as shown on the Rezoning Plat far Hillcrest
Subdivision and will run with the land and be binding upon any
heirs or assigns of either party.
Two, the tax assessments for the Storm Lake Drainage
district on Hillcrest will be divided equally among the 5 lots,
however there will only be one vote for Hillcrest Estates
relative to any business of the district.
Upon approval of the Final Plat as submitted the
developers, Tom and Linda Francis, will grant the above
conditions.
