RESOLUTION
RE: APPROVE TWO CHILD CARE CAPACITY BUILDING GRANT CONTRACTS AND
AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with two Child Care Capacity Building Grant
Contracts between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Social Services, and Amy
Winkelman and Troy and Margaret Mellon, commencing March 15 1998, and ending March 15,
2001, with further terms and conditions being as stated in said contracts, and
WHEREAS, after review, the Board deems it advisable to approve said contracts,
copies of which are attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the two Child Care Capacity
Building Grant Contracts between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Social
Services, and Amy Winkelman, and Troy and Margaret Mellon, be, and hereby are, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said contracts.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 29th day of April, A.D., 1998, nunc pro tunc March 15, 1998.

RE: Child Care Capacity Building Contracts between the Weld
County Department of Social Services and Two Recipients
Enclosed for Board approval are two contracts with Ms. Amy Winkelman of Tender Care
Nursery and Mr. and Mrs.Troy Mellon, licensed child care providers. These contracts of
$8,727.37 are under the Department's Child Care Capacity Building Grant of$60,000.
Previously, we encumbered $33,273.08 under this grant. With these two contracts, we will
encumber a total of$42,000.45.
1. Ms. Amy Winkelman (child care center): The contract provides for outdoor equipment,
education materials, furniture and sod for the outdoor grounds of the Child Care Center.
The total grant award would be $4044.37.
2. Mr. and Mrs. Troy Mellon (licensed child care provider): A total of$4683.00 would
be used to build a basement bathroom through Waggoner Construction.

WELD COUNTY CHILD-CARE CAPACITY BUILDING GRANT CONTRACT
This agreement is entered into and between the WELD COUNTY DEPARTMENT OF SOCIAL SERVICES; herein
referred to as"Department"and AMY WINKELMAN — Tender Care Nursery
grant monies recipient,herein referred to as"Recipient",who will use the awarded grant monies for:
Outdoor equipment, educational materials, furniture, and sod for nursery.

OK Doke Turf $ 895.59 B.O.S.S. Compost - $ 262.50 Total:$4044.37
This Agreement is effective April 15, 1998 and shall terminate April 15, 2001 .

invoices/receipts are due May 29, 1998
2. Offer child care services to low income families for the duration of the agreement.
3. Give priority to low income families when filling slots in the child care facility.
4. Reserve at least 50%of newly created slots for low income families for the duration of this agreement.
5. Provide a report to the grant committee within 60 working days of receipt of grant monies updating the
committee on how many slots have been filled,how many are filled with low income children,and how many
slots remain open within the facility.
6. Provide a report to the grant committee every six months for the duration of this agreement updating how many
low income children are currently being cared for and how many slots are open.
7.Register and maintain current openings and information with Weld Information and Referral Service for duration
of contract.
COUNTY DEPARTMENT AGREES TO:
I. Monitor fund distribution to facility.
2. Monitor facility to ensure proper usage of grant funds and monitor number of newly created slots for the
