RE: APPROVE CONTRACT FOR COOLING TOWER REPAIR AND AUTHORIZE CHAIR
TO SIGN -TOWER REPAIR SPECIALIST, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Contract for Cooling Tower Repair
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, and Tower Repair Specialist, Inc., with terms and conditions
being as stated in said contract, and
WHEREAS, after review, the Board deems it advisable to approve said contract, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Contract for Cooling Tower Repair between the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,
and Tower Repair Specialist, Inc., be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said contract.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 15th day of November, A.D., 1999.

Dear Steve,
To provide the contract you requested, please as indicated
below. Insurance certificates axe being sent to your attention .
For a compete rebuild of your cooling tower, the factory
recommends the following items:

Total Materials $17 , 324
Hand grinders and sand blasting would be used to remove any
corrosion. We would regalvanize all surfaces inside the tower with
ZRC (95% zinc) , patch any holes or weak areas with new sheet metal ,
and then apply CIM over the new galvanizing in the cold water
basin, up to the bottom of the fill . CIM will remain flexible so
that i_ can expand and contract with the metal . It can take a pH
range of 2 to 12 , and includes a five year warranty (material and
labor) .
Total price (labor and material) to regalvanize all interior
surfaces, install ' CIM up to the bottom of the fill , install new
drift eliminators, new fill, new motors, new bearings and sheaves
would be $35 , 111 . ADD $4 , 600 to install a new BAC distribution

Per our conversation, CFM first indicated that the tower had
no asbestos . However, they later confirmed that the fill ha::,
asbestos. The attached quote from American Abatement, states they
would charge $2, 924 to dispose of the existing Asbestos fill, plus
$375 for inspection by an Independent Industrial Hygiene Yirm.
Total price would be $3, 299 . If you want to run it through us, we
would mark it up 159c for a total cost of $3 , 794. However, having
them dispose of the fill would save us the cost of removing the
fill, reducing our price by $1, 500 .
Total price for the entire work scope would be $42, 00

On the Evaporative coolers, to regalvanize all interior
surfaces, patch, and CIM the cold water basin would cost $5, 590 per
cooler. Price is based on removal of the existing media by others,
and installation of new media by others .

SUBJECT; Asbestos Abatement

Dear Bill,
We propose to fbmish all labor, equipment, materials, tools, personnel air monitoring and lab fees,
trucking, disposal fees, permit fees, and special asbestos occurrence insurance coverage required to
provide the proper removal and disposal of approximately 800 sq. ft. of asbestos-containing media 011
in a cooling tower.
It will take three(3)workers approximately two(2)working days to properly complete this work for a
total sum of$2,924.00.
All work shall be done during regular working hours. The time frame listed above is for scheduling
purposes only. We shall make every effort to complete the work sooner if possible. No overtime
work is included. Power and water supply on site shall be supplied by owner.
We will have an Independent Industrial Hygiene Firm perform a visual inspection of our work area and
take final air samples from our work areas)before we tear down and demobilize. Total costs for these
services and associated laboratory fees are an additional sum of$375 00.
All air monitoring reports and landfill manifests for proof of proper disposal will be furnished i,apon
request. Your signature and acceptance of this proposal authorizes American Abatement, Inc. to sign
the Asbestos Compliance Manifest Form on behalf of the Owner. American Abatement, Inc. certifies
that all waste shall be properly marked, labeled and packaged and is in proper condition for
transportation according to applicable regulation of the D-O.T.
All work shall be done in strict compliance with all federal, state, and local regulations pertaittutg to our
work. Any and all additional work not specified above or as may be required by any other agency shall
be at an additional cost. Please keep in mind that there could be some unavoidable paint damage
and/or duct tape residue where we are required to tape our containment to existhag floors and walls.
While we will make every effort to keep this to a minimum,American Abatement is not responsible for
the repair of such conditions. Owner agrees to indemnify and hold harmless American Abatement, Inc.
for any and/or all damages resulting from deficient work of others or negligent practices by others
