RE: APPROVE TRANSPORTATION FARE PLAN AND AUTHORIZE CHAIR TO SIGN -
NORTH FRONT RANGE TRANSPORTATION AND AIR QUALITY PLANNING
COUNCIL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Transportation Fare Plan from the
County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Department of Human Services, to the North Front Range
Transportation and Air Quality Planning Council with terms and conditions being as stated in
said plan, and
WHEREAS, after review, the Board deems it advisable to approve said plan, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Transportation Fare Plan from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services, to the North Front Range Transportation and Air Quality
Planning Council be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said plan.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 26th day of May, A.D., 1999.

SUBJECT: Transportation Planning Grant
COLORADO
Enclosed for Board approval is a Proposal to North Front Range Transportation and Air Quality
Planning Council of the Metropolitan Planning Organization of this region.
The purpose of this Proposal is to secure funding to give the Weld County Transportation Program
the resources to develop a fare system with our public routes. This is a one time grant in the amount
of$10,000.00.

WORK TASK: Weld County Transportation Fare Plan
SPONSOR: Weld County
OBJECTIVE: To develop an implementation plan for a fare system for the County's
mini-bus portion of its transportation system.
Currently,the Weld County Transportation Program does not charge
a fare for its mini-bus system. The service is paid for with funds from
the Weld County Community Services Block Grant and the Colorado
Department of Transportation 5311 Program. It does seek Medicaid
reimbursement when this is appropriate. The FTA grant requires that
we outline a plan to implement a fare component to supplement and
expand the program; therefore, we would like to develop a fare plan
that includes a marketing component.
METHODOLOGY: The study will review the fare plans for other rural counties, and
working with an advisory committee,will recommend an approach to
developing a fare system. Public hearings will take place in several
locations prior to presenting the study's final recommendations to the
County Commissioners.
