The Board of County Commissioners of Weld County, Colorado, met in regular
session in full conformity with the laws of the State of Colorado at the regular
place of meeting in the Weld County Centennial Center, Greeley, Colorado,
January 14, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:

MINUTES: Commissioner Webster moved to approve the minutes of the Board of County
Commissioners meeting of January 12, 1998, as printed. Commissioner Hall
seconded the motion, and it carried unanimously.
CERTIFICATION
OF HEARINGS: Commissioner Hall moved to approve the Certification of Hearing conducted on
January 12, 1998, as follows: 1) Show Cause Hearing for revocation of
Special Review Permit#961 for an Open-Pit Gravel Mining Operation - Kobobel.
Commissioner Baxter seconded the motion, which carried unanimously.
ADDITIONS TO
AGENDA: There were no additions to the agenda.
CONSENT AGENDA: Commissioner Baxter moved to approve the consent agenda as printed.
Commissioner Webster seconded the motion, and it carried unanimously.

REPORTS: There were no Commissioner Coordinator reports.

PUBLIC INPUT: Bill Bradsley, Attorney, introduced his clients, Jack and Shelly Langley, to
explain their request for assistance. Ms. Langley explained after entering an
agreement with one of their relatives to take over half of the property, the
relative did not pay his half of the taxes; therefore, they purchased back the
other half. After some time the relative returned to claim his half of the property
and the Court decided the Langleys were to return their deeded portion back to
their relative. Responding to Commissioners Webster and Hall, Ms. Langley
stated the property auction was published and she did speak with the
Treasurer's Office; however, not to Art Willis, Treasurer, directly. Bruce Barker,
County Attorney, advised the Board to direct Mr. Bradsley and his clients to
meet with Mr. Willis and the County Attorney's Office to resolve the situation.
WARRANTS: Donald Warden, Director of Finance and Administration, presented the following
warrants for approval by the Board:
All Funds $338,817.64
Commissioner Webster moved to approve the warrants as presented by Mr.
Warden. Commissioner Baxter seconded the motion, which carried
unanimously.
BIDS: PRESENT 1998 MILK BID - SHERIFF'S DEPARTMENT: Mr. Persichino
presented the sole bid received. Said bid will be considered for approval on
January 28, 1998.
PRESENT WALK-BEHIND COMPACTOR VIBRATORY TRENCH ROLLER
BID - PUBLIC WORKS DEPARTMENT: Mr. Persichino presented the bids
received from four vendors. Said bid will be considered for approval on
January 28, 1998.
PRESENT PULL-BEHIND STEEL WHEEL ROLLER BID - PUBLIC WORKS
DEPARTMENT: Mr. Persichino presented the bids received from three vendors.
Said bid will be considered for approval on January 28, 1998.
PRESENT SLIP-IN SPREADER FOR SINGLE AXLE TRUCK BID - PUBLIC
WORKS DEPARTMENT: Mr. Persichino presented the bids received from
seven vendors. Said bid will be considered for approval on January 28, 1998.
PRESENT TANDEM DUMP TRUCKS WITH SNOW PLOWS BID - PUBLIC
WORKS DEPARTMENT: Mr. Persichino presented the bids received from three
vendors. Said bid will be considered for approval on January 28, 1998.
PRESENT SLIP-IN SPREADER FOR THE TANDEM TRUCK BID - PUBLIC
WORKS DEPARTMENT: Mr. Persichino presented the bids received from six
vendors. Said bid will be considered for approval on January 28, 1998.

DEPARTMENT: Mr. Persichino presented the bids received from two vendors.

DEPARTMENT: Mr. Persichino presented the bids received from three vendors.

PUBLIC WORKS DEPARTMENT: Mr. Persichino presented the bids received

DEPARTMENT: Mr. Persichino presented the bids received from three vendors.

PTO BID-PUBLIC WORKS DEPARTMENT: Mr. Persichino presented the sole

PRESENT 3/4 TON PICKUP WITH TOMMY LIFT BID - PUBLIC WORKS
DEPARTMENT: Mr. Persichino presented the bids received from two vendors.

PRESENT CIVILIAN VEHICLES BID - SHERIFF'S DEPARTMENT: Mr.
Persichino presented the bids received from three vendors. Said bid will be
considered for approval on January 28, 1998.
PRESENT MID-SIZED 4-WHEEL DRIVE PICKUPS BID - BUILDINGS AND
GROUNDS AND PLANNING DEPARTMENT: Mr. Persichino presented the
bids received from four vendors. Said bid will be considered for approval on
January 28, 1998.
PRESENT HEAVY-DUTY SERVICE TRUCK BID -WELD COUNTY SHOPS:
Mr. Persichino presented the bids received from two vendors. Said bid will be
considered for approval on January 28, 1998.
PRESENT TRANSPORT MINI VANS BID - SHERIFF'S DEPARTMENT: Mr.
Persichino presented the sole bid received. Said bid will be considered for
approval on January 28, 1998.
PRESENT MAXI VANS BID - DEPARTMENT OF HUMAN SERVICES: Mr.
Persichino presented the bids received from four vendors. Said bid will be

HUMAN SERVICES: Mr. Persichino presented the bids received from three
vendors. Said bid will be considered for approval on January 28, 1998.
PRESENT VAN (PARENT INVOLVEMENT VAN) BID - DEPARTMENT OF
HUMAN SERVICES: Mr. Persichino presented the bids received from three
vendors. Said bid will be considered for approval on January 28, 1998.
PRESENT VAN (CONVERSION/CUSTOM DESIGN) BID - DEPARTMENT OF
HUMAN SERVICES: Mr. Persichino presented the bids received from two
vendors. Said bid will be considered for approval on January 28, 1998.
PRESENT PAVEMENT MASTER ERASER/TRAFFIC STRIP REMOVAL BID -
PUBLIC WORKS DEPARTMENT: Mr. Persichino presented the bids received
from two vendors. Said bid will be considered for approval on January 28,
1998.
PRESENT MOWERS BID - PUBLIC WORKS DEPARTMENT: Mr. Persichino
presented the bids received from three vendors. Said bid will be considered for
approval on January 28, 1998.
BUSINESS:
NEW: CONSIDER AGREEMENT FOR MUNICIPAL JAIL SERVICES WITH TOWN
OF LOCHBUIE AND AUTHORIZE CHAIR TO SIGN: Mr. Barker stated this is
the standard agreement used by the Sheriffs Department for municipalities
using the jail. Commissioner Baxter moved to approve said agreement and
authorize the Chair to sign. Seconded by Commissioner Hall, the motion carried
unanimously.
CONSIDER AMENDMENT TO LAW ENFORCEMENT SPECIAL DUTY
AGREEMENT WITH RITCHIE BROTHERS AND AUTHORIZE CHAIR TO
SIGN: Mr. Barker explained the amendment changes the hourly rate to $33.00
per hour per deputy assigned to an event. Commissioner Hall moved to
approve said amendment and authorize the Chair to sign. Seconded by
Commissioner Webster, the motion carried unanimously.
RESOLUTIONS AND
ORDINANCES: The resolutions were presented and signed as listed on the consent agenda.
No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
