Subject: Land-Use Application Processing Costs
Application fees should bear some relationship to the actual costs involved in the processing of
land-use and development applications. Two philosophies exist as to who benefits and should
pay for the processing of applications. The first philosophy is that the applicant, developer, or
users are the beneficiaries of the processing and should pay all the costs associated with the
processing. The second philosophy is that the applicant and community in general are the
beneficiaries and that both should bear the costs of processing with application fees and dollars
collected by general taxation. Historically, Weld County has attempted to recover at least 50%
of the total costs (direct and indirect costs) of the Planning Department's budget through land-
use application fees.
The attached materials indicate the amount needed to recover 100% of the direct and indirect
processing costs for each type of application and the proposed increased fees for 1995. The
percentage of fee increases for 1995 range from 4.0% to 11.1%. The new fees are recommended
to become effective January 1, 1995.
