It is being reviewed and evaluated by the Erie Staff, and is scheduled for review by the Erie Planning Commission and Board of Trustees at a hearings scheduled for December 7, 1999 and December 14, 1999 respectively. PROJECT DESCRIPTION The property proposed for annexation consists of approximately 923 acres situated in Sections 32 and 33, Township 1 North, Range 68 West of the 6i° PM. The property extends one mile north from Hwy 7, and from WCR3 east to one-half mile east of WCR 5. The annexation is contiguous to the Town of Erie boundary for approximately one-half mile along the north line of the northeast quarter of Section 33, and for approximately one-half mile along the west line of the northwest quarter of Section 32, which is also WCR 3. Requested zoning for the annexation property is Planned Development (PD), permitting a mixed- use development of retail and office commercial uses, a wide range of residential uses, and an 18 hole public golf course which will wind through the property. Other than the Erie Air Park to the west of the annexation property, the general area in which the property is located is agricultural in character. The recently updated Erie Comprehensive Plan provides for future residential uses to occur north of the property, and mixed residential and commercial City of Broomfield uses to the east and south of the property. The land is currently zoned agricultural by Weld County. The Development Plan submitted in support of the annexation and zoning is presented following the Location Map on the following page. The development plan incorporates several major aspects of the Erie Comprehensive Plan, including protection of the Erie Tri-County Municipal Airport cross-wind runway east approach surface, and the extension of Sheridan from its proposed interchange with the proposed Northwest Parkway northward along the west boundary of Vista Ridge. Thus, this proposed course would not compete directly with the golf course proposed at the Northfield mixed use development, which was recently proposed for annexation to the Town. The development plan proposes a maximum of 2,494 dwelling units which would accommodate approximately 6,250 persons. MUNICIPAL SERVICES (see Water and Wastewater Master Plans in Appendix) Municipal services for the Vista Ridge Annexation will be provided as follows: Electricity: United Power, Inc. Gas: KN Energy Telephone: U.S. West Communications Water: The Town of Erie through current and future improvements Sanitary Sewer: The Town of Erie through current and future improvements Fire: Mountain View Fire Protection District. Police: Town of Erie Street Maint: Maintenance of roadways within the annexation will be provided by the Town after construction to Town specifications and acceptance by the Board of Trustees. Financing infrastructure construction and the provision of municipal services will be addressed in an Annexation Agreement between the applicant and the Town of Erie. The annexation agreement is not available at this time. Town of Erie development regulations require that the developer be responsible for the construction of all necessary utilities and streets both on-site within the property and off-site extensions to the property. SPECIAL DISTIRCTS The area to be annexed is included within the following special districts: St. Vrain Valley School District, RE-1J Mountain View Fire Protection District Northern Colorado Water Conservancy District and Subdistrict Tri-Area Ambulance District Weld County Library District 4 SCHOOL DISTRICT IMPACT The project's impact on the St. Vrain School District, in terms of the number of students to be generated by the project at full development, is as follows: Elementary School: 745 students Middle School: 327 students High School: 350 students Based on St. Vrain School District student generation factors and design standards, Vista Ridge will require one and one-half elementary schools, somewhat less than one-half of a middle school, and one-third of a high school. The Town of Erie is working with the School District to establish an alternative means of financing the construction of schools, and the applicant has indicated its support of the approach currently being considered by the Town and District.
