Vantage Acres was a very nice neighborhood when we moved in because we had strong covenants. In 1995, our covenants expired. Since then , slowly the neighborhood has deteriorated. The county has recently approved a 61;'x10 ' mobile home with boarded--up windows for storage in the neighborhood. This is very concerning to us. We would like to remain here, but feel that Weld County s low standards are going to cause more slovenly living conditions. I called Adams County this morning to explain our situation and to inquire of their ordinances. A mobile home for storage is out of the question in that county. I have not called surrounding counties, but I can imagine that something like that would not be allowed. Please consider stronger zoning codes for mobiles, railroad cars, and semi-truck boxes. Notification of neighbors within 500 feet would probably help tremendously from keeping Weld County from turning into Colorado 's dumping grounds. Good examples of wnat I am referring to are Aristocrat Acres and Lochwood Farms. Let ' not have any more of those. Welds acreages are not being used for agriculture. They are being used for collecting junk ! The logical solution in our neighborhood would be to form more covenants. However , it is difficult to get all the people to unanimously agree on anything and a great majority will not even talk to their nearest neighbors. So, we ask the county to tighten up the zoning codes. Dear Mr. and Mrs. Wilch; Your neighbor, Mr. Richard Hilfiker, was granted a Certificate Of Compliance for a mobile home as a Temporary Accessory Structure. The Weld County Zoning Ordinance Reads: 43.2.7 TEMPORARY Accessory STRUCTURE. One MOBILE HOME used as an accessory STRUCTURE in the A District, for the purpose of storing goods inside the unit, may be permitted upon a determination by the Department of Planning Services that: 43.2.7.1 Electricity is the only utility which will be connected to the MOBILE HOME. 43.2.7.2 The MOBILE HOME will not be used on any basis as a DWELLING or as overnight or TEMPORARY housing for any person. 43.2.7.3 The applicant has demonstrated that no reasonable alternative exists to using the MOBILE HOME as an accessory STRUCTURE. 43.2.7.4 Only one MOBILE HOME used as an accessory STRUCTURE may be on a LEGAL LOT at any one time. 43.2.7.5 The applicant must obtain a BUILDING permit for the MOBILE HOME and comply with the installation standards of the Weld County Building Code Ordinance. 43.2.7.6 The Department of Planning Services shall make its determination in the issuance of a BUILDING permit for a MOBILE HOME used as an accessory STRUCTURE on the basis of a signed statement by the applicant that the conditions of Sections 43.2.7.1 through 43.2.7.5 are met, upon information contained in the application, and upon independent evidence as may be available or which the staff may reasonably require. 43.2.7.7 All MOBILE HOMES used as accessory STRUCTURES are TEMPORARY. The MOBILE HOME shall be removed from the property upon cessation of the USE of the MOBILE HOME as an accessory STRUCTURE. 43.2.7.8 At such time that a mobile home permitted for accessory structure use is 990u3 9 determined to be in a state of deterioration or disrepair by the Department of Planning Services, the property owner will be required to either repair the mobile home or remove the mobile home from the property. Mr. Hilfiker has applied for and received all the necessary zoning and building permits. A field check was done of the premises on October 9, 1998 and the mobile home was determined not to be in a state of deterioration or disrepair. The boarding up of windows is allowed to replace broken windows and secure the mobile home. Although Planning Staff can appreciate your concerns, the mobile home has been found to be in compliance with the Weld County Zoning Ordinance and the Uniform Building Code. If at any time you do not feel the mobile home meets the criteria listed in the Weld County Zoning Ordinance Planning Staff urges you to contact Sharyn Frazer, the Weld County Zoning Compliance Officer. She will take anonymous complaints and work to resolve any violation. Covenants cover this matter in newer neighborhoods. It can he a problem, though, in older rural subdivisions. The hoard asked staff to research the issue to see how neighboring counties and Mesa County handle it.
