This being one of the days fixed by the Board for persons appearing not to

names should not be stricken from the registration lists1the following named per-
sons having stated their reasons for not voting and expressing a desire to have
their names retained on their respective lists,it was on motion ordered that their
names be retained- on the permanent registration lists,viz:-

Official bond of John A.Goodan,as Public Trustee,in the penal sum of $10,000.00 was pre-
sented,examined and the surety thereon being considered ample and satisfactory,it was on
motion ordered apprbved,recorded and placed on file.
Official bond of F.M.Jewett ,as Road-Overseer of District No. 2,was presented,examined and
the surety thereon being deemed ample and satisfactory,it was on motion ordered approved,
recorded and placed on file.

. IN THE MATTER OF PETITION
WALDO BLODGETT.
Now on this day comes Waldo Blodgett,by J:W.
Sanborn,his Agent,and presents his petition setting forth that the taxes assessed against
him for the years 1896,1897,1898,1899 and 1900 on his property in Greeley are erroneous
for reasons fully stated in his said petition and prays that the taxes so erroneously as-
sessed may be refunded.
After due consideration it was on motion ordered that a rebate of the taxes assessed
against him for the year 1900be granted him on a valuation of 075.00.

IN THE MATTER OF PETITION
OF A.T.BACON.
Now on this day comes A.T.Bacon,by P.W.Allen,
his Agent,and presents his petition setting forth that on May 13th.1899 he paid the taxes
on the South part of Lot 7 N.W4 of S.E4 of Sec.6 Tp.5 N.R.65 W.for the year 1898; that on
December 9th.1899,said property being doubly assessed in the Unknown List for said year 1898,
was sold by the County Treasurer for the taxes of said year. He prays that the erroneous
sale aforesaid may be redeemed.
After due consideration it was on motion ordered that the prayer of the petitioner be
granted and the County Treasurer is hereby authorize to redeem said property from said tax
sale without cost to the petitioner.
IN THE MATTER OF STATIONERY
PROPOSALS.
The time having arriv3d for opening and
reading the several bids received for furnishing Weld County with all necessary record books/
blank books ,stati ery and all other supplies for the year 1901,the Clerk opened and read
the proposals of The W.H.Kistler Stationery Co. ,The C. F.Hoeckel Blank Book Co. , and the
Out West Printing and Stationery Co. The matter of awarding the contract was postponed

pending a further investigation of said proposals.
IN THE MATTER OF APPORTIONMENT ,

The following resolution offered by
Commissioner Parish,was on motion unanimously passed and adopted,viz:-
Be it resolved by the Board of County Commissioners of Weld County,Colorado,
That the amount of money deemed naacessary to be expended to January 1st. 1902 in
the several road districts of the County sllall. be the sums following;to-wit:-

The Clerk was directed to request the Undertakers of the City to submit,on or before
Monday,January 14th. 1901,proposals for burying deceased paupers of the county during the
year 1901.
IN THE MATTER OF
COUNTY PRINTING. The Clerk was directed to advertise in the
usual manner in the Greeley Tribune,for sealed proposals for publishing the delinquent tax
list,as required by law,two semi-annual statements of the County Clerk and to do all other
printing and advertising required by the County for the period of one year from date of
contract. . •Said proposals to be received until the hour of 2 o'clock F.M. ,Wednesday,April
l0tli.1901.
/ _ Messrs.H.C.Watson,S.A. Bradfield and H.M. Devotie,as representatives of The New Cache La
Poudre Irrigating Co. ,came before the Board and urged that in making recommendations to the
Governor for appointment of a Water Commissioner for District No. 3 the Board recommend only
residents of the County and gave- theirtreasons 'therefor.
This being the second day fixed by the Board for persons appearing not to have voted
at the last election to show cause why their names should not be stricken from the regis.-
tration lists,the following named,_persofs having stated their reasons for not voting and
.expressing a desire to have their names retained on their respective registration lists,it
was on motion ordered that their names be retained on the permanent registration lists;viz:-
Michael Lavelle; Sarah Lavelle; Hannah Hastings and Louise •C.Whiteman.
The Board resumed checking the books and accounts of the County Treasurer and continued
at the same the remainder of the day,pending a completion thereof an adjournrent was taken

Mr.H.M. DeVotie came before the Board and asked that an appropriation of $150.00 be made
instead of $100.00,heretoforeasked for,to aid the property owners residing at the West
ends of 8th.and 9th. Streets of the City of Greeley to properly drain their lands and by so
drair. said lands would greatly benefit the County roads in that locality. The cost of
properly draining said lands is so great that it is necessary to ask an additional appro-
prlation from the Board. After carefully considering the matter it was on motion ordered
that the sum of $100.00 be and is hereby appropriated for said purpose and to be payable
March lst. 1901.
IN THE MATTER OF CONTRACT FOR
STATIONERY SUPPLIES.
The Board then took up and carefully examined
the several proposals received for furnishing the several county officers with books,records
stationery,blanks and etc. ,for theh1901 and believing the proposal of The Out West Printing
and Stationery Company to. be the lowest and best bid,it was on motion ordered that the con-
tract for furnishing said supplies for the year 1901 be and is hereby awarded to the said

IN THE MATTER OF BURIAL
OF DECEASED PAUPERS.
Proposals were received from T.G.Macy and
Bills Bros for for burying deceased paupers during the year 1901 and read to the Board
and it appearing that the bid of Bills Bros. is the lowest and best bid there£or,it was on
motion ordered that the contract be and is hereby awarded to said Bills Bros.

The minutes of the proceedings of the Board held January 8th.9th.lOth.11th.12th.and
14th.1901 were. read and on motion duly approved.
Report of the Superintendent of the Poor,showing the amount expended for the relief
of the poor during the month of December,1900,was presented,examined and ordered placed on
file.
Report of C.A.Bennett,Public Trustee,for the quarter ending December 31st. 1900 ,was pre-
sented,examined and ordered placed on filed.
Contract,in duplicate,with Charles F.Tew as County Atiorney,was presented and being
found satisfactory the same was on motion ordered signed on behalf',of Weld County and
placed on file and a copy thereof delivered to Mr.Tew.
Official Bond of D. Strohl,Road-Overseer of District No.1,was presented,examined and
the surety thereon being deemed ample and satisfactory. it was on motion ordered approved,
recorded and placed on file.
Butchers'Bonds of W.T. Cottrell at LaSalle,Colo. , and of J.M.Kinsinger at Evens- ,Colo. ,
were presented,examined and the sureties on each being deemed ample and sufficient they
were on motion ordered approved and placed on file.
IN THE,MATTER OF APPOINTMENT
OF JUSTICE• OF THE PEACE PR.8.
A petition was presented to the Board
asking for the appointment of J.Geo.MacDonald to the office of Justice of the Peace for
Justice Precinct No. 8.After investigating the matter and finding that the person elected
to said office at'.the last election failed to qualify,it was on motion ordered that the
prayer of the petitioners be and is hereby granted and the said J.Geo.MacDonald be and is
hereby appointed to the office of Justice of the Peace within and for Justice Precinct No.
8 upon his filing a satisfactory bond and oath of office as required by law.
IN THE MATTER OF CHANGING THE BOUNDARY
LINES OF PRECINCTS 7,12 AND 21 and
CREATING NEW PRECINCT NO. 36.
Whereas,It appearing to the Board that at

Greeley voting precinct No. 12 and in order to comply with the statutes in relation,
thereto it becomes necessary to change the boundary lines of said precinct,
THEREFORE ,it was on motion ordered that the boundary lines of voting pre-
cincts 7,12 and 21,which said precincts are situated wholly within the corporate
limits of the City of Greeley,be and the same are hereby changed and said pre-
cincts shall ,be situated within the following boundary lines,to-wit:-
PRECINCT NO. 7. All that portion of the City of Greeley situated West of the center line of
9th.Avenue in said city and a continuation thereof North to the city limits and
North of the center line of 9th. Street in said, city shall constitute and form
N.W.Greeley voting precinct No. 7,with voting place at the City Hall in said city.
PRECINCT NO. 12. All that portion of the City of Greeley situated South of the center line of
9th.Street in said city and West of the center line of 9th.Avenue in said city
shall constitute and form S.W.Greeley voting precinct No. 12,with voting place at
the Court House in said city.
PRECINCT NO. 21. All that portion of the City of Greeley situated East of the center line of
9th.Avenue in said city and a continuation thereof North to the city_ limits and
North of the center line of 9th. Street in said city shall constitute and form
N.E.Greeley voting precinct No. 21,with voting place at. the Fire Engine House in
said city.
PRECINCT NO. 36. And it is hereby further ordered that a new voting precinct be and the same
is hereby created,the boundary lines of which shall be as followa,to-wit:-
All that portion of the City of Greeley situated South of the center line
of 9th. Street and East of the center line of 9th.Avenue,3.n said city,shall con-
stitute and form S. E. Greeley voting precinct No. 36,the voting place thereof, to
be established, hereafter. Said precinct to be attached to and form a part of
Justice Precinct No. 7. for judicial purposes.
The clerk is hereby authorized and directed to prepare at the expense of the
cpunty,complete or new registration lists ,inconformity With above changes,of all re—
gistered, electors in each and all of said changed, and new election precincts.
In accordance with Section 1 Page 248,Session Laws
of 1891 the Board selected the following named tax-payers to be certified to the
Clerk of the District Court of this county,from which names the Petit Jurors re-
quired for attendance upon the May term 1901 of said court of Weld County may be

OFFICIAL BONDS. '
The Board proceeded to examine the official bonds
of the several county and precinct officers now in force,as required by law, and
the sureties upon each bond being deemed ample and sufficient they were on mo-
tion ordered approved,except the official bond of Mr.P. S. Junge,Justice of the
reace of Justice Precinct No. l ,owing to the death of one of his, bondsmen,Mr.W.G.
Winbourn,the same was not approved and the Clerk was directed to notify him to
file a new bond at once.
IN THE MATTER OF COUNTY CLERK' S
SEMI-ANNUAL STATEMENT.
The County Clerk presented his semi-annual state-
ment for the six months ending December 31st. 1900,showing the financial condition
of the county and the standing of the several state,county,school districts and
town funds,and after carefully-'examining the same it was on motion ordered apr
proved and that portion of said statement usually printed was ordered published
and the statement ,induplicate,showing the standing of the several state funds
was ordered signed by the Board and one copy thereof placed on file and the
other one forwarded to the Auditor of State.

IN THE MATTER OF APPOINTMENT
OF DEPUTY COUNTY TREASURER.
Mr.John A. Goodan,County Treasurer,came before the
Board and stated that he had appointed Mr. F.L.Weller as his deputy to succeed Mr. S.H. South-
and and asked that said appointment be approved. After due consideration it was on motion
ordered that the appointment of F.L.Weller as Deputy County Treasurer be and the same is
hereby approved and his salary is hereby fixed at $1200. 00 per annun-payable monthly.
IN THE MATTER OF PETITIONS

Now on this day comes H. G.Reed and presents his
petitions praying for a rebate of taxes for the year 1900 upon the E N. E* and the S. E4
of Soc. 12 Tp. 5 N.R.66 W. for reasons set forth in his said Petitions.
After carefully investigating the assessments on said lands it was on motion ordered
that the prayer of the petitioner be granted in so far as the same effects the said S. 0
and that he be allowed a rebate of taxes thereon on a valuation of $360.
And further ordered that the prayer of the petitioner in so far as the same effects
the said E of N.E4 be and is hereby denied.

Now on this day comes Sam.W.Haney and presents
his petition praying for a rebate of taxes assessed against him for the , year 1900 upon

facts in the case on motion ordered that the prayer of the petitioner be granted and that

hereby cancelled and held for naught.

CERTIFICATES FROM TAX SALES OF 1894 & 1895.
Mr. F.P.Radcli ffe having filed his af-
fidavit showing that on December 8th. 1894 and December 21st. 1895 the North American Trust
Company became the purchaser and assignee of tax sale certificates 699 and 670,sales of
1894 and certificates 1173 and 1174,sales of 1895 for the W.!!- of N.W of Sec. 32 Tp. 5 N.R.67
West;that said certificates of purchase have since been lost and after diligent search
affiant has been• and still is_unable to find the same; that said sales standing. upon the `
records of the County unredeemed is a cloud upon the title of said real estate and asks that
the Board,by proper order entered of record,authorize the County Treasurer of Weld County
to issue his redemption certificate from said sales.
It appearing to the Board that the said North American Trust Company.has filed its in-
- demn.fying bond in the penal sum of $75. 00 to save and keep harmless the said County of
Weld and all of its officials from all damages occasioned by the said redemption without
the surrender of the original certificates of purchase,it was on motion ordered that the
County Treasurer of said county be and he is hereby authorized and empowered to issue
proper redemption certificates for said land from said tax sales of 1894 and 1895 upon the
payment of the fees therefor.

Messrs.Asa Sterling and D. B.Wyatt came be-
for th& Board and stated that the land on the North side of the South Platte
° d River i'n Townships 4 N. R.63 and 62 W.i s being fenced to such an extent that
cattle on the range is being shut off from water and for that reason it is very
essential to the stock interests of this county that certain roads be opened so
as to give the cattle access to the river. They asked that county roads Nos.
19A and 199 in Townships 4 and 5 N.R.62 W,heretofore establi shed,but never opener -
up be ordered opened by the Road-overseer of the proper district as soon as
possible.

A petition • signed. by - P.W. Allen and
nine others asking for the laying out of a county wagon road sixty feet wide as follows,
commencing at the South-west corner of the S. E4 Section 26 Township 5 North ,of Rnage 67
West; thence East to the S. E. corner of said section;thence North to the North-east corner
of said section to intersect county road running East and West at that point.
Also commencing at the South-west corner of said section 26 and running north one mile
to intersect county road runnin,g,East and West at said point.
Also to vacate the road as now laid out in the centre of section 26 ,

it appearing to the Board that the right of way for the line of road prayed for is

IN THE MATTER OF PETITION
OF SCOTT L. GETCHELL.
Mr.Soott L. Cetchell came before the Board and pre-
sented his petition praying for a rebate of taxes assessed against him for the
year 1900 on his personal property for the reason that said property is assessed
as being in the Town of Windsor,which is erroneous as he does riot reside in said
town and did not on May lst. 1900 and said property should not be taxed therein.
After due consideration it was on motion ordered that the prayer of the peti-
tioner be and the same is hereby granted.
IN THE MATTER OF PETITION
OF THOMAS WATT.
Mr.Thomas Watt came before the Board and presented
his petition praying for a rebate of taxes assessed against James Rutherford on
personal property valued at $120. and Military and County Poll taxes for the rea-
son that said Rutherford died on or about January 1.899 and said property was sold
soon after his death and therefore should not be assessed with such property.
After carefully considering the matter it was on motion ordered that the pray-
er of the petitioner be and is hereby granted.

The Board resumed checking the books and accounts of the County Treasurer and
after continuing at the same the greater part of the day completed the work.
The cancelled warrants,school orders and other cash items were ordered turned
over to the County clerk for safe keeping subject to the order of the District
Court.

The Clerk was directed to procure from the U. S.Land Offices at Denver and
Sterling certified lists of all entered lands in Weld County from May lst.1900 to
and including April 30th. 1901 for the use of the County Assessor;also certified
list of all patented School Lands during said period from the Register of the
State Board of Land Commissioners.
Official bond of James J.Armstrong as Superintendent of Irrigation within
and for Water Division No.l,was presented to the Board and the sureties thereon
being deemed sufficient,it was on motion ordered approved,recorded and placed on
file.
Certified copy of report of the committee appointed to examine the books and
accounts of the County Treasurer from July lst.1900 to and including December
31st. 1900,was presented,examined and ordered placed on file.

said petition and prays that the said assessments may be corrected in accordance
with the facts in the case; that he is ready and willing to pay the taxes that may
be assessed against him for said years in accordance with the statement in his

After due consideration it was on motion ordered that the prayer of the peti-
tioner be and is hereby granted and the County Treasurer be and is hereby author-
ized to receive the sum of $ 82.99 in full settlement of all taxes assessed against
said petitioner on moneys ,notes and credits for the year 1899 and prior years.
IN THE MATTER OF PETITION
OF SUSAN C.THORPE.
Now on this day cones Susan C.Thorpe,by
M.A.Lyons her agent , and presents her petition setting forth that the taxes as-
sessed against her for the years 1891 ,1892,1893,1894,1895,1896,1897,1898,1899 and
1900 on omitted moneys,notes and credits are erroneous,as will more fully show in
her said petition,and prays that said assessments may be corrected in accordance

promised for the sum of "325.00 and the said sum having been tendered by her said attorneys
in full settlement of all taxes aforesaid,it was on motion ordered that the same be and is
hereby accepted,and the County Treasurer be and he is hereby authorized and empowered to
receive the said sum of $ 25.00 in full of all taxes assessed against the said Mary E. Dille
on moneys ,notes and credits for the year 1900 and prior years.

OF J.C. SCOTT.
Now on this day comes J. C. Scott and presents his
petition setting forth that the Wi, of Lot 3 of the N.E4 of N.W. of Sec.6 Tp. 5 N.R.65 W.
was erroneously sold for the taxes of 1899 on Dec. luth. 1900,the owner having paid such
taxes for said year 1899 as shown by said petition and tax receipt accompanying the same;
that the petitioner has redeemed said lot from said tax sale at a cost of $ 2.61 and prays
that he be re-imbursed for the amount of said redemption.
After carefully investigating the matter and finding the statements correct ,it was on

Report of F.M.Jewett, Road-overseer of District No. 2,for the month of April
1901,was presented,examined on motion approved and ordered placed on file.
IN THE MATTER OF PETITION OF
THE WARREN LIVE STOCK CO. ,
Now on this day comes The Warren Live
Stock Co. ,by F.E.Warren,President and H.N.Haynes ,it attorney,and presents its
petition setting forth that the taxes assessed against said company for the year
1900 upon its sheep are excessive,for reasons fully shown in its said petition.
After hearing oral statements from Mr.Warren and fully investigating the mat-
ter and believing said assessment is greatly in excess of the actual amount of
sheep owned by said company the Board on motion ordered that the petition be
granted and that said company be allowed a rabate of the taxes of 1900 on a val-
uation of $85500.00.on said sheep.
IN THE MATTER OF DISPOSING
OF CERTAIN TAX SALE CErTIFICATES.
Mr. C.M.Ireland came before the Board and
represented that the undivided one-half of Block 4 in the town of Hudson was
sold to Weld County in 1896 for the taxes of 1895 and the other undivided one-half
of said block was also sold to said Weld County in 1898 for the taxes of 1897;
that he is desirous of purchasing the certificates from the county for the pur-
pose of acquiring the tax title to said property,provided he could obtain them
upon satisfactory terms,as the amount of taxes,interest and penalties due thereon
are a great deal more than the property is worth ,and offered to pay the sum of
020.00 for an assignment of said certificates,including the taxes for the year
1900.

After carefully considering the matter and believing it for the best interest
of the county to dispose of said certificates,the Board on motion ordered that
his offer be and is hereby accepted and the Clerk is hereby authorized to make
the proper assignmentto Mr.Ireland,or to whom he may designate,upon payment of
said sum of 020.00.

having the River Telephone Line used by the Water Commissioner of District No. 3 connected
with the Fort Collins Exchange system owned by the Colorado Telephone ,Company;and
Where'as ,the said The Colorado Telephone Company has made a proposition to this Board to
purchase the said river line owned by the Counties of Larimer and Weld,which is as follows,

First: We will pay Two hundred Dollars cash for said line and we are to re--
ceive a bill of sale of said line.
To provide the people of Larimer and Weld Counties with necessary facilities,
we will furnish metallic circuit telephone service at (1) Ditch No. 2 near Timnath,
Colorado;at (2) residence of Captain Hawley,Water Commissioner; (3) at headgate at
residence of Mr.Ruddle; (4) at Larimer and Weld headgate,upon rental of $2.50 per
month for each telephone rented. The circuit from Fort Collins to Station 3 and 4
above to have no other telephone on it.
All telephones to be Exchange telephones run out of Fort Collins Exchange.

NOW THEREFORE,BE IT RESOLVED BY THIS BOARtIthe Board of County Commissioners of
Larimer County concurring,that the proposition of the said The Colorado Telephone
Company be and is hereby accepted and that all the right,title and interest in and
to the said River Telephone Line owned by said Weld County be transferred to said
The Colorado Telephone Company;and upon the concurrence of the Larimer County
Board Mr. S.R.Huffsmith,Chairman of this Board be and he is hereby appointed and
constituted a special commissioner with full power and authority to make,execute
and deliver for and on behalf of said Weld County,Colorado,for the property above
described in accordance with the proposition submitted by The Colorado ,Telephone
Company .and to the company whose name appears aboveior_ payment to said Weld County
. of one-half of the above named consideration,a Quit-Claim Deed and Agreement to
the purchaser aforesaid.
Said special commissioner to sign said deed and agreement for said County by
himself as special commissioner and chairman of said Board,to acknowledge the
same and cause the seal of said Weld County to be thereunto affixed.
In order for the Board to examine roads and bridges in the vicinity•'f Platte-
ville on Friday the 10th. isnt.an adjournment was taken until Saturday,May 11th.

satisfaction in the discharges of his duties,

printing and advertising was then taken up and the several bids heretofore received were
carefully considered. ,The-Board believing the proposal of Thompson Bros. to he the lowest
and best bid received,on motion ordered that the contract for doing the necessary county
printing qnd advertising for the term of one year from this date be and the same is hereby
awarded to said Thompson Bros. ,upon their filing a good and sufficient bond in the penal
sum of $1000 .00 for the faithful performance of their contract.

. OF B.F.TWOMBLY.
A petition was presented from B. F.Twombly setting forth
that 17 acres of the N.E.4of Sec. 5 Tp. 1 N.R.66 W.owned by him was erroneously assessed and
sold for the taxes of 1896 in 1897 to Weld County; that said sale was erroneous for the rea-
son that he had previously paid the taxes on all of said land for 1896; that said sale is a
cloud on the title to said land and prays that said tax sale be redeemed without expense to
him. After investigating the matter and being fully advised in the premises ,it was on
motion ordered that the prayer of the petitioner be and is hereby granted.
The Board then adjourned until Wednesday,May 15th. 1901,at 9: 00 o' clock A.M.
