Dear Commissioners:
Pursuant to a discussion between Commissioner Connie Harbert and Milliken Trustee James Gardner, the
Town of Milliken would like to present the following request. As you know, Weld County Road 21 runs along
the west side of Milliken. It is at some points entirely in the County and at some points entirely in the Town.
However, there are a couple of places where half of WCR 21 is inside the city limit, and half out. It is one of
those "half in/half out" sections we are concerned with at the present.
There is a three block section of WCR 21 between Milliken's Broad Street and Green Street which the Town
would like to have paved. We would like to propose to the Board of County Commissioners that if the County
will pave at least those three blocks, the Town of Milliken will assume full responsibility for maintaining both
sides of the road in that area. The Town will see that the east side of WCR 21 has curb, gutter and sidewalk for
that three block stretch. If this proposal is acceptable, please respond to Milliken Town Hall at the address
above. Please direct any questions regarding the proposal to the same.

Dear Mayor Chavez:
Since your letter dated April 15, 1995, there has been quite a bit of discussion between the Town of Milliken and
Weld County regarding a joint effort to improve WCR 21 between Broad Street and Green Street. At a recent
worksession between the Commissioners and our Public Works Staff, the project was discussed again.
The Public Works Department estimate the cost to pave 20' wide on the Town of Milliken's side and 12' wide on
the County's side is $43,200. The estimate does not include concrete curb and gutter. The cost of paving within
the Town would be $25,900, and the cost of paving in the County would be $17,300.
The Commissioners are willing to proceed with a joint project in which the Town pays for the work within the Town
limits, and Weld County will pay for the work performed within the County. It is the Commissioner's preference
that the Town contract the work and Weld County pay the Town its portion of approximately $17,300. Also, the
County would expect the Town to annex the newly constructed portion.
If the Town wishes to proceed with the project, please have your staff contact Drew Scheltinga, County Engineer,
at 356-4000 Ext. 3750 regarding construction issues and preparation of a written agreement between the Town and
the County.

Brief description of the problem/issue: Subsequent to our work session on July 12, 1995, I
contracted Dave Frasier, the Milliken Town Manager. I discussed the Board's policy regarding joint
projects with Towns: (Town pays for the improvements vjthin their limits, County pays for the
improvements on County property. The Town will annex upon completion.)
Mr. Frasier understood our policy and said he would communicate it to the Milliken Town Board.
Also, he requested a letter from the Chairman of the Board documenting the Commissioners
willingness to approve the project, the estimated cost, and our policy. Attached is a proposed letter
for the Chairmen's signature.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
The Board may accept or reject this proposal.
Recommendation to the Board: I recommend the Board approve the letter and forward it to the
Town of Milliken with the Chairmen's signature.
