How is this proposal consistent with Weld County Comprehensive Plan? This proposal is consistent with several aspects and goals of the Weld County Comprehensive Plan. The proposed use meets Weld County Comprehensive plans: (A. Goal 1) "Preserve prime farmland for agricultural purposes which foster the economic health and continuance of agriculture." The plans for the site are to maintain the unutilized portion of the property as agricultural. That portion of the property that is not developed will be leased to a local farmer for agricultural purposes. The site is not currently being farmed. (A. Goal 2) "Allow commercial and industrial uses which are directly related to or dependent upon agriculture to locate within Agricultural zoning when the impact to surrounding properties is minimal, and where adequate services and infrastructure are available" A consistent supply of cement and concrete are invaluable to the ongoing operation of agricultural businesses in Weld County. Concrete, and its constituent cement, are used in the construction of roads, bridges, silos, elevators, and other builds that are important to the agriculture business. (A. Goal 3) "Discourage residential, commercial, and industrial development which is not located adjacent to existing incorporated municipalities." The proposed uses is within the Keenesburg Urban Growth Boundary and would not affect any agricultural land outside of the Urban Growth Boundary. 2. How does this proposal meet the intent of the zone district it is located in? The proposed use meets the intent of the zoning district under article 31.4.1 and 31.4.18. Article 31.4.1 allows Uses by Special Review in the A District for Mineral Resource Development facilities including : Oil and Gas Storage Facilities, Oil and Gas Support and Service, Open pit mining and materials processing, subject to the provisions of Section 44, Asphalt and Concrete Batch Plants, Coal Gasification Facilities, and Mining or recovery of other mineral deposits located in Weld county, subject to the provisions of Section 44. Article 31.4.18 allows "Any use permitted as a use by right, an accessory use, or a use by special review in the Commercial or Industrial zone districts provided the property is not a LOT in an approved or recorded subdivision plat or LOTS parts of a map or plan filed prior to adoption of any regulations controlling subdivisions. PUD development proposals shall not be permitted to use the special review permit process to develop" Uses by right in a C-3 zoned district that the proposed use would meet are 33.4.2.6 Warehousing and transfer facilities. 3. How is this use compatible with future development as stated in the Weld County Comprehensive Plan? If yes, how? Yes, the proposed uses is within an urban growth boundary and is adjacent to existing industrial zoned property. 4. What type of uses surround this site? Is this request compatible with surrounding uses? To the north, east, south, and west the uses are agricultural. Adjacent to the property to the Southwest of the property the use is industrial. The site is adjacent to WCR 398 and the Burlington Northern Railroad to the Southeast and WCR 59 to the west. 5. Is this property located within a Flood Hazard zone, Geologic Hazard zone, or Airport Overlay zone - and does it meet these special requirements'? From Denver International Airport Overlay maps, FEMA maps and Field observation the site is not in a Flood Hazard zone, Geologic Hazard or Airport Overlay zone. 6. What efforts have been made to conserve productive agricultural land? Any and All unaffected land will remain agriculturally productive. Currently the parcel is not being farmed, but will be committed to a lease of any unused property for farming. 7. How will public health, safety and welfare be protected? The facility will meet or exceed all local, county, state, fire, and OSHA regulatory requirements for health and safety. 8. What will the site be used for? Cement transfer facility. 9. How close is this site to other residential structures? 100 feet North of the North property line. 10. How many people will be employed at this site and what hours will they work'? The number of employees on site will be from 7 to 12. 11. How many people will use this site? Besides the 7 to 12 on-site employees, the only other people to utilize the facility will be the truck drivers that will be loading at the facility. These will consist of 10 to 20 loads per day. The total number of people using the facility could be as low as 17 people per day to as high as 32 people per day. 12. What type and how many animals, if any, will be on this site? There are to be no animals on site. 13. What type and how much, if any, operating and processing equipment will be utilized onsite? There will be no processing equipment on-site. The only permanent on-site equipment will consist of conveyors, augers, and a cement storage dome. 14. What type and how many structures will be erected (built) on this site? There is to be one 89,000 ton capacity storage dome for cement storage, a tractor-trailer loading structure, and a structure for off-loading railcars. 15. What kind (type, size, weight) of vehicles will access this site and how often? Tractor-Trailer Trucks with a maximum weight of 80,000 lbs will be accessing the site approximately 10 to 20 times per day. There will also be a Railcar mover on-site at all times. There will be up to 15 smaller employee vehicles parked on the premises during operating hours. 16. Will this site use a septic system or public sewer facilities? Enclose a letter from the sanitary sewer district or a copy of the septic permit. The Site will utilize a septic system. 17. Are you proposing storage or stockpile of wastes on this site? If so, what is the size and type proposed? There is to be no storage or stockpiling of wastes on site. 18. How often will debris, junk, or waste be disposed of? By what means? The only debris,junk, or waste generated on-site will be office waste. There are no other facilities on-site that would generate waste of any sort. The waste that is generated will be disposed of in either a dumpster or a covered roll-off box and hauled off by a local rubbage hauling company on a weekly basis. 19. How long will it take to construct this site and when will construction begin? Construction will take approximately six months to a year, and will begin in the spring of 1999. 20. Explain the proposed landscaping plans and erosion control measures associated with this site. By returning any unused land to agriculture, the crops will prevent erosion. Areas that are not re-vegetated will be hard-surfaced. Landscape and Drainage plan will include erosion control plan and a Storm Water Management Permit (SWMP) will be obtained. 21. Explain any proposed reclamation procedures when termination of the Special Review use begins. Upon termination of the Special Review Use Permit, that part of the property that is not being cultivated for agricultural purposes, will be converted back to agriculture. 22. Explain the need for the proposed use (activity) in Weld County. The site will provide easy access to cement, which is a constituent of concrete. Concrete is used in the construction of residential, commercial, and industrial buildings, as well as in the construction of roads and bridges. 23. Who will provide fire protection for this site? The Keenesburg Division of the Southeast Weld Fire Protection District located at 65 East Grady, Keenesburg, Colorado 24. What or who will provide water to this site? Water will be provided by water well. 25. How will storm water drainage be handled on the site? On-site detention of storm water drainage in accordance Weld County requirements. A well permit application is enclosed . The uses of the water and the amounts of each use should be listed on the application . My report includes estimates of water use. If the owner anticipates different water usage, the amounts should be changed to reflect this. If you or the client have any questions or need additional information , please let me know. Sincerely , #0rte Judd Hamilton GROUND-WATER AVAILABILITY 31 .5-ACRE SITE NW 1/4 SECTION 25 T2N, R64W, WELD COUNTY, COLORADO This report evaluates ground-water availability for a parcel comprising 31 .468 acres in the NW 1 /4 of Section 25 , T2N , R64W, Weld County , Colorado. The property is located northeast of Keenesburg , on the east side of County Road 59 and north of the Burlington Railroad tracks. I understand that a cement plant is proposed for the property . Ground water is available to supply the property from the Laramie- Fox Hills aquifer . While the Lower Arapahoe is the uppermost bedrock at the site, its sandstone/siitstone thickness is only about 25 to 30 feet. This is insufficient to supply a well for long-term use . In addition, the Lower Arapahoe is considered not non-tributary at this location . The property lies within the Lost Creek Designated Ground-Water Basin and is under the jurisdiction of the Ground Water Commission . The State Engineer' s Office Denver Basin maps show the elevation of the base of the aquifer at this location is about 4075 feet. With a ground surface elevation of the property of about 4930 to 4950 feet, the depth to the base of the Laramie-Fox Hills aquifer is about 855 to 875 feet. It is recommended that a well be drilled the full depth of the aquifer to assure long-term operation . The Denver Basin maps indicate the Laramie-Fox Hills has a sandstone/siltstone thickness of about 140 feet at this location . Using 15% specific yield and a 100-year life of the aquifer , 6 . 61 acre-feet of water per year is available from the aquifer. A commercial well permit can be granted by the State Engineer' s office for up to 15 gallons per minute production and up to 5 acre- feet per year . Limiting use to no more than this amount will simplify the well permit process. The uses of the water will need to be stated on the permit _ application . Based on the information provided to me, I suggest the following water uses be included: Drinking and sanitary - 12 employees @ 50 gallons per day (gpd) , 6 days per week = . 57 acre-feet per year Landcaping - 2000 square feet @ 2 . 5 acre-feet per acre = . 11 acre-feet per year Dust control - 2000 gallons per week , 36 weeks per year = . 22 acre-feet per year Total requirement = . 90 acre-feet per year If any other water uses are anticipated , they should be added to the list.
