HomeMy WebLinkAbout952243.tiffAPP':' D AS TO FORM: RESOLUTION RE: APPROVE FOUR INVITATIONS TO BID TO THE COLORADO DEPARTMENT OF PUBLIC HEALTH AND EDUCATION FOR THE HIV EDUCATION PROGRAM AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with four Invitations to Bid for the HIV Education Program from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Health Department, to the Colorado Department of Public Health and Environment, with terms and conditions being as stated in said bids, and WHEREAS, after review, the Board deems it advisable to approve said bids, copies of which are attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the four Invitations to Bid for the HIV Education Program from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Health Department, to the Colorado Department of Public Health and Environment be, and hereby are, approved. RETURN THIS COPY 9522413 SYNOPSIS OF WELD COUNTY HEALTH DEPARTMENT HIV PREVENTION GRANTS FOR 1996 Grant #1 - Public Information Public information programs target the general population as well as specific populations and seek to dispel myths about HIV transmission, support volunteerism for HIV prevention programs, reduce discrimination toward persons with HIV/AIDS, and promote support for strategies and interventions that contribute to HIV prevention in the community. Through the use of promotional tactics, such as hotlines, Public information programs can offer support and referrals, lead to increased knowledge of HIV/AIDS facts, and may lead to behavior change. The target population for this proposal is recognized as all residents of Weld County, whether at high, low, or not at risk for HIV infection. This grant will continue to support the efforts of the Weld County AIDS Coalition. This coalition is representative of Weld County's population. Through the funds awarded, WCHD and WCAC will continue to provide educational informative presentations to community organizations, UNC classes, businesses, schools, church and youth groups etc. An amount of $13845.94. This award will cover expenses of one program coordinator to work 12 hours a week, one office technician to work 5 hours a week, educational supplies, travel, conferences, training sessions, memberships, and office supplies. Grant #2 - Group Risk Reduction Interventions The focus of group risk -reduction education is to provide not only knowledge, but also motivation, skills, and support for initiating and maintaining safer sexual behaviors. Risk -reduction education occurs in small -group settings with 5 to 20 participants. Through this proposal WCHD ensures that educators receive on -going training in issues we present educational methods, content, and length of presentations are appropriate to the target audience. We provide educational materials, referralsto appropriate services, and interpersonal skills training and support in negotiating and maintaining safer sexual behavior. Appropriate services which we will reach through this grant include but are not limited to substance abuse treatment, HIV counseling and testing, family planning services, STD testing, risk reduction or relapse prevention counseling, tuberculosis testing, women's health services, and HIV early intervention services. Our target population for this scope of work will continue to be women and youth at risk. We have served these target populations for the last three years. Grant reward will be approximately $13,536.31. This will cover the cost of one program coordinator at 10 hours a week, one office technician at 5 hours a week, travel, educational supplies, office supplies, etc. 952243 Grant #3 - Community level interventions Community level interventions seek to change the attitudes, norms, values and environmental factors of an entire community at risk through health communications, prevention marketing, community mobilization/organization, community -wide events, and environmental facilitation of safer sex behavior through provisions of appropriate materials. Community level intervention programs include evaluations through interviews and focus groups with community members of the target population and persons who work with or relate to this community. This information is then used to develop the interventions. Community members at all levels will be enlisted to participate in some capacity in the delivery and reinforcement of the intervention. For the scope of work intended with this proposal our target population is women at risk. This will augment work to be completed with women at risk through group level interventions. However, the intended goal of this reward will be that more women at risk of child bearing age will understand the necessity and importance of agreeing to an HIV test. Grant reward will be approximately $10,328.58. This will cover the cost of one program coordinator at 8 hours a week, travel, training sessions, educational supplies, office supplies, etc. Grant #4 - Community Identification Process (CIP) The goal of community identification project is to identify, baseline norms, values, and shared meanings that influence behavior within a specific target community. This knowledge is the foundation on which effective messages and strategies are built. Understanding where and when to access the community by learning about the social networks will enhance the ability to intervene most effectively. The CIP will result in plans for full implementation of appropriate HIV prevention interventions and will include: access points into the target populations, peer network recruitment strategies, venues geographically close to the target population, intervention media and materials, and the number of networks needed to adequately saturate the target populations. This information will be readily available to agencies interested in working with the target populations. Our target population for this grant will be seasonal migrant farm workers. This is a population WCHD has worked with through different programs, in the past. However, we have not reached the number of Hispanics at risk of contracting HIV that we would like. This project will allow us to develop research to adequately find where they are and how to most appropriate provide them with HIV educational interventions to reduce their risk of HIV infection. Grant reward will be approximately $22,383.00. This will cover the cost of one program coordinator at 20 hours a week, one office technician at 10 hours a week, travel, educational supplies, meeting expenses, evaluation forms, focus groups, key informants, office supplies, etc. 9SMv. 43 csilt Elk To COLORADO From mEmoRnnDum` r( ° Subject: Dale Hall, Chairman John Pickle, Director HIV Education Program Continuation Funds Date October '29, 49%3 {5 ira Attached are signature pages and summaries for the 1996 HIV education program funded by the Colorado Department of Public Health and Environment. This funding will continue the existing HIV education program at the Health Department. Due to changes in the application process from both the CDC and CDPHE, we are required to submit applications for each area in which we plan to work in 1996, thus four "grants" and four signature pages. The Public Information component will provide information to the general public on the Prevention of HIV through public presentations, a hotline and educational events. This component will utilize the HIV educator for 12 hours and an OT II for 5 hours a week. Total component request: $ 13,845.94. The Group Risk Reduction component will increase knowledge and HIV prevention skills primarily among women and youth at risk. This will be accomplished through education in facilities providing services to youth and women at risk. Among them, treatment, residential programs and corrections. This component will utilize the HIV educator 10 hours and an OT II for 5 hours per week. Total component request: $ 13,536.31. The Community Level Intervention component will focus increasing community awareness of the importance of HIV screening for women at risk Women of child bearing age and their health care providers will be the primary focus of this component. Health care providers will be trained to educate women on their risk factors and to refer women at risk for HIV screening. The component will utilize the HIV educator 8 hours per week. Total component request: $ 10,328.58. The Community Identification Process (CIP) component will provide funding for WCHD to reassess the needs, baseline norms and accessibility of migrant seasonal farm workers for HIV education and prevention programs in Weld County. The CIP process will allow for adequate and appropriate future planning. The results of this process will also be available to other community agencies working with the same target population. The component will utilize the HIV educator 20 hours and an OT II 10 hours per week. Total component request: $ 22,383.00.
