REQUEST: Amendment to the 1-25 Mixed Use Conceptional Plan.
SIZE OF PARCEL: CompAmend 1 - 214 acres
CompAmend 2 - 323 acres
CompAmend 3 - 143 acres
CompAmend 4 - 180 acres
CompAmend 5 - 143 acres
LEGAL DESCRIPTION: Various legals.
LOCATION: Various locations along the 1-25/119 corridor.
The applicant, staff, and Planning Commission agreed that CompAmend 1-5 be considered
simultaneously.
Gary Tuttle, representative of the property owners, spoke in favor of the request. Gary explained each of the
applications he was involved with. Gary also explained that each of these sites will be served by the St. Vrain Sanitation
District. Gary expounded on the fact that some of the sites were being presently mined. Gary said he had spoken with
staff and concurred with staffs suggestion to provide high standards in the area and requested that a time parameter be
set for these standards. Gary suggested 120 days may be an adequate time for these standards.
Vem Nelson, representative of the property owners, spoke in favor of the request. Mr. Nelson gave a brief overview
of those cases he was involved with. Mr. Nelson spoke about utility providers in the area and their ability to provide
services to the sites. Mr. Nelson stated he concurred with staff but had a few clarifications he would like to see
implemented into the staffs recommendations as follows:
a. Increase in the right-of-way designation requirements
b. Limit the number of accesses onto all Weld County Roads
c. Require 1/4 mile road connections
d. Increase utility easements (widths)
e. Designate all existing Weld County Roads as arterials

Daniel Lere asked staff if a school could be located in the area. Staff explained the location of a state land parcel in
the area.
Mr. Lee Lawson, representative of the St. Vrain Sanitation District, explained the location of the present and proposed
sewer lines. He explained the ability of the St. Vrain Sanitation District to adequately supply the proposed sites. Shirley
Camenisch asked Mr. Lawson to show the proposed lines on the map. Mr. Lawson also explained the concept of St.
Vrain Sanitation District forming a Metropolitan Planning Organization when the population size reaches 5000 people.
Marie Koolstra asked if police protection would be a provision of this Metropolitan Planning Organization, Mr. Lawson
suggested that perhaps police protection could be handled through a Law Enforcement Authority.
Nobody spoke in opposition to this request.
Richard Kimmel asked staff if they would be willing to incorporate Vem Nelson's suggestions into the recommendation
and to develop standards for the I-25 MUD 120 days after the Board of County Commissioners made the fmal approval.
Staff concurred.
Judith Yamaguchi moved CompAmend 1 be forwarded to the Board of County Commissioners with the Planning
Commission's recommendation for approval. Marie Koolstra seconded the motion.
The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Ron Sommer -
yes; Judith Yamaguchi - yes; Jack Epple - yes; Marie Koolstra - yes; Shirley Camenisch - no; Daniel Lere - yes;
Richard Kimmel - yes. Motion carried.
Judith Yamaguchi moved CompAmend 2-5 be forwarded to the Board of County Commissioners with the Planning
Commission's recommendation for approval. Daniel Lere seconded the motion.

REQUEST: Amendment to the I-25 Mixed Use Conceptional Plan.
SIZE OF PARCEL: CompAmend 6 - 450 acres
LEGAL DESCRIPTION: The SE4 of the railroad grade of Section 7, the NW4 and the NE4 of Section 18, the NW4
of the railroad grade of Section 17, all in T2N, R68W of the 6th P.M., Weld County,
Colorado.
LOCATION: East of Weld County Road 1, north of Weld County Road 20-1/2, and south of the railroad grade.
Staff recommended the case be continued to March 21, 1995 due to lack of publication by the Windsor Beacon.
Marie Koolstra moved CompAmend 6 be continued until March 21, 1995. Jack Epple seconded the motion.
The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Ron Sommer -
