Thank you for the opportunity to respond to your request for comments concerning the modifications
to the Town of Severance wastewater treatment plant. As the county's official designees to
comment on these issues I do not find any conflicts with the existing Use by Special Review Permit
(961) or the Weld County Comprehensive Plan. This application is not intending to add to the
design flow and is merely calling for the construction of an lagoon.

RE: Town of Severance Request to Amend an Approved Site Application
Dear Commissioners:
The Town of Severance is planning modifications to their wastewater treatment plant to
improve performance. As a result, the Colorado Department of Health has requested that
the town apply for an amended approval of their existing Site Application.
The town's treatment facility currently consists of two lagoons that are six feet deep. The
first lagoon is aerated with two-five horsepower surface aerators. The second lagoon,
which serves as a settling pond, is not aerated. Currently neither lagoon is lined. Exhibit
1, which is included with this application, shows the current plant.
The proposed improvements include splitting the existing aeration pond into two ponds.
The first pond will be a completely mixed pond with two-seven horsepower aspirating
type aerators. The second pond will be partially aerated. The existing settling pond will
be reduced in surface area to cut down on the detention time. All the ponds will be
deepened to 10 feet and will be lined with a high-density polyethylene membrane. A new
concrete chlorine contact basin will also be added along with an effluent flow-monitoring
device. The proposed improvements are shown on Exhibit 2.
Currently the rated design capacity of the plant is 0.094 million gallons per day. The
proposed improvements will not change this design flow.
As part of this process you are requested to review the enclosed information and provide
any comments you may have. Your comments should be received no later than
December 1, 1998 and submitted to:

REASON AMENDMENT IS BEING REQUESTED: The modifications to the plant
are necessary to continually meet discharge limits and to
eliminate seepage from the impoundments.
