HomeMy WebLinkAbout961894.tiff RECORD OF PROCEEDINGS MINUTES HOUSING AUTHORITY WELD COUNTY, COLORADO OCTOBER 28, 1996 TAPE #96-30 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, October 28, 1996, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara J. Kirkmeyer, Chair Commissioner George E. Baxter, Pro-Tern Commissioner Dale K. Hall Commissioner Constance L. Harbert Commissioner W. H. Webster Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Shelly Miller Finance and Administration Director, Don Warden MINUTES: Commissioner Webster moved to approve the minutes of the Housing Authority Board meeting of September 23, 1996, as printed. Commissioner Baxter seconded the motion, and it carried unanimously. NEW BUSINESS: CONSIDER TWO ESTIMATES OF TOTAL REQUIRED ANNUAL CONTRIBUTIONS FOR SECTION 8 HOUSING ASSISTANCE PAYMENTS PROGRAM WITH HUD AND AUTHORIZE CHAIR TO SIGN: Jim Sheehan, Housing Authority Director, explained HUD requires submittal of said estimates, which have been prepared for Fiscal Year 1997. He stated the total contributions required for the Voucher Program is $1,127,259.00, and the total for the Certificate Program is $782,329.00. Mr. Sheehan noted the number of units must drop from 242 to 225 and responded to questions from the Board, clarifying the decrease is strictly a budgetary issue. Commissioner Hall moved to approve said estimates and authorize the Chair to sign. The motion was seconded by Commissioner Harbert, and it carried unanimously. 894 961 BC0016 S5; Nf 16 CONSIDER FINANCIAL STATUS REPORT FOR FARMERS HOME HOUSING PRESERVATION GRANT PROGRAM AND AUTHORIZE CHAIR TO SIGN: Mr. Sheehan stated reports are required quarterly, and this final report totals $90,000.00 of which $15,000.00 was for administration costs and $75,000.00 was for housing preservation contract costs. He noted 12 units were rehabilitated, which exceeded the goal of 8 units. Commissioner Webster moved to approve said report and authorize the Chair to sign. Commissioner Baxter seconded the motion, which carried unanimously. CONSIDER 1997 HOUSING AUTHORITY BUDGET: Mr. Sheehan requested the Board postpone formal approval of the budget until next month. Commissioner Hall moved to continue said matter to the next meeting, and Commissioner Webster seconded the motion, which carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
