AGAINST
THE COUNTY OF WELD AND THE WELD COUNTY SHERIFF
1. Claimant name and address:
a. The name of the claimants hereunder are Scott Mor-
ris, Janet Morris, and Gene Morris. Their address
is 20625 Weld County Road 54, Weld County, Colorado.
2. Nature of claim:
On or about August 28, 1994, Officer Carl Ford of the Weld
County, Colorado Sheriff's Department willfully, deliberate-
ly, wantonly, and without due regard for the safety of other
persons in the area discharged his pistol killing a German
Shepherd dog named "Max" and, by discharging his pistol in
the direction of innocent by-standers, recklessly endangered
the lives of those persons.
The Weld County Sheriff's Department intentionally, willful-
ly and negligently hired Deputy Ford without having proper
and adequate training as a police officer or, in the alter-
native, failed to provide proper and adequate training after
hiring him as a deputy sheriff of Weld County, Colorado.
Deputy Ford, in his position as a deputy sheriff of Weld
County, Colorado, and as a field officer, lacked the proper
training to operate as a field officer for the Weld County,
Colorado Sheriff's department, and has otherwise engaged in
a pattern of conduct as a deputy sheriff of the Weld County,
Colorado Sheriff's Department, which his lack of training
has created a danger to himself and to others. The result
of this lack of training, Ford's actions placed himself and
the Morris family in eminent danger, potentially fatal risk
to everyone involved in this incident.
3. Public employees involved:
The Claimant believes the following employees of the County
of Weld were present and/or involved in this matter:
a. Carl Ford, Deputy Sheriff, Weld County Sheriff's
Department.
The address of the Weld County Sheriff's Department is 910
10th Avenue, Greeley, Colorado 80631. The Claimant knows of
no other addresses for this employee except as stated.
4. Mr. and Mrs. Morris believe the Weld County, Colorado Sher-
iff's Department is also responsible for the consequences of
Deputy Ford's actions, insofar as he lacked proper and
adequate training to conduct himself as a field officer with

the Weld County, Colorado Sheriff's Department.
5. Nature and extent of injuries claimed by Claimant are as
follows:
a. As a result of the aforementioned actions by the County
and the Weld County Sheriff's Department, Scott and Janet
Morris suffered the loss of the family pet, "Max." Scott
Morris and Gene Morris suffered great emotional suffering,
anxiety and fear of physical injury when Deputy Ford dis-
charged his pistol in their direction. Janet Morris suf-
fered great emotional suffering and anxiety when she wit-
nessed her husband and father-in-law being fired upon by
Deputy Ford.
6. Claimant's amount of damages:
a. These losses are currently estimated to be $250,000.00.
This claim is submitted pursuant to the terms of 24-10-109,
C.R.S. as a claim against the Cou o' Weld .n. .e Weld
County Sheriff's Department.
