SUMMARY OF THE WELD COUNTY PLANNING COMMISSION MEETING
Tuesday,June 4,1996
A regular meeting of the Weld County Planning Commission was held June 4,, 19 9,6, rn,the County
Commissioners' Hearing Room (Room#101), Weld County Centennial Building, 915-)10th-Street, Greeley,
Colorado. The meeting was called to order by Chairman, Richard Kimmel.

The summary of the last regular meeting of the Weld County Planning Commission held on May 21, 1996,
was approved as read.
The Chairman introduced Case USR-1118.
Gloria Dunn explained the applicant was not in,the audience and requested the Planning Commission
members change the agenda to hear Case USR-1118 second. Ron Sommer motioned Case USR-1118 be
placed second on the agenda. Zachary Allely seconded the motion. .
The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Ron
Sommer-yes; Cristie Nicklas-yes; Ann Garrison-yes; Marie Koolstra-yes; Zachary Allely-yes; Shirley
Camenisch-yes; Richard Kimmel-yes. Motion carried unanimously.
1. CASE NUMBER: USR-1119

REQUEST: Site Specific Development Plan and Special Review Permit for an Agricultural
Service establishment (Custom Farming) and two temporary mobile home
accessories to the farm
LEGAL DESCRIPTION: Part of the SW4 of NE4

LOCATION: 26587 Weld County Road 388.
Keith Schuett explained this is a Special Review Permit for an agricultural service establishment with the
applicant and family members. Mr. Schuett explained comments have been incorporated to reflect the Weld
County Health Department standards.

The applicant, Patrick Williams, explained this will be an agricultural based business consisting of custom
farming as the primary business. Mr.Williams explained he plans to move his son and son-in-law on site, to
efficiently run the business. Equipment will be parked on site and the applicant intends to place a privacy
fence to shield the view from the road, and surrounding property owners. Mr.Williams explained an additional
building will be build to be used as a shop for maintenance purposes.
The Chairman asked if there was anyone in the audience who wished to speak for or against this application.
No one wished to speak.
Zachary Allely moved Case Number USR-1119, Patrick Williams, be forwarded to the Board of County
Commissioners with the Planning Commission's recommendation for approval. Shirley Camenisch seconded
the motion.

2. CASE NUMBER: USR-1118
PLANNER: Gloria Dunn
APPLICANT: Trisha J. Moran
REQUEST: Site Specific Development Plan and Special Review Permit for a Commercial Use
(Traffic Control Business) in the A(Agricultural)zone district.
LEGAL DESCRIPTION: Lot A of RE-1128 in part of the
NE4 of Section 3, T5N, R65W of
the 6th P.M., Weld County,
Colorado
LOCATION: West of and adjacent to Weld County Road 45 and south of and adjacent to Weld
County Road 62.
Gloria Dunn explained this property is approximately 8.48 acres more or less. This site is located north and
west of the Greeley/Weld County Airport. The access to this property is Weld County Road 62 which is a
paved local road. Gloria Dunn explained the property contains a residence, garage and barn which are
located on the north area. A pasture and corrals are located on the south part of this property which is
proposed to stay in an agricultural use. The existing water supply is North Weld County Water District. The
applicants are proposing a septic system for the office and shop area.
Gloria Dunn stated this property is located within the Urban Growth Boundary of the City of Greeley and
Planned Unit Development zoning surrounds this property on two sides. The Greeley Planning Commission
recommends conditional approval of this application. Gloria Dunn stated the applicants will store equipment
in buildings on site. Staff feels this business will be compatible with surrounding land uses.
Gloria Dunn explained comments from referral agencies have been incorporated into the staff
recommendation. The applicant shall answer concerns of the Greeley Fire Department, and evidence from
the Federal Aviation Administration Form 7460-1 that the site has been approved for this use, prior to the
Board of County Commissioner hearing.
The Department of Planning Services' staff is recommending approval of this application with the Conditions
of Approval and Development Standards.
The applicant,Trisha J. Moran, explained they have a contract to purchase this property if the Special Review
Permit is approved. Ms. Moran explained this is a Traffic Control Business and they sub-contract with bidding

projects through the fax or by mail The applicants plan to live in the residence on site with offices to
be located in the basement. The applicants will construct two additional pole barns to the existing building
on site to be fully enclosed for store of equipment. Ms. Moran stated no retailing of equipment will be done.
Ms. Moran has contacted the Greeley Fire Department and their concerns were with the buildings. Ms. Moran
explained they will be able to address these concerns when construction takes place.
Richard Kimmel asked if the applicant was in agreement with the Conditions of Approval and the Development
Standards. Ms. Moran stated they were in agreement.
The Chairman asked if there was anyone in the audience who wished to speak for or against this application.
Robert Kerschen, surrounding property owner, expressed concerns if the Weld County Planning Department
projects additional commercial businesses to locate in this area. Gloria Dunn explained the City of Greeley
Industrial Zoning and Planned Use Development Zoning were located in this area and future development
could result in additional uses. Mr. Kerschen asked if the Weld County Planning Department was aware of
the City of Greeley annexing this area. Gloria Dunn stated the City of Greeley may provide services within
five years to this location, but when the area may be annexed is unknown.
Ann Garrison moved Case Number USR-1118, Trisha J. Moran, be forwarded to the Board of County
Commissioners with the Planning Commission's recommendation for approval. Ron Sommer seconded the
motion.
