Answers to Use By Special Review Questionnaire
1. The subject piopcn ty,2725 Appaloosa Avenue,will primarily be used as the home and principle
residence of Patricia Healy,a Quality Assurance Manager for a large software development company
in Lakewood,and spouse,Howard Engel,househusband The USR permit we are applying for is to
allow us to keep more dogs than the current zoning ordinance allows. Our avocation is the raising
and showing of AKC purebred dogs,specifically Boxers and Doberman Pinschers. We aspire to
someday become AKC Licensed Judges able to adjudicate AKC events. We have perused this interest
for over Twenty years,producing over 30 animals that have attained AKC CI ipionship status. We
don't raise dogs as a commercial enterprise nor do we board dogs. We do not advertise puppies we
have available,though most go very quickly due to the quality of animals we produce and our
national and international reputation throughout the dog fancy. Through out the fancy we are known
as Ryzingstar,the prefix we attach to the registration of our show stock We selectively breed our
stock on a limited basis,usually only when we require new young stock to show. In the past we've
`averaged two litters per year,and we don't intend to increase this. Normally litters have 6 to 8

dogs. They are outdoors bet or They are never out unless we are
at home. Besides being very dear to us,these are very e animals. This is why pens are set up
within the perimeter fence for the dogs to exercise and play in. They are predominately confined to
the northwest quarter of the property. The south half of the property is divided into two pasture areas
suitable for livestock We currently have nothing using these pastures. The northeast quarter is
home,garage(soon under construction),yard and parking area. It is our intent to preserve and
upgrade this property as it was purchased primarily as a home and residence. We ask for a USR
permit to keep 12 or fewer adult canines. Puppies whelped on the premises will be placed as quickly
as possible in suitable homes,and any puppies remaining on the premises after 18 months of age will
be counted as permanent residents in the adult population.
2. Weld County is primarily agricultural. It is our understanding Weld County Comprehensive Plan
places prime importance on food production land. The subject property,although zoned agricultural,
is located in a long established subdivision of mostly small(1-3 acre)parcels and any food production
would be for personal use. Canines have traditionally fallen under the jurisdiction of the USDA and
been classified as livestock Raising livestock on non-food producing agricultural zoned property
would be very consistent with the Weld County Comprehensive Plan.
3. The Zone District in which the subject property lies is agricultural. Since our purchase,it has been
and will remain consistent with Weld County Zoning Ordinances except for Ordinance 3I.4.8. This
oidinaae limits dogs to four or fewer on agricultural zoned property within an established
subdivision. The USR permit we are applying for would establish a variance on this ordinance and
allow us to keep 12 or fewer dogs on said premises.
4. 2725 Appaloosa Ave.,the subject property,is located in a subdivision known as Green Acres,
consisting of small residential acreage. The zoning is agricultural,so most residents have some type
of animal. The Crumbly property,directly adjacent to the north,currently has 25+animals of a
variety of species. The Kreutzer property,directly adjacent to the south,has 15+animals of a variety
of species. The Hale property,directly southeast of subject property,breeds horses as a hobby and has
10+animals. The Rigg property,directly adjacent to the west collects vintage automobiles and has
numerous vehicles through out the property. One block south and one block east of the subject
property is a goat farm,maintaining 50+goats at all times. Two blocks south of subject property is a
Miniature Horse farm. These properties are all mainly the home and principle residence of the
owners. We feel raising show dogs is consistent with the types of hobbies pursued by owners of other
property with in the subdivision.
5. Being primarily a home and residence,not a commercial enterprise,the only people using the site are
the owner and spouse and whomever they invite to their home. There will be no employees and no
specific hours are kept. Plans are underway to construct a 2 car garage to the south of the house.
Three 6 ft.by 8 ft.by 5 ft. tall building with 8 ft. by 8 ft. patios are planned for the three 20 ft.by 75
ft. dog exercise pens. Portable 4 ft.by 6 ft. dog houses will be used in the 8 ft.by 18 ft. puppy pens.
All other buildings are existing. Twelve or fewer adult canines are anticipated with the USR permit.
Some puppies will be present occasionally. Usually only passenger vehicles will be at the property.
Fire protection is provided by the Hudson Fire District station located in Lochbuie. Water is provided
from a welt(see attached registration document). Home is on a septic system. Solid waste goes to a
dumpster that is emptied routinely. No storage is being considered.
6. The proposed landscaping for the pi operty is consistent with any homeowner striving for an attractive
residential property. Lots of mature vegetation currently exists,as you would expect with most 25
year old residences. Large shade trees surround the home and dot the property. Many mature bushes,
mostly lilacs and wild roses,provide beauty and double as effective wind,sight,and sound bathers.
New Flower beds are in and large grass areas are planned Side walks and some terrace areas are
planned New gravel for the driveway and parking area is expected soon. Hundreds of feet of new
chaintvrk fence is already installed with more replacing old field fence on a regular basis. 6 ft
privacy fence has been constructed to provide shielding from public view of certain areas of the
property. Many new trees are scheduled for planting in the future.
7. We anticipate no reclamation procedures and no termination of the USR permit as long as we reside
at the subjwt property. Any changes would probably be done by subsequent owners.
8. Due to the topography of the property,storm water collects in large open grass areas in the Northeast
and Southeast corners,
9. This site is already constructed and in use. When we purchased the property in April, 1998,we put
together a five year plan to complete it as shown on the plan(we also plan on some remodeling in the
interior of the home).
10. There will be no storage of waste.
