REQUEST: A Site Specific Development Plan and a Planned Unit Development (PUD) Final Plan for an
airpark with 39 hanger lots and one residential lot which includes the airstrips and control
tower.
LEGAL DESCRIPTION: A parcel located in Sections 30 and 31, T2N, R65W of the 6th P.M., Weld County,
Colorado.
LOCATION: 1/2 mile south of Weld County Road 18; west and adjacent to Weld County Road 39.
be recommended favorably to the Board of County Commissioners for the following reasons:
1. The submitted materials are in compliance with the application requirements of Section 28.9 of the
Weld County Zoning Ordinance, as amended.
2. The request is in conformance with Section 28.13 of the Weld County Zoning Ordinance, as amended
as follows:
a. Section 28.13.1 -- The proposed P.U.D. Final Plan is consistent with the Weld County
Comprehensive Plan and is compatible with the future development as permitted by the
existing P.U.D. District and plans of affected municipalities. The city of Ft. Lupton has
reviewed the request and found no conflicts.
b. Section 28.13.2 -- The P.U.D. Plan conforms to the approved P.U.D. District. The Utility
Coordinating Advisory Committee reviewed and conditionally approved the P.U.D. utility plan
at its November 14, 1996 meeting. The concerns of the Utility Coordinating Advisory
Committee are addressed in the conditions of approval.
c. Section 28.13.3 -- The uses, buildings, and structures shall be compatible with the existing
and future development of the surrounding area as permitted by the existing zoning, and with
the future development projected by the Comprehensive Plan or Master Plan of affected
municipalities.
d. Section 28.13.4 -- The proposed P.U.D. Final Plan conforms with the performance standards
in Section 35.3 of the Weld County Zoning Ordinance. The uses that require water and
sewage disposal are existing and are served by a well and individual septic systems.

e. Section 28.13.5 -- The proposed P.U.D. Final Plan will be in compliance with the Weld
County Zoning Ordinance, Section 50, Overlay Districts. The site is not located within any
Overlay Districts. The Army Corp of Engineers reviewed this proposal and indicated that a
Department of Army (DA) Permit will not be required.
This recommendation is based, in part, upon a review of the application materials submitted by the applicant,
other relevant information regarding this request, and responses from referral entities.
The Planning Commission's recommendation for approval is conditional upon the following:
1. Prior to recording the P.U.D. Final Plan plat:
a. The Board of County Commissioners shall review and approve the subdivision improvements
agreement for off -site and on -site improvements and the form of collateral. The security for
the agreement shall be tendered and accepted by the Board of County Commissioners for
the subdivision improvements agreement.
b. The applicant shall submit evidence to the Department of Planning Services that any
proposed fire protection system will meet the Standards of the Hudson Fire Protection
District.
c. The P.U.D. Final Plan shall be amended to comply with the conditions of approval by the
Weld County Utility Advisory Committee at the November 14, 1996 meeting.
d. The applicant shall submit the following items to the Weld County Public Works Department
for review and approval:
(1) A drainage study certification sheet that has been signed and stamped by the
Colorado registered professional engineer that created the drainage report for this
proposal.
(2) Documentation that addresses the plan for any repair for the existing runway.
e. Prior to recording the plat the application shall submit to the Department of Planning Services
written evidence that an agreement has been made with Patina Oil and Gas Company
concerning access and operations.
f. The applicant shall submit evidence to the Department of Planning Services that an
appropriate entity has been contracted with to manage the escrow account for the
planned improvements on -site.
2. The following notes shall be placed on the P.U.D. Final Plan plat prior to recording:
a. The uses permitted within the P.U.D. Final plan for the Platte Valley Airpark include 1 residential
lot which includes the airstrips and control tower and 39 hanger lots, all of which comply with
the P.U.D. zone district requirements and as described in the application materials.

b. Approval of this plan may create a vested property right pursuant to Section 90 of the Weld
County Zoning Ordinance.
c. An existing well shall provide water for the uses within the airpark.
d. Existing septic systems shall provide sewage disposal to the residential use within the PUD
Zone District.
e. Installation of all utilities shall comply with Section 10 (Design Standards) of the Weld County
Subdivision Ordinance, as amended.
f. All uses within the P.U.D. Final Plan shall comply with the requirements of the Hudson Fire
Protection District.
g. Access to the development shall be from one access from Weld County Road 39.
h. All uses within the P.U.D. Final Plan shall maintain compliance at all times with the Department
of Army, Corp of Engineers requirements/standards.
Lot identification shall be in place prior to release of building permits.
Exterior illumination of the homes, yards, garage and driveway shall be restricted as follows:
(1) Sources of light shall be shielded so that beams of light will not shine directly onto
adjacent properties.
(2) Neither the direct or reflected light from any light source may create a traffic hazard to
operators of motor vehicles on public or private streets.
k. All liquid and solid wastes shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
No permanent disposal of wastes shall be permitted at this site.
m. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
n. Fugitive dust shall be controlled on this site.
o. The site shall maintain compliance, at all times, with the Federal Aviation Administration
regulations/requirements.
P. Landscaping, including but not limited to: trees, shrubs, fencing, and entry signs or walls, will
not be allowed within the right-of-way of Weld County Road 39.
q. The uses within the P.U.D. Final Plan shall maintain compliance, at all times, With the Colorado
Division of Water Resources requirements/standards.

r. All construction on site shall meet the requirements of the Weld County Building Inspection,
Public Works Department, Weld County Zoning Ordinance, Weld County Subdivision Ordinance
and the approved covenants.
s. On -site improvements shall be required only after the required number of hanger lots
have been sold to obtain the funds to complete the improvements within Area "B".
3. The Final Planned Unit Development Plat shall meet all requirements of Section 28.11.5 of the Weld
County Zoning Ordinance and be submitted to the Weld County Department of Planning Services
within 30 days of approval by the Board of County Commissioners.

Sections 30 and 31, T2N, R65W of the 6th P.M., Weld County, Colorado
Dear Applicant:
Your application and related materials for the request described above are complete and in order at the
present time. I have scheduled a meeting with the Weld County Planning Commission for Tuesday,
December 3, 1996, at 1:30 p.m. This meeting will take place in the Weld County Centennial Center, 915
Tenth Street, Greeley, Colorado. In addition, I have scheduled a meeting with the Weld County Utilities
Advisory Committee for Thursday, November 14, 1996, at 10:00 a.m. This meeting will take place in the
Weld County Administrative Offices, 1400 N. 17th Avenue, Greeley, Colorado.
It is the policy of Weld County to refer an application of this nature to any town or municipality lying within
three miles of the property in question or if the property under consideration is located within the
comprehensive planning area of a town or municipality. Therefore, our office has forwarded a copy of the
submitted materials to the City of Fort Lupton and the Town of Hudson's Planning Commission for their
review and comments. Please call Susan Lira with the City of Fort Lupton, at (970) 346-0326 and Judy
Larson with the Town of Hudson, at (303) 536-9311 for information regarding the date, time and place of
the meeting and the review process.
It is recommended that you and/or a representative be in attendance at each of the meetings described
above in order to answer any questions that might arise with respect to your application.
Sometime on or prior to December 3, 1996, a representative from the Department of Planning Services
will be out to the property to post a sign adjacent to and visible from a publicly maintained road right-of-
way which identifies the hearing time, date, and location. In the event the property under consideration is
not adjacent to a publicly maintained road right-of-way, one sign will be posted in the most prominent
place on the property and post a second sign at the point at which the driveway (access drive) intersects a
publicly maintained road right-of-way.
