I am writing in reference to the proposed hearing on a special use permit for Mr. Steve
Lance to operate a public arena on rural property north of Fort Lupton and south of Weld
County Road 18.
I am a property owner residing at 11230 Rd. 20, Fort Lupton, CO. Our property is
located about 11/2 miles north and a little west of the proposed arena and has been our place
of residence since 1978.
We do not object to the arena activity. We do have a great deal of concern about the
night lights that have been installed for the arena. Our objections are as follows. First, the
bank of lights is very bright and intense. They are more intense than anything in the area.
Visually, they are completely out of character for the rural aspect of this neighborhood and
can be seen for miles when operating. The visual pollution from the lights is extreme, in our
opinion.
Second, the lights are a particular nuisance for us do to the specific design and location
of our home. Our home was designed for a nearly totally southern exposure to take advantage
of solar heating. We have an attached greenhouse on the south which provides one third of
our winter heat and has nine (9) windows each 10 plus feet in height. In addition, all of our
other windows except three are facing south and east. The interior design of our home is such
that the living, dining, and kitchen area is one large room off the greenhouse. This means that
when the arena lights are operating it is difficult for us to not be distracted by this intense
blare of lights from almost anywhere we are in our home.
Another concern for us is that there are several small arenas in the neighborhood. If
this level of lighting is approved it sets a precedent to allow such lighting for any other arena
it would seem. Arenas are a popular activity and the lighting could become an even greater
nuisance to any given neighborhood.
As stated earlier, we do not oppose the arena activity; however we are asking that
Weld County work with Mr. Lance to modify the lighting so that it provides the lighting he
needs, but does not visually pollute the countryside and be a nuisance for us in our home.
We believe that this could be done with some type of shielding or a barrier.

Thank you for considering our concerns. We would like to see this situation resolved
so that Mr. Lance can continue with his proposed arena and we can live in our home without
this night time distraction.
