Dear Mr. Hall:
The purpose of this letter is to briefly tell you about Goodwill
Industries and how we could be a solution to a problem facing Weld
County.
Goodwill Industries is an organization that provides vocational
services to people who are vocationally disadvantaged. Our experience in
this regard includes people who are in public assistance programs. It is my
understanding that Weld County has elected not to contract with the State
of Colorado for providing social services and that this program is being
operated directly by the State.
It is also my understanding that the Colorado Supreme Court has
ruled that SB 205, which was recently signed into law, has been ruled
unconstitutional, making it mandatory for counties to contract with the
state for providing social services.
Based on this information, I would like to submit that Goodwill
Industries could become a viable service provider in Weld County and
perhaps take some of the burden off the County. In particular, I would
like to suggest that the vocational components of the Welfare Program be
something that is contracted out to Goodwill Industries. This is already
occurring in El Paso County with outstanding success.
I will look forward to your response and to the posibility of
discussing this with County leaders. Please indicate if there is someone
else in the County I should contact.
