Dear Ms. Goettemoeller:
The Department of Planning Service's staff, Weld County Attorney's office, and Public Works Department
have reviewed the request to add a temporary asphalt plant and to operate at night to meet the needs of the
project along with the Case file for USR-536. Usually operation other than daylight hours would not be
allowed but due to the nature of the project the proposal will be allowed conditioned upon the following:
1. The portable asphalt plant and proposed operation hours shall be allowed until the completion of the
project at which time the hours of operation will resume to daylight hours only and the portable asphalt
plant shall be removed from the site.
2. The hauling of materials for the project shall maintain compliance, at all times; with the approved haul
route and weight requirements.
3. Western Mobile shall be responsible for mitigating any potential noise complaints due to the night
operation of the portable asphalt plant and the night hauling of materials to the project sight.

Verifying the Existing Haul Route (Western Mobile)
for Additional Night Hauling
At the request of the Planning Department, I visited the Stromquist Farm Property. Weld County
has Road Maintenance and Improvements Agreements in place with Western Mobile on designated
haul routes for the Rinn Area.
I visited with Julie Geottemueller, the. Western Mobile Representative (303)657-4331, to verify the
designated haul route that is currently in place. I emphasized that all trucks leaving the facility must
utilize the existing haul route and weigh no more than legal weight. The Town of Frederick has
annexed a portion of the haul route. It is WCR 5 north of WCR 18 for a distance of 1,619 feet, and
2,553 feet south of WCR 18. Weld County has the remaining portions of the designated haul routes.
Attached are the copies of the existing Road Maintenance and Improvements Agreements with
Western Mobile.
The applicant has requested an amendment to their permit to allow night hauling for a special state
project to overlay I-25. The Weld County Public Works Department has received complaints about
the noise from early morning hauling in this area. We recommend night hauling be allowed only
if required by the Colorado Department of Transportation for special projects such as the overlay of
I-25.
The Engineering Department has no objection to additional hauling from the facility if the vehicles
are kept on the designated haul routes. Road repairs will be handled through the existing
agreements.

RE: Special Project for USR-536:82:51, Stromquist Pit and Asphalt Plant
Dear Mr. Hodges:
As we had discussed on the telephone last Friday, Western Mobile needs to move a portable
asphalt plant into the above mentioned site as part of a highway paving contract The specifics of
the project follow:

In order to complete this project as CDOT has requested, we will need to operate the plants at
night. Sty issues, traffic, lane closures, and plant production capacities are always magp
concerns. In evaluating the project, it will be inefficient to limit production to the daylight hours.
