The Weld County Board of Health met September 24, 1996, at 9:00 a.m. in the First
Floor Assembly Room of the Weld County Centennial Center. Those present
included:
Board Members: Ben Slater, Chair; Constantin Skoumbourdis, Melvin
Brown, Mary Ellen Stoll, and Lanny Clary.
Others: John S. Pickle, Director of Weld County Health Department;
Jeffery L. Stoll, Director, Environmental Protection Services, Weld
County Health Department; and Pam Smith, Environmental Protection
Specialist, Weld County Health Department.
APPROVAL OF AGENDA
A motion was made by Melvin Brown to approve the agenda as presented. Mary Ellen
Stoll seconded the motion; and the motion was carried unanimously.
APPROVAL OF MINUTES
Constantin Skoumbourdis approved the August 27, 1996, meeting as submitted.
Lanny Clary seconded the motion; and the motion was carried unanimously.
ADMINISTRATIVE REPORT
John Pickle, Director of Weld County Health Department, gave an update regarding
the HIV and Immunization Program.
Jeff Stoll gave a brief report regarding the CERA Conference in Colorado Springs.
He also informed board members of our new intern (Pete Keller) .
NEW BUSINESS
SLUDGE APPLICATIONS
Liquid Waste Management (DS940016 and DS950030 renewal) were presented by Pam
Smith, Environmental Protection Specialist. The applicant representative for
Liquid Waste Management was Allen Storie. There was no public opposition.
Constantin Skoumbourdis made a motion to approve the application. Lanny Clary
seconded the motion, and the motion was carried unanimously. Staffs
recommendations are as follows:
1. If Weld County roads are damaged beyond normal wear and tear by the sludge
hauling equipment of the applicant or the applicants contractor, the
applicant will repair the road damage to the satisfaction of the
Department of Public Works. The Department of Public Works will be the
one to determine when this is warranted.
2. Upon notification by Weld County, the applicant will cease hauling
operations, or direct his contractor to cease hauling operations, until

the roads are repaired to the satisfaction of the Department of Public
Works. Hauling operations will not be allowed to resume until the
condition of the road allows heavy hauling without damage being done to
the roads.
3. DS-940016 - Application will be allowed to continue to apply on frozen or
snow covered ground as long as the sludge is applied in a responsible
manner and no run-off or other nuisance conditions arise as a result of
the practice.

City of Westminster (D5950006 renewal) was presented by Pam Smith, Environmental
Protection Specialist. The applicant representative for City of Westminster was
Carl Hill. There was no public opposition. Melvin Brown made a motion to approve
the application. Lanny Clary seconded the motion, and the motion was carried
unanimously. Staffs recommendations are as follows:

Rick Construction LTD (SP-9600456) 8016 Sunrise Place, Colorado -- A motion was
made by Constantin Skoumbourdis to approve the Engineer Design as presented.
Lanny Clary seconded the motion, and the motion was carried unanimously.
Cullen, Dan (SP-9600366) 2385 Cessna Drive, Erie, Colorado -- A motion was made
by Constantin Skoumbourdis to approve the Engineer Design as presented. Lanny
Clary seconded the motion, and the motion was carried unanimously.
Town of New Raymer (SP-9600410) Southwest of Shirley Avenue and WCR 86, New
Raymer, Colorado -- A motion was made by Constantin Skoumbourdis to approve the
Engineer Design as presented. Lanny Clary seconded the motion, and the motion
was carried unanimously.

was made by Constantin Skoumbourdis to approve the Engineer Design as presented.
Lanny Clary seconded the motion, and the motion was carried unanimously.
Ochs, Brian & Karlene (SP-9600443) 3496 WCR 61, Keenesburg, Colorado -- A
motion was made by Constantin Skoumbourdis to approve the Engineer Design as
presented. Lanny Clary seconded the motion, and the motion was carried
unanimously.
Holmes, Tamara (SP-9600442) 3490 WCR 61, Keenesburg, Colorado -- A motion was
made by Constantin Skoumbourdis to approve the Engineer Design as presented.
Lanny Clary seconded the motion, and the motion was carried unanimously.
Rowe Place LLC (SP-9600462) 8413 Rowe Place, Frederick, Colorado -- A motion
was made by Constantin Skoumbourdis to approve the Engineer Design as presented.
Lanny Clary seconded the motion, and the motion was carried unanimously.
Unified Pentecostal Local Church (SP-9600047) 3313 Highway 52, Erie, Colorado
-- A motion was made by Constantin Skoumbourdis to approve the Engineer Design
as presented. Lanny Clary seconded the motion, and the motion was carried
unanimously.
Gorman, Christine (SP-9600295) Pending Highway 392 and WCR 80, Galeton,
Colorado -- A motion was made by Constantin Skoumbourdis to approve the Engineer
Design as presented. Lanny Clary seconded the motion, and the motion was carried
unanimously.
Thomas Construction, Inc. (SP-9600481) 8023 Morningside Drive, Frederick,
Colorado -- A motion was made by Constantin Skoumbourdis to approve the Engineer
Design as presented. Lanny Clary seconded the motion, and the motion was carried
unanimously.
Grant, Raymond and Deborah (SP-9600496) 1937 Mountain View Drive, Erie,
Colorado -- A motion was made by Constantin Skoumbourdis to approve the Engineer
Design as presented. Lanny Clary seconded the motion, and the motion was carried
unanimously.
Monfort of Colorado, Inc. (SP-9600491 - SP-9600494) 28625 US HWY 34, Kersey,
Colorado -- Board members agreed to table the Engineer Designs due to no quorum.
Mary Ellen Stoll made a motion to adjourn, Constantin Skoumbourdis seconded the
motion, and the motion was carried unanimously.
