HomeMy WebLinkAbout960272.tiff RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY ROAD 8 BETWEEN WELD COUNTY ROADS 37 AND 41 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that 35 MPH and 45 MPH signs be installed on Weld County Road 8 between Weld County Roads 37 and 41, to ensure safety to the traveling public, and WHEREAS,the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install 35 MPH and 45 MPH signs on Weld County Road 8 between Weld County Roads 37 and 41, for the safety of the general public, and said signs shall conform to the State manual and specifications. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 28th day of February, A.D., 1996. A traffic study has been completed and revealed that there are sufficient warrants to lower the speed limit to 45 mph. The warrants are: 1. Vehicle speed data (85th percentile) . Actual percentile recorded equals 60 mph. 2. Roadside development. There are 33 entrances in one mile. 3 . Accident experience. Increased accidents as reported by the Colorado State Highway Patrol. (Three serious accidents within 14 months include two fatalities. ) 4. Pedestrian activity. Increased pedestrian activity generated by subdivision. 5. Road characteristics OK 6 . The survey was done in the SOUTH lane on WCR 37 NORTH OF WCR 8 in None, Co in Weld county. The survey lasted for 48 hours and began on Tuesday,November 7, 1995 at 11:00am and ended on Thursday,November 9, 1995 at 11:00am. Data were recorded in 60 minute time periods. The total recorded volume of traffic showed 1101 vehicles passed through the location with a peak volume of 76 on Wednesday,November 8, 1995 at 7:00am and a minimum volume of 0 on Wednesday,November 8, 1995 at 2:00am. SPEED Chart 1 lists the values of the speed bins and the total volume for each bin. The slow period occurred on Wednesday,November 8, 1995 at 2:00am and the headway between the vehicles 0 seconds (No vehicles recorded). WEATHER 960272 The roadway surface temperature over the period of the study varied between 27 degrees Fahrenheit and 76 degrees Fahrenheit.
