I have reviewed the application for special use submitted on behalf of the Gregersons by William G. Crews. Since I will be unable to attend the hearing before the Weld County Planning Commission on June 17th, I am sending this letter to express my strong objections to the Gregerson application. Although I signed the petition at Mr. Crews' request for three temporary accessory dwelling units to be used for additional employee housing on the Gregerson property, I had no idea that the present use was not in compliance with the Weld County Zoning Resolution. Sec. 31.5.4 of the Resolution authorizes the maximum number of animal units as four per acre. The property is comprised of 280 acres. Therefore, according to my interpretation of the zoning resolution, 1,120 units are permitted on the Gregerson property. The total animal units as of February 1, 1997 are 3,592, more than three times the permitted use. The proposed use by special review is wholly inconsistent with the Zoning Resolution and the Weld County Comprehensive Plan. A 6,000 animal -unit dairy that is in close proximity to the municipalities of Frederick and Firestone that are in the process of annexing a great deal of property in the area does not make sense. Such an expansion is inconsistent with the residential and commercial development that is taking place in the area. The flies, insect pests, manure and lagoon problems associated with the extensive operation that has been proposed obviously presents significant problems. As I am sure you are aware, the Colorado Department of Transportation is in the beginning stages of construction of a major new interchange at the Del Camino exit. We are also sure that you are aware that this intersection is becoming more and more of a commercial area, with more commercial planned. A full seventy five acres of our acreage is zoned for modular residential homes. We cannot see how allowing for a livestock operation would do anything but cast a pall over the area and bring nothing but complaints from neighbors and businesses for years to come. I have received your correspondence regarding this matter dated April 14, 1997. I do not know whether or not I will be able to attend the Public Hearing before the Weld County Planning Commission at 1:30 P.M., on Tuesday, June 17, in Greeley. I would, however, like to go on record as objecting to the further enlargement of Mr. Gregerson's dairy operation. Back in the latter part of 1996, I had no objection to the issuance of a zoning permit for a temporary accessory dwellings unit to be used for add- itional employee housing and I indicated this when I signed a Tempo- rary Accessory Dwelling Unit Petition which was probably filed with Weld County officials. Mr. Gregerson's current request, however, appears to go far beyond a temporary accessory dwelling unit. Three office buildings and 29 accessory to the farm dwellings on top of what is already there almost creates a new, small town for Mr. Gregerson. The nature of Mr. Gregerson's operation with 6,000 dairy cows and associated lagoons, together with 29 more dwelling units creates a very unfavor- able atmosphere for the entire area and certainly would have an adverse affect on the value and desirability of the property I own along with many other properties in the area. This large scale business use of Mr. Gregerson's property goes far beyond the traditional family farm which I have always favored and found no objection with. This operation will, in fact, create nothing but an undesirable nuisance for the entire surrounding area. Thank you for the opportunity to be heard regarding this matter.
