RE: ACCEPT SUBDIVISION STREETS FOR FULL MAINTENANCE - NORTHWEST
ESTATES, SECOND FILING
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board, by Resolution on May 21, 1972, did approve the dedication of
the perpetual rights -of -way over the public roads, streets, highways, and easements in behalf of
the public in Northwest Estates, Second Filing, provided that the County of Weld would not
undertake maintenance of said streets, roads, and rights -of -way until they have been
constructed by the subdivider according to specifications and accepted by the County of Weld,
and
WHEREAS, the developer has completed construction of Lee Lake Avenue, Lake View
Court, and Northwest Drive in accordance with the original plans, and
WHEREAS, upon inspection by the Engineering Department, said streets were found to
satisfy Weld County standards, and are recommended for acceptance by Weld County for full
maintenance, and
WHEREAS, acceptance of said streets for full maintenance will include snow removal
and any repairs to the streets, including the roadways, shoulders, or drainage ditches, and
WHEREAS, the Board deems it appropriate to accept said streets for full maintenance.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that Lee Lake Avenue, Lake View Court, and Northwest Drive in
Northwest Estates Subdivision, Second Filing, be, and hereby are, accepted for full
maintenance.

SUBJECT: Acceptance of Full Maintenance
(Northwest Estates, 2nd Filing)
The Northwest Estates is a rural subdivision located north of the intersection located north of the
intersection of WCR 75 and WCR 15. The streets in Northwest Estates, 1st Filing, have been paved
and have been accepted for full maintenance by Weld County.
Northwest Estates, 2nd Filing, was recorded in June of 1992. At that time, the lots were plotted and
the right-of-way was dedicated. The lots were never sold and the road was constructed until
recently.
Mr. Russell J. Campion, the developer, completed the streets in accordance with the original plans.
There was no Improvements Agreement between Mr. Campion and Weld County nor was there any
security provided. All the construction has been completed, and the Weld County Public Works
Department has inspected the streets. The paved streets and construction met Weld County
Standards.
The time period has expired for partial maintenance. The Weld County Public Works Department
recommends that the Board accept Northwest Estates, 2nd Filing, subdivsion for full maintenance
as they have met the requirements.

Re: Northwest Estates, 2nd Filing, Full Maintenance of Subdivision Streets
Dear Mr. Carroll,
On January 24, 1997, the Weld County Board of County Commissioners approved the
acceptance request for partial maintenance of the streets in the subject subdivision. It is
my understanding that the Board of County Commissioners will consider accepting full
maintenance after a nine month waiting period. This nine month period will be complete on
October 24, 1997.
Therefore, I request that the Public Works Department make any necessary inspection,
and request that the Board of County Commissioners accept full maintenance of the
streets in Northwest Estates, 2nd Filing, namely: Lee Lake Avenue, Lake View Court,
and Northwest Drive.
Please advise me of the progress of this request, and if you require additional information,
contact me at (970) 490-1447. Thank you for your assistance in this matter.

Brief description of the problem/issue: Northwest Estates is a rural subdivision located north of the intersection
of WCR 76 and WCR 15. The streets in Northwest Estates, 1st Filing, have been paved and then accepted for full
maintenance by Weld County.
Northwest Estates, 2nd Filing, was recorded in June 1972. At that time the lots were plated and all the rights -of -way
were dedicated; the lots were never sold and the roads were never constructed until recently.
Mr. Russell J. Campion, the developer, completed the streets in accordance with the original plans. There was no
Improvements Agreement between Mr. Campion and Weld County nor was there any surety provided. All the
construction has been completed, and the Engineering Department has inspected the streets. The streets and
construction meet Weld County Standards.
Our standard procedure is to accept completed streets for partial maintenance. After a nine month period, the
County will reinspect the streets and require the developer to make any repairs that might be necessary. If the
County Standards are satisfied, the Board may accept the roads for full maintenance. Mr. Campion is requesting
that we take the first step by accepting the roads for partial maintenance.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options) The Board may
accept or reject the partial/full maintenance of Lee Lake Avenue, Lake View Court, and Northwest Drive in the
Northwest Estates Subdivision, 2nd Filing.
Recommendation to the Board: I recommend that the Board of Weld County Commissioner accept Lee Lake
Avenue, Lake View Court, and Northwest Drive in Northwest Estates, 2nd Filing, for partial maintenance.

Re: Acceptance of 'Partial Maintenance' of streets at NorthWest Estates, Second Filing
Dear Mr. Carroll,
Thank you for your letter of Oct 15, 1996, stating the conditions and procedures for accept-
ance by Weld County of the streets in NorthWest Estates, Second Filing. You indicated the
need to gravel the shoulder of the road to be level with the asphalt. This work was completed
in December, 1996.
As I believe that I am in compliance with your conditions, I hereby make a formal request
that the Weld County Board of County Commissioners accept the streets in NorthWest
Estates, Second Filing for 'partial maintenance', with 'full maintenance' to be reviewed after
nine months. I accept the responsibility for street, curb, gutter, and related repairs during the
period of 'partial maintenance' by Weld County.
Please advise me of the action by the Board, and the time schedule for reaching 'full main-
tenance'. Thank you for your patience and assistance in this matter.
