WELD COUNTY COUNCIL
August 19, 1997

The Weld County Council met in a regular session in full conformity with the Weld
County Home Rule Charter at the Mead Town Hall, Mead, CO.
ROLL CALL: The meeting was called to order. by President Pam Malcom. Vice
President Judy Curtis, Councilman Ralph Campbell, Councilman Dan Oster, and
Councilman Al Roberts were present, constituting a quorum of the members. Also
present: County Commissioner Connie Harbert, Weld County Planner Todd Hodges,
Weld County Zoning Compliance Officer Julie Chester, James Gardner, Phil Willis,
Manny Schulz, Sue Darmofal, Bud and Sharon Hopper, Glenn Vaad, Dick Bergland,
Randy Winsett, R. W. Macomber, Mr. and Mrs. Arvid Fiechtner, Vern and Chris Minch,
Ron Ehrlich, Roger Olson, Ginny Shaw and the Council secretary, Bev Thomas.
APPROVAL OF MINUTES: Councilman Ralph Campbell made a motion to approve
the July 15, 1997 meeting minutes. Councilman Dan Oster seconded the motion and it
was approved unanimously.
GUEST SPEAKER: County Commissioner Connie Harbert spoke about growth in
Weld County and the significance of the County's Comprehensive Plan that guides
development within Weld County. She said that the County has no control over
development that occurs within Weld County towns. Commissioner Harbert answered
specific questions from citizens and from Council members on topics including: referrals
to towns regarding development, septic systems, water wells, and manufactured home
permits.
Weld County Planner Todd Hodges gave a general outline of land use cases
handled by the County's Planning Department including subdivisions and special use
permits. He said that the biggest change in the Planning Department in recent years is
the outreach to Weld citizens the Department is doing. His handout included a list of
twenty-two community outreach meetings though mid -June of 1997. Planning staff is
also involved with ongoing meetings with The Poudre Trail, Northern Colorado
Electrical Inspectors/Contractors Meetings, and the Greeley Open Space Committee.
Mr. Hodges shared information showing the number of lots and acres in approved
subdivisions since 1994.
Julie Chester, Weld County's Zoning Compliance Officer, spoke about her job
description of enforcing Weld County zoning ordinances. Her primary job is to educate
the public about the zoning ordinances and to enforce compliance. She outlined the

procedure she follows for each violation. The violations usually come to her attention
by way of citizens' complaints. Ms. Chester also answered questions regarding animal
units and subdivision covenants.
ADDITIONS TO THE AGENDA: Councilman Al Roberts requested that the matter of
buildings leased by Weld County be added to the agenda under new business.
APPOINTMENTS: It was decided that Councilman Al Roberts would attend the
September 4 Weld County Airport Ribbon Cutting ceremony. Vice President Judy
Curtis, Councilman Dan Oster and Councilman Al Roberts will attend the September 8
Elected Officials Meeting. Councilman Dan Oster and Councilman Al Roberts will
attend the September 16 Early Warning Budget Meeting with the County
Commissioners regarding the Council's 1998 budget. Vice President Curtis will make
arrangements for a Council guest to participate in the September 16 KFKA "Coffee
Break."
CORRESPONDENCE: The Council reviewed the correspondence. Councilman Al
Roberts requested that State Farm be advised to send future mailings to him at his
home address.
COORDINATOR REPORTS: Councilman Dan Oster had no new information to
present about the publication of County notices.
UNFINISHED BUSINESS:
Board of County Commissioners Ordinance 196
Councilman Al Roberts explained that Weld County Commissioner Ordinance 196 was
not an indebtedness to the County. He explained that it dealt with tax-free bonds
issued for industrial development within Weld County.
Audio Tapes of KFKA "Coffee Break"
Councilman Al Roberts reported that he had contacted KFKA's station manager.
Councilman Roberts learned that the tape recording of Don Warden's appearance on
"Coffee Break" was not available. The station manager said that apparently the tape
recording of Don Warden's appearance had been recorded over or not saved.
Councilman Ralph Campbell has a copy of the tape recording of Janet Meisinger
appearing on "Coffee Break."

NEW BUSINESS:
County Council Receipt of County Resolutions/Ordinances
Regarding Weld County Indebtedness
Councilman Ralph Campbell made a motion to ask the Weld County Commissioners to
send notice to the Weld County Council of any ordinances or resolutions that involve
bonds, certificates of participation, other clients' monies, or any other financial vehicles
that have the appearance of indebtedness to Weld County. Councilman Dan Oster
seconded the motion and it carried unanimously.
Public Comment
Sharon Hopper asked the Council for a copy of the trust that allowed a bank to do
financing for Weld County. She described what she wanted as a piece of paper that
Don Warden had that says exactly how that trust was made. (RE: Weld County's
Certificates of Participation Series 1997.) Council members encouraged Mrs. Hopper
to request what she wanted directly from Mr. Warden. Councilman Ralph Campbell
said that he would be interested in receiving a copy of the document Mrs. Hopper was
describing.
Mrs. Hopper also requested the Council consider putting out a newsletter to inform the
people of Weld County of Weld County's activities even if citizens had to pay to
subscribe to the newsletter. The Council discussed its efforts to get out County Council
news through the existing County newspapers.
Virginia Shaw expressed her concern that there was no representation from south west
Weld County on the Weld County Planning Commission. She noted that there were
two Planning Commission members from the Ft. Lupton area.

Councilman Ralph Campbell made a motion to pay the following bills:

Subscription for The Voice $14.00
Subscription for The South Weld Sun $15.00
Mileage for Councilman Ralph Campbell $12.42
Mileage for Councilman Dan J. Oster $15.66
Mileage for Councilman Al Roberts $14.04
Meals Repayment to Judy Curtis $47.63
Councilman Al Roberts seconded the motion and it carried unanimously.

Conflict of Interest Resolution
After discussion of the letter received from Mr. Trevor Jiricek regarding his employment
by the Weld County Health Department and his private contract with the City of
Greeley, President Pam Malcom tabled the matter. She stated that the Council would
do further research before making a determination about the possibility of a conflict of
interest in this situation.
ADJOURNMENT: President Pam Malcom adjourned the meeting at 10:17 p.m.
