RE: ACTION OF BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY,
COLORADO, CONCERNING REQUEST TO AMEND AN APPROVED SITE
APPLICATION FROM EVERITT COMPANIES, C/O STAN EVERITT, AND
AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a Request to Amend an Approved Site Application
from Everitt Companies, do Stan Everitt, 3000 South College Avenue, Fort Collins, Colorado
80526, concerning improvements to an existing lift station located on the following described
parcel of land, to-wit:
Part of the N1/2 of Section 20, Township 6 North,
Range 67 West of the 6th P.M., Weld County, Colorado
WHEREAS, the regulations for site applications for a lift station require review of the site
application by the Board of County Commissioners, and further, that various local and state
agencies be given the opportunity to review and comment on said revised site application, and
WHEREAS, the Request to Amend an Approved Site Application from Everitt
Companies, c/o Stan Everitt, was submitted to the Board of County Commissioners of Weld
County for review and comment, a copy of said request being attached hereto and incorporated
herein by reference, and
WHEREAS, after study and review, the Board finds that said request is compatible with
the Weld County Comprehensive Plan, and that it is in the best interest of Weld County to
recommend approval of said application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Request to Amend an Approved Site Application submitted by
Everitt Companies, c/o Stan Everitt, be, and hereby is, recommended favorably to the Colorado
Department of Colorado Department of Public Health and Environment as being compatible
with the Weld County Comprehensive Plan.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said request.

THE DEPARTMENT OF PLANNING SERVICES' STAFF RECOMMENDS THAT THIS REQUEST BE
APPROVED FOR THE FOLLOWING REASONS:
1. The proposed amendment for improvements to the treatment facility will not
adversely affect the local water quality. The redesign of the system will
allow increased capacity in order to serve the amended service area
sufficiently.
2 . The Weld County Health Department and North Front Range Water Quality
Association have reviewed this amended proposal and have no objections to
the lift station.
3. The Windsor Planning Commission supports this amendment to the Site
Application.
4. The amended request complies with the Weld County Comprehensive Plan. The
request proposes improvements to an existing sewage treatment facility
which services the incorporated municipality of Windsor.

Subject: Town of Windsor Request to Amend an Approved Site
Application
The Environmental Protection Division of the Weld County Health Department has
received a copy of the Town of Windsor's request to amend an approved site
application. The amendment entails the redesign of a lift station in order to increase
capacity. Increasing the capacity of this lift station will allow the Town to eliminate
another lift station.
The Division approves of this amendment as proposed. If you have any questions,

PROPOSED CHANGE FROM APPROVED APPLICATION: Construct a larger lift station
than what was originally proposed and approved. The proposed wet well has a capacity of
2,375 gallons. The proposed lift station includes two pumps each with 15 horsepower
motors instead of the originally designed 5 horsepower. The emergency generator system
has been proportionally enlarged also.
REASON AMENDMENT IS BEING REQUESTED: When originally planned, the lift
station was to serve residential lots only in the Westwood Village Subdivision. That
amounted to approximately 145 single family lots and 40 townhouse units.
However, prior to construction of the lift station another subdivision was proposed that will
also require sewage pumping in order to utilize Windsor's system. In order to eliminate yet
another lift station to be maintained by town personnel, it was proposed that the lift station
in Westwood Village be redesigned for increased capacity. The Windsor Board of Trustees
approved an agreement with the two development companies specifically for that purpose.
Northern Engineering Services has completed the redesign which includes capacity for an
additional 750 residential units. They used the same design criteria that was used for the
original design, which were 100 gpcd, 3 people per unit, and a peaking factor of 4. . In
order to serve the ultimate anticipated build-out the pump station capacity has been re-
sized for a peak flow of 1.36 MGD.

Dear Gloria,
On or about June 27, 1995, the Weld County Planning Commission recommended approval of
a Site Application for a sewage lift station in the Town of Windsor and on or about July 26,
1995, the Weld County Board of Commissioners also recommended approval. The State of
Colorado Department of Public Health and Environment gave final approval of Site Application
#4238 in a letter dated December 18, 1995.
The proposed lift station was originally planned to only serve Westwood Village Subdivision.
However, prior to construction of the lift station another subdivision was proposed that will also
require sewage pumping. In order to eliminate yet another lift station to be maintained by town
personnel, it was proposed that the lift station in Westwood Village be redesigned for
increased capacity. The Windsor Board of Trustees approved an agreement with the two
development companies specifically for that purpose. Northern Engineering Services has
completed the redesign which includes capacity for an additional 750 residential units. They

The Colorado Department of Public Health and Environment staff has directed the Town to
contact each of the entities who reviewed the original Site Application and solicit a
recommendation for the proposed amendment. Enclosed is a copy of the State's standard
form for Request to Amend An Approved Site Application.
