HomeMy WebLinkAbout970075.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 15, 1997 TAPE #97-02 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, January 15, 1997, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner George E. Baxter, Chair Commissioner Constance L. Harbert, Pro-Tem Commissioner Dale K. Hall Commissioner Barbara J. Kirkmeyer Commissioner W. H. Webster Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Carol Harding Finance and Administration Director, Don Warden MINUTES: Commissioner Hall moved to approve the minutes of the Board of County Commissioners meeting of January 13, 1997, as printed. Commissioner Webster seconded the motion, and it carried unanimously. ADDITIONS: There were no additions to the agenda. CONSENT AGENDA: Commissioner Harbert moved to approve the consent agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was offered. WARRANTS: Don Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: BIDS: All Funds $ 553,364.66 Commissioner Webster moved to approve the warrants as presented by Mr. Warden. Commissioner Hall seconded the motion, which carried unanimously. PRESENT 938F CAT FRONT END LOADER - PUBLIC WORKS: Pat Persichino, Director of General Services, presented the bids received from four vendors. Said bid will be considered for approval on January 29, 1997. 970075 BC0016 PRESENT ONE-HALF TON FOUR WHEEL DRIVE PICKUP - PUBLIC WORKS: Mr. Persichino presented the bids received from five vendors. Said bid will be considered for approval on January 29, 1997. PRESENT ELECTRONIC SLOPE METER - PUBLIC WORKS: Mr. Persichino presented the bids received from two vendors. Said bid will be considered for approval on January 29, 1997. PRESENT 970F CAT LOADER W/SCALE - PUBLIC WORKS: Mr. Persichino presented the bids received from four vendors. Said bid will be considered for approval on January 29, 1997. Responding to Commissioner Webster, Mr. Warden stated the scale is necessary to avoid costly tickets for trucks being loaded in excess of the weight limit. Dave Becker, Public Works Department, stated the department had drivers with so many tickets they were losing points on their licenses, and it had become a real problem. He said he has looked into the possibility of scales at each location, etc., and the best solution is to have the loader with the scale. Mr. Persichino noted all these vehicles will be discussed at a work session prior to the approval date if there are further questions. PRESENT SLIP -IN "V" SPREADER FOR ONE TON - PUBLIC WORKS: Mr. Persichino presented the bids received from five vendors. Said bid will be considered for approval on January 29, 1997. PRESENT SLIP -IN "V" SPREADER FOR 3 -TON DUMP TRUCK - PUBLIC WORKS: Mr. Persichino presented the bids received from four vendors. Said bid will be considered for approval on January 29, 1997. PRESENT RUBBER TIRE ROLLER - PUBLIC WORKS: Mr. Persichino presented the bids received from three vendors. Said bid will be considered for approval on January 29, 1997. PRESENT 12 PASSENGER WINDOW VAN - SHERIFF: Mr. Persichino presented the bids received from four vendors. Said bid will be considered for approval on January 29, 1997. PRESENT ONE-HALF TON FOUR WHEEL DRIVE PICKUP W/EXTENDED CAB - PUBLIC WORKS: Mr. Persichino presented the bids received from five vendors and noted the low bid does not meet specifications. Said bid will be considered for approval on January 29, 1997. PRESENT PASSENGER VEHICLES - SHERIFF, DISTRICT ATTORNEY, PLANNING: Mr. Persichino presented the bids received from three vendors. Said bid will be considered for approval on January 29, 1997. PRESENT MID -SIZED FOUR WHEEL DRIVE PICKUP W/EXTENDED CAB - BUILDING AND GROUNDS, COMMUNICATIONS: Mr. Persichino presented the bids received from three vendors. Said bid will be considered for approval on January 29, 1997. PRESENT MEDIUM DUTY TRUCK W/BOX - SHERIFF: Mr. Persichino presented the bids received from three vendors. Said bid will be considered for approval on January 29, 1997. PRESENT 4 -DOOR FOUR WHEEL DRIVE VEHICLE - PUBLIC WORKS: Mr. Persichino presented the bids received from four vendors. Said bid will be considered for approval on January 29, 1997. PRESENT ONE-HALF TON COMPACT PICKUP - BUILDING INSPECTION: Mr. Persichino presented the bids received from three vendors. Said bid will be considered for approval on January 29, 1997. PRESENT ONE-HALF TON FOUR WHEEL DRIVE TRUCK W/EXTENDED AND CLUB - SHERIFF: Mr. Persichino presented the bids received from five vendors. Said bid will be considered for approval on January 29, 1997. BUSINESS: NEW: CONSIDER AMENDMENT TO LAW ENFORCEMENT SERVICE AGREEMENT BETWEEN THE WELD COUNTY SHERIFF AND THE TOWN OF SEVERANCE, COLORADO, AND AUTHORIZE CHAIR TO SIGN: Bruce Barker, County Attorney, stated this amendment represents an increase in the contract from $12,000 to $20,000. Commissioner Hall moved to approve said amendment and authorize the Chair to sign. The motion, which was seconded by Commissioner Webster, carried unanimously. CONSIDER INTERGOVERNMENTAL AGREEMENT WITH TOWN OF NEW RAYMER, COLORADO, AND AUTHORIZE CHAIR TO SIGN: Mr. Barker explained this agreement is for maintenance of roads in and near New Raymer. He explained the agreement is being corrected as to the specific roads to be included and responded to Mr. Warden that the indemnification clause is necessary since sovereign immunity does not cover those portions of road lying within the town's boundaries. Commissioner Kirkmeyer moved to approve said agreement, with the changes as discussed, and authorize the Chair to sign. Seconded by Commissioner Hall, the motion carried unanimously. CONSIDER 1997 DANCE HALL LICENSE FOR DEEANN WILHELM AND RICHARD WILHELM, DBA FORT 21: Commissioner Hall moved to approve said license. Commissioner Webster seconded the motion, which carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
