Box 758 Greeley CO 80503 I received your letter of July 30, 1996 and am happy that you have accepted the property for open space. Rather than waiting for staff to proceed too far, I want to express some concerns of adjacent neighbors about the public use of this land. I agree with their concerns and think that they should be addressed in the plan. Dogs brought on the property would chase and harass livestock and pets. At some point on the property a dog proof fence should separate public access from the neighbors. Unmowed grass in the late Summer and Fall becomes a fire hazard. Boundaries near the neighbors should be mowed for fire lanes. Public paths should be near the middle of the property so that neighbors can maintain some privacy. Trees should be planted between the public areas and the neighbors for screening as well as wildlife habitat. Perhaps the biggest concern is the availability of a police response to the property in case of problems. Past experience has indicated that the distance from Greeley results in a slow response. A suggestion for solution to some of these concerns would be the inclusion of Berthoud as a joint owner of the property, or perhaps a contractual agreement with Berthoud for police protection and maintenance. Berthoud has equipment for property maintenance. They do a good job in caring for their cemetery which is only one half mile away. The inclusion ofBerthoud in the care and feeding of this property may spawn greater feeling of public ownership and pride. Much of the tree planting and improvements could be done by volunteers. Enclosed is a map that I feel would address many of these concerns. Talking to the neighbors has made me think further about the impact of the property being transferred to open space. It was my impression that they like the idea, but as in any change, they are concerned.
