X Stage rehabilitation of assisted housing to allow tenants to remain during and after rehabilitation, working with empty buildings or groups of empty units first so they can be rehabilitated first and tenants moved in before rehab on occupied units or buildings is begun. Establish temporary relocation facilities in order to house families whose displacement will be of short duration, so they can move back to their neighborhoods after rehabilitation or new construction. Evaluate housing codes and rehabilitation standards in reinvestment areas to prevent their placing undue financial burden on long-established owners or on tenants of multi -family buildings. Rehabilitation activities will address code violations and health and safety hazards prevalent in targeted units. All units rehabbed will meet the Minimum Property Standards of the Weld County Housing Authority. Through the single family owner ocuupied program, variable low interest loans will be provided to eligible homeowners. The amount of the loan will be base on the total cost of the completed project. Weld County is requesting $320,551 for the single family owner occupied housing rehabilitation program. This figure is based on a total project cost average of approximately $17,500 per unit. In addition to the funds requested from the Colorado Division of Housing , funding has previously been approved through the Farmers Home Administration Housing Preservation Grant program and will be used to match DOH funds for approximately eight units. The Weld County Housing Authority is also committing $10,000 in revolving loan funds as a match. Based on 1990 census information, over 420 units in Weld County were identified as substandard units. We currently have nine applications for next year's housing rehabilitation which are ready for approval. Although the conversion of our housing rehabilitation program, from a loan program with a provision for foregiveness for very low income applicants to a non -forgivable loan program, has contributed to fewer very low income applicants, the overall interest in the program during recent months has increased. We have continued to maintain a provision in our program for the deferral of loans for the elderly disabled and the handicapped under certain circumstances. Weld County will continue to market the single family owner occupied housing rehabilitation program and the rental rehabilitions programs through the local media and through local outreach efforts including: 1. door to door outreach; 2. public presentations to local organizations; and 3. referrals from the target communitites, the Weld County Health Department and Weld County Building Inspections Department Weld County has continued to accept applications and build upon our waiting list in order to meet the housing needs of it's citizens, as well as to develop a planning strategy for the program. 950275 U.S. DEPARTMENT OF AGRICULTURE NOTICE OF PREAPPLICATION REVIEW ACTION Farmers Home Administration, USDA From: (Department, bureau, or establishment) Agency Number To: Mr. James Sheehan Weld County Housing Authority P 0 Box A Greeley, CO 80631 1.
