SUBJECT : Special Review Permit - Case USR-1214
C3 Zoning
This request is for a change in zoning to C3 to allow for
light manufacturing. The site is the old Whitman Implement
Building on north Denver Ave . in Fort Lupton . Currently, the
building is vacant . An application for new septic/leach
field has been applied for. The soils are classified as
Altvan loam with moderate permeability and low erosion
hazard. This soil also has a slight limitation for septic
systems .
The plan submitted calls for a 75 foot buffer zone to be
installed in the front area of the lot . This would screen
the building from Denver Ave . The plan also indicates that 5
6foot Pinon Pines would be planted.
Since this is an existing structure where no major changes
are taking place, I can see no problems .

Environmental Protection Services has reviewed this proposal for the manufacturing of machined metal parts.
The applicant has applied through the Colorado Division of Water Resources for the existing well to be utilized as
their water source. The following conditions are recommended to be part of any approval:
v 1) All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects against
surface and groundwater contamination.
2) No permanent disposal of wastes shall be permitted at this site.
3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing
debris, and other potential nuisance conditions.
4) The maximum permissible noise level shall not exceed the light industrial of 70 db(A) as measured
according to 25-10-102, Colorado Revised Statutes.
5) Adequate toilet facilities shall be provided for the public and employees.
6) An individual sewage disposal system is required for the proposed facility and shall be installed according
to the Weld County Individual Sewage Disposal Regulations. (Septic Permit Number SP-9800468). The
septic system is required to be designed by a Colorado Registered Professional Engineer according to the
Weld County Individual Sewage Disposal Regulations.
7) Prior to recording the plat, the applicant shall submit a waste handling plan to the Environmental
Protection Services Division of the Weld County Health Department. The plan shall include at a
minimum,the following:
1) A list of wastes which are expected to be generated on site(this should include expected volumes
and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including the facility name,
address, and phone number).

COLORADO SUBJECT: USR-1214; Tony Diller, Bruce Victor, and Jeff Giacomino
The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld County Use by Special Review Standards. Our requirements are as follows:
1. Access: Access will be gained from Denver Street at the north end of Ft. Lupton. This is a paved
street but is not maintained by Weld County, Colorado Department of Transportation is responsible
for maintenance at this location. Please send a referral to Gloria Hice-Idler or Tess Jones at the
Greeley office to verify access.
2. Parking: The applicant shall supply a 24-foot asphalt mat from the existing asphalt surface on
Denver Avenue to the proposed paved parking area. The parking area shall include 15 parking
spots which would include areas for 12 full time employees and two for salesmen or visitors.
3. Storm Water Drainage: Acklam Associates has supplied a storm water drainage plan. This has
been signed and stamped by a professional engineer. We have reviewed the calculations and the
document and find no conflict with the proposal.
