RE: DECLARE CERTAIN LAND AS SURPLUS PROPERTY, AND AUTHORIZE SALE OF
SAME TO STEVEN SUROUIK
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, State statute and the Weld County Administrative Manual require that all
items disposed of be declared surplus by the Board of County Commissioners, and
WHEREAS, the Board has been presented with a bid proposal from Steven Surouik,
P.O. Box 3363, Greeley, Colorado 80633, and
WHEREAS, the County has determined that certain property, described as Lots 28, 29,
30, and 31, Block 17, Purcell, Colorado, being more fully described in said proposal which is
attached hereto and incorporated herein by reference, is no longer required for County use, and
WHEREAS, the Board has been presented with a proposal from Steven Surouik to buy
said property for and in consideration of the sum of$25 per lot, and
WHEREAS, the Board deems it advisable to declare said property as surplus and
approve said bid proposal.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the abovementioned property be, and hereby is, declared surplus.
BE IT FURTHER RESOLVED by the Board that the bid proposal from Steven Surouik, in
the total amount of$100, be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 23rd day of December, A.D., 1998.

AGREEMENT FOR SALE AND PURCHASE OF REAL ESTATE
THIS AGREEMENT is made this 23rd day of December, 1998, by and between the County
of Weld, a body corporate and politic in the State of Colorado, by and through the Board of County
Commissioners of Weld County, whose address is 915 Tenth Street, Greeley, Colorado 80631,
hereinafter referred to as "Seller," and Steve Surovik, whose address is P.O. Box 3363, Greeley,
Colorado 80633, hereinafter referred to as "Purchaser."
WITNESSETH:
That in consideration of the payment by the Purchaser to the Seller of the sum of$100.00,
Seller agrees to sell to the Purchaser and Purchaser agrees to purchase from the Seller the real
property which is described as Lots 28,29, 30, and 31, Block 17, Town of Purcell, County of Weld,
State of Colorado,conveyed to Weld County by Treasurer's Deed recorded in the Office of the Weld
County Clerk and Recorder on July 2, 1991, at Book 1303, Reception Number 2255100, hereinafter
referred to as the "Parcel."
The agreement of sale and purchase of the Parcel is subject to the following conditions:
1. Seller shall furnish to Purchaser a Quit Claim Deed for the Parcel. Any title
insurance shall be paid for by Purchaser.
2. Title for the Parcel shall be merchantable in Seller. Subject to payment or tender as
above provided and compliance by Purchaser with the other terms and provisions
hereof, Seller shall execute and deliver a good and sufficient Quit Claim Deed for the
Parcel to Purchaser, conveying the Parcel free and clear of all taxes and free and clear
of all liens for special improvements installed as of the date of Purchaser's signature
hereon, whether assessed or not; free and clear of all liens and encumbrances and
subject to all applicable building and zoning regulations.
3. Purchaser shall be responsible for the payment of all property taxes for the year 1998
and each year thereafter. No property taxes shall be assessed for the portion of the
year 1998 that the Parcel was held by the Seller.
4. The date of closing shall be the date of delivery of deed as provided in paragraph 2,
above. The hour and place of closing shall be designated by mutual agreement
between Seller andPurchaser.
5. Time is of the essence hereof.
6. Possession of the Parcel shall be delivered to Purchaser upon closing and shall not
be subject to any leases or tenancies.

7. Seller represents and warrants as of the day hereof and as of the date of the closing
that neither the execution of this contract nor the consummation of the transaction
provided for herein constitutes, or will result in, any breach of any of the terms,
conditions, or provisions, or constitute a default under any indenture, charter, bylaw,
mortgage, loan agreement, lien, lease, license,judgment, decree, order, instrument,
or other verbal or written agreement to which the Seller is a party of or which the
property is subject to, except as provided for herein.
8. This Agreement contains the entire agreement and understanding between the parties
to this Agreement and supersedes any other agreements concerning the subject matter
of this transaction, whether oral or written.

QUIT CLAIM DEED
THIS DEED is made this 23rd day of December, 1998, between Weld County, Colorado, a body
politic and corporate of the State of Colorado, of the first part, and Steve Surovik, P.O. Box 3363,
Greeley, Colorado 80633, of the second part.
WITNESSETH, that the said party of the first part, for and in consideration of the sum of,
$100.00 and other good and valuable consideration,to the said party of the first part in hand paid by
the said party of the second part, the receipt whereof is hereby confessed and acknowledged, has
remised,released,sold,conveyed and QUIT CLAIMED,and by these presents does remise,release,
sell, convey and QUIT CLAIM unto the said party of the second part, its heirs, successors and
assigns, forever, all the right, title, interest, claim and demand which the said party of the first part
has in and to the following described lots or parcels of land situate, lying and being in the County
of Weld and State of Colorado, to wit:
Lots 28, 29, 30, and 31, Block 17, Town of Purcell, County of Weld, State of Colorado,
conveyed to Weld County by Treasurer's Deed recorded in the Office of the Weld County Clerk and
Recorder on July 2, 1991, at Book 1303, Reception Number 2255100.
TO HAVE AND TO HOLD the same,together with all and singular the appurtenances and
privileges thereunto belonging or in anywise thereunto appertaining, and all the estate, right, title,
interest and claim whatsoever, of the said party of the first part, either in law or equity, to the only
proper use, benefit and behoof of the said party of the second part, heirs and assigns forever.

Dear Mr. Warden:
Thank you for visiting with my step-father and me today in regard
to the lots now owned by Weld County in the old townsite of
Purcell (East of Pierce) . I am in the process of acquiring all
possible lots in Purcell . I have already obtained tax liens on
several of these lots . Now I am negotiating with the owners for
Deeds Ism awarre that vmost,e to wift not yall sofrthese lots more for a aye Treasurer' s

unbuildable by today' s rules . However, I expect to trade my
ownership of all possible lots to the present owner of the
majority of the townsite lots and the surrounding pasture lands ;
in exchange for one buildable acreage along NCR 90 ; about 1/2
mile east of WCR 49 .
Being partially disabled and living on SSI and odd jobs, trading
a large number of unbuildable lots for one building site is
probably the only hope for me to acquire land on which I could
inexpensively build, with help from my family, a home in which I
could live on my own. So I'd appreciate being able to buy the
Purcell lots now owned by Weld County for $25 . Please don' t be
offended by the low amount . I'm going to have to buy a lot of
nearly worthless lots in the middle of a fenced off pasture to
interest the surrounding land owners into trading for a much more
valuable building site with paved road frontage.
If successful, I'm sure a home on land along the road will be
paying much more in property taxes to Weld County than the lots
in Purcell . Also, with all possible lots owned by the surrounding
pasture owners, they could keep their gates locked with no fear
of various lot owners going in and out and leaving the gate open.
I can only pray that this will eventually be a win-win situation
for all . I will sincerely appreciate your consideration.
