1. How is this proposal consistent with the Weld County Comprehensive Plan?
This airstrip use is consistent with the Agricultural nature of the land
approximately a mile north of Nunn. The occasional use will have a limited
impact on the surrounding land.
2. How does this proposal meet the intent of the zone district it is located in?
This use is within those specifically provided by Special Review. Section
31.4.6.
3. Is this use compatible with future development as stated in the Weld County
Comprehensive Plan? Yes
If yes, how? The use is limited by Special Review on land which is agricultural
and sparsely populated.
4. What type of uses surround this site? Agricultural, small cemetery to the west,
a residence to the south, and two residences to the east.
Is this request compatible with surrounding uses? Yes
5. Is this property located within a -Flood Hazard zone, Geologic Hazard zone, or
Airport Overlay zone- No
Does it meet these special requirements? N/A
6. What efforts have been made to conserve productive agricultural land? Except
for the actual airstrip and a driveway to the strip, all the balance of the land
remains agricultural.
7. How will public health, safety, and welfare be protected? This airstrip is to be
used for recreational skydiving and associated purposes almost exclusively
on the weekends. All activities are contained within the property, and all
flight patterns are over uninhabited areas. This site is about a mile and a
half to the northeast of the private landing strip known as Bellmore Farms.
All indications are that Bellmore Farms' airstrip has been inactive for many
years, but any future operations at this strip will be closely coordinated with
Bellmore to avoid traffic conflicts. A permanent NOTAM has already been
granted by the Federal Aviation Administration for this site.
8. What will the site be used for? A private airstrip.

9. How close is this site to other residential structures? To east about 2,000 feet,
and to south about 1,000 feet. See Special Review plat map for specific
details and distances.
10. How many people will be employed at this site and what hours will they work?
No persons will be employed at this site.
11. How many people will use this site? One aircraft pilot and up to six passengers.
12. What type and how many animals, if any, will be on this site? None.
13. What type and how much, if any, operating and processing equipment will be
utilized on site? One light aircraft.
14. What type and how may structures will be erected (built) on this site? None.
15. What kind (type, size, weight) of vehicles will access this site and how often?
One Cessna 206 or similar aircraft with a maximum takeoff weight of less
than 4,000 pounds.
16. Will this site use a septic system or public sewer facilities? No.

This airstrip will take about one month to complete. Construction will begin
upon approval and is estimated for completion in September 1997.

with this site.
The airstrip itself and drive will be dirt. Any other disturbed areas will be
seeded with grass.

Review use begins.
The strip and drive will be plowed or disked and seeded for continuing
agricultural uses.

To allow for the use and storage of a private aircraft.

Nunn Fire Department.

No water will be provided on this site.
25. How will storm water drainage be handled on the site?
There will be no special facilities. The drainage from the airstrip and drive
will be into the balance of the 158 acres of the site.

Dear Gloria:
The purpose of this letter is to explain specifically how we intend to construct the private airstrip referred to as the Shaul! Farm
Airstrip (USR-1159). I hope that this will answer all of the questions posed to you by Don Carroll in his June 27, 1997 memo.
The main access to the airstrip will be from the west off of Weld County Road 29 1/2 on an already existing driveway. The pro -
nosed airstrip site has not had any work done to it yet. Approximately 700 feet at the south end is covered with a mixture of
sveral naturally growing grasses. The approximately 1,900 feet at the north end consists of weeds that are 2-3 feet tall since
this particular stretch of the field has not been cultivated since last fall. The site is almost level, except for a gradual dip about
700 feet from the south end.
First of all, the weeds will be removed by using a windrower. Next, a land plane, drag, and native dirt will be used to level the
low spot. The dirt will be removed from the high spot in the field directly to the west of the proposed strip. A crown will be grad-
ed into the center line of the airstrip to provide natural drainage on either side. Any water crossing problems will be monitored
next spring and a culvert will be installed in the future if necessary. Finally, the airstrip will be seeded with buffalo grass using
ten pounds of seed per acre.
The FAA recommendations will be adhered to regarding safe areas and object -free areas. There will be a 240 -ft. safe area at
each end and a 120 -ft. safe area across the width of the airstrip. Also, a 125 -ft. object -free area will exist from the centerline
of the runway on both sides. The power lines at the south will then be 240 feet from the south edge of the runway and will be
700 feet from the south edge of our 60 -acre parachute landing area. This poses no hazard for modern, steerable, square para-
chutes and meets the 100 meter (approx. 333 feet) obstacle -free area required by the United States Parachute Association.

Dear Gary:
The following is a summary of the readings obtained with a
decibel meter that ranged from 60 to 120 dbls. The attached
aerial photo indicates the location where the readings were
taken (points A and B).
At point A (standing on runway):
Ambient sound (i.e. wind, natural surroundings) . . . .65 dbls.
Cessna 206 50 ft. overhead increased to 95-98 dbls.
Cessna 206 at 9,000 ft. AGL no change (65.dbls.)
Train going by increased to 68-74 dbls.
At point B (closest house):
Ambient sound (i.e. wind, natural surroundings) . . . .65 dbls.
Cessna 206 flying 15 ft. over proposed runway site . no change (65 dbls.)
Train going by no change (65 dbls.)
Also, at a distance of 50 feet from a passing train, the sound
meter read between 90 and 102 dbls. Some trains were louder than
others, and the highest reading occurred when the whistle blew.

The predominate soil on the NE 1/4, Section 28,T -9-N, R -66-W, 6th
P. M. according to the U.S.Soil Conservation Service soil survey
of Weld County is as follows:
Soil is the Platner loam as shown on map 25 of said soil
survey and is labeled number 54. Soil is deep and well
drained on slightly dissected plains and adjacent stream
terraces. It formed in calcareous loamy alluvium.
Typically, the surface layer is a grayish brown loam4 inches
thick.The subsoil is clay, clay loam, and silty clay loam 20
inches thick. The substratum to a depth of 60 inches or more
is calcareous fine sandy loam and sandy loam.
Permeability of the soil is slow.Available water capacity is
high. Effective rooting depth is 60 inches or more.Runoff is
slow, and the hazard of water erosion is slight. The hazard
of soil blowing is moderate.
Building site restrictions are rated as slight.
Recreational Development restrictions are rated as moderate
with dust being the most probable potential problem.
Construction Materials ratings for roadfill are good, for
sand & gravel are improbable, and for topsoil poor because
of small stones.
Engineering Indexfrom 0-4 inches deep AASHT0A-4 to A-6, from
4-24 inches deep AASHT0 A-7 to A-6, from 24-60 inchesdeep A-
2 to A-6. Plasticity index does not exceed 30 for the A-7
classification.
This soil class is suitable for the proposed use. There is more
information on this soil class but is unrelated to the proposed
use.
