RE: ASSESSMENT OF COST OF IMPROVEMENTS FOR WELD COUNTY MARTIN
BROTHERS PUD LOCAL IMPROVEMENT DISTRICT NO. 1997-1
A public hearing was conducted on September 23, 1998, at 9:00 a.m., with the following present:
Commissioner Constance L. Harbert, Chair
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer- EXCUSED
Also present:

The following business was transacted:
I hereby certify that pursuant to a notice dated August 1, 1998, and duly published August 19, 1998,
in the Platteville Herald, a public hearing was conducted to consider the Assessment of Cost of
Improvement for Weld County Martin Brothers PUD Local Improvement District No. 1997-1. Lee
Morrison, Assistant County Attorney, made this a matter of record. He stated the work has been
completed on Elizabeth and Clara Lee Streets, and the Board reduced the number of lots involved
from 18 to 17. Mr. Morrison stated staff redistributed the cost of the eliminated lot to the remaining
17 lots. Frank Hempen, Director of Public Works Department, displayed a map of the improvement
district and explained the costs to be paid over the next ten years. He stated Weld County saved
the property owners money by doing the work rather than bidding the job to an independent
company. In response to Commissioner Baxter, Mr. Morrison stated the property owners were
notified of this hearing and were given an explanation of the new assessment. Responding to Chair
Harbert, Mr. Morrison stated the County has no way of enforcing the Donahue lot from not accessing
Elizabeth Street. Mr. Morrison clarified for the record that no complaints have been received and
indicated one of the previous lot owners has moved; however, the new property owner is aware of
the cost for the Improvement District.
No public testimony was offered concerning this matter.
Commissioner Hall moved to approve draft Resolution for the Assessment of Cost of Improvement
for Weld County Martin Brothers PUD Local Improvement District No. 1997-1, based on the
recommendations of the Public Works and legal staff. The motion was seconded by Commissioner
Baxter, and it carried unanimously.
