SUBJECT: USR-1184; J.Frank and Marian Hobbs
The Weld County Public Works Department has reviewed this proposal; the following requirement is recommended
to be a part of any approval:
COMMENTS:
Access to the proposed property is from WCR 21 through an easement or private road and accesses several
parcels to the east. The access is private and not maintained by Weld County. From that easement, there is an
existing driveway lane that accesses the property to a large circle drive area.
The applicant is indicating a proposed accessory dwelling to be located in the northeast corner of the property. This
location appears to already have an existing septic system in place. Access could be gained from the existing
easement.
Storm water drainage does not appear to be a problem. The site is flat with pasture or wheat grass throughout the
facility.
REQUIREMENT:
The applicant is indicating that one to five people will utilize the site weekly and would probably drive pickups with
or without horse trailers. I am concerned that several people pulling horse trailers could be there at the same time,
therefore, the applicant needs to identify some additional parking to accommodate this situation.

Environmental Protection Services has reviewed this proposal; the following conditions are recommended
to be part of any approval:
I) The applicant shall remove, handle and stockpile manure from the livestock areas in a manner
that will prevent nuisance conditions. The manure piles shall not be allowed to exist or
deteriorate to a condition that facilitates excessive odors, flies, insect pests, or pollutant runoff.
2) All liquid and solid wastes shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
3) No permanent disposal of wastes shall be permitted at this site.
4) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
5) Fugitive dust shall be controlled on this site.
6) The maximum permissible noise level shall not exceed the residential limit of 55 db(A) as
measured according to 25-12-102, Colorado Revised Statutes.
7) An individual sewage disposal system, is required for the proposed facility. The applicant states
that(SP-9700231)will serve the proposed accessory dwelling. Employees shall use this system.
The septic system is required to be evaluated by a Colorado Registered Professional Engineer
according to the Weld County Individual Sewage Disposal Regulations.
8) Adequate toilet facilities shall be provided for the public and employees.
9) The facility shall utilize the existing public water supply.
10) If applicable, the applicant shall obtain a stormwater discharge permit from the Colorado
Department of Public Health & Environment, Water Quality Control Division.

With the assistance of the Natural Resources Conservation
Service we have reviewed the application for a Site Specific
Development Plan and Special Review Permit for J. Frank and
Marian Hobbs, Case # USR-1184, and have the following concerns :
SOIL LIMITATIONS

The only limitations for the proposed use will be for the
septic system. Construction of one will be severely limited
because of poor filter materials .
SOIL EROSION
************
All of the soils on this property are highly erosive . We
recommend that construction activities disturb as little of the
existing cover as possible to limit soil blowing. Areas
disturbed by construction activities need to be revegetated as
quickly as possible . The Natural Resources Conservation Service
at (303) 659-7004 can provide recommendations for seeding areas
disturbed by construction activities .
