RE: EFFICIENCY STUDY AGREEMENT BETWEEN WELD
COUNTY AND THE CARL S. BECKER. COMPANY.
WHEREAS, it is apparent to the Board of County Commissioners,
Weld County, Colorado, that there is an urgent need for a comprehensive
efficiency study of the Weld County Department of Public Welfare, and
WHEREAS, the Carl S. Becker Company, after a thorough investi-
gation as to the needs of the Welfare Department, has agreed to provide
a detailed efficiency study of said Welfare Department, and
WHEREAS, the Carl S. Becker Company has submitted a proposed
agreement to make such detailed study of the Welfare Department, and
WHEREAS, the Board believes it to be in the best interest of the
County to enter into such an agreement on the basis recited therein.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that said agreement with the
Carl S. Becker Company providing for a comprehensive efficiency
study of the Weld County Welfare Department, copy of which is attached
hereto and made a part hereof by reference, be, and it hereby is approved.
BE IT FURTHER RESOLVED, that the Board be, and it hereby is
authorized to execute the agreement as submitted and to make the same
effective forthwith.
The above and foregoing Resolution was, on motion duly made and
seconded, adapted by the following vote on the 5th day of

explained herein.

Part I
Management Audit
Our study procedure for the management audit of each department
will be as follows:
1. We will determine the mission of each department as
prescribed by State, Constitution, and statute law,
City Charter and ordinances, and/or applicable
resolutions.
2. In the light of this mission, we will examine the program
of the department.
3. Our examination will include a discussion with each
officer and with a number of employes of each department
as to his work, his objectives, the policies which
guide that work, the procedures and practices used in
completing that work, problems which he faces, and
his ideas for changing his work to make it more
effective.
4. We will review the assignment of functions and duties
to each organizational division within each department
and recommend reassignment as appropriate.
5. We will review the present organizational structure of
the divisions of the department and recommend changes
in that organizational structure as appropriate to
carryout the recommended changes in functions and
duties.
6. We will review the staffing patterns for each department
of the organization and make recommendations as
appropriate.
7. We will examine the flow of communications from
management to the employes and back to management and
recommend changes in techniques as appropriate.
8. We will evaluate work planning and scheduling practices
and make recommendations for change as appropriate.
9. We will examine the systems and procedures used by the
divisions and make recommendations for change as
appropriate.
10. We will examine the present approach to production
reporting and will make recommendations as appropriate.
11. We will examine accounting practices and data processing
practices and make recommendations as appropriate.
The goals of our study are:
1. To make the departmental programs as effective as
possible.
2. To eliminate duplication of work within the department.
3. To eliminate unnecessary work and to add work as
necessary to accomplish the department's program.
4. To achieve fully effective use of all employes.
5. To develop adequate training programs.
6. To develop organizational planning programs to insure
continuity of supervision and administration.
Part II
RECORDS AND REPORTS
The goal of a record and reporting system is to provide only
necessary information in as simple a manner as possible. Our
approach is as follows:
1. A review of each record presently maintained, the need
for this record, and its adequacy will be completed;
and deletions, combinations, and changes as appropri-
ate will be recommended.
2. A review of each report now prepared and submitted to
a supervisor will be completed. The need for the
report and its adequacy will be determined; and dele-
tions, combinations, and changes as appropriate will
be recommended.
Our report will provide those records and reports needed, the
proper form for each, and simple instructions for use.
Part III
Space Planning Program
The space planning program is actually created to enable local
government to plan and guide its growth. The goals of the study
are the determination of need, the projection of growth over a
period of five, ten and twenty years; the transmission of this
projected growth into future actual needs to provide service,
equipment, and people, and the facilities which will be necessary
to enable government to provide these services.
The space plan, which is actually a management survey of need,
will include projections into the future, determination of levels
of service which must be performed, and projections of square
feet of office space which will be necessary as each period
arrives.
The actual steps in our study will be as follows:
1. We will develop necessary background information and will
outline the scope of the work and the method used.
2. We will develop population and economic projections in order
to project future overall growth.
3. We will conduct a preliminary review of the present programs,
effectiveness and efficiency of each operating and staff
department, division, section and unit, and will adapt the
findings from this review to the projected activities, service
levels, organizations and staffing.
4. We will develop basic assumptions which will be used as a
foundation for all service level projections.
5. We will project the activities which must be provided and the
levels at which they will be established in the light of the
findings as outlined above.
6. We will establish organization and functional grouping for
the activities and develop a staffing pattern for each
organizational unit.
7. We will establish space standards for personnel and for
equipment.
8. We will project actual space needs for the years 1975, 1980 and
1990 based on the findings.

For said services the party of the First Part agrees to pay
