RE: APPROVE APPLICATION FOR FEDERAL ASSISTANCE FOR MIGRANT HEAD
START COST OF LIVING AND QUALITY IMPROVEMENT GRANT AND AUTHORIZE
CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Federal Assistance
for the Migrant Head Start Cost of Living and Quality Improvement Grant from the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,
on behalf of the Department of Human Services, Family Educational Network of Weld County,
to the Department of Health and Human Services, retroactive to January 1, 1997, with further
terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for Federal Assistance for the Migrant Head Start
Cost of Living and Quality Improvement Grant from the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Department
of Human Services, Family Educational Network of Weld County, to the Department of Health
and Human Services, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 4th day of June, A.D., 1997, nunc pro tunc January 1, 1997

Personnel and Fringe;
The total COLA is $40,324. In breaking it out, as shown on the salary breakdown
attachment, the increase calculates to an overall 4.8903% increase with 4.0882% going towards
salaries and .8021% going against fringe. In amounts, that is $33,710 to salaries and $6,614 to
fringe.
The breakdown attached gives the calculation for each staff person in the PY97 staffing
plan. It includes each person's salary, fringe, breakout of COLA salary and fringe and the old
and new hourly rates.

Authority at the Olathe Migrant Head Start site that will not be charged to the grant in dollars.
The percentage is at the 9.3% level as requested in the waiver in the continuing grant renewal.
