HomeMy WebLinkAbout970928.tiffRESOLUTION RE: APPROVE RECOMMENDATION FROM ERIE AREA ROAD ADVISORY GROUP FOR INCREASE OF $2,210 FOR THE WELD COUNTY ROAD 8 ALIGNMENT STUDY WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, a recommendation from the Erie Area Road Advisory Group, requesting an increase of $2,210 for the Weld County Road 8 alignment study has been received by the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, with terms and conditions being as stated in said recommendation, and WHEREAS, after review, the Board deems it advisable to approve said recommendation, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the recommendation from the Erie Area Road Advisory Group, requesting an increase of $2,210 for the Weld County Road 8 alignment study, be, and hereby is, approved. Box 100 Erie, CO 80516 Dear Commissioners and Counsel Members: In accordance with the Intergovernmental Agreement regarding solid waste disposal sites between Weld County and the Town of Eric, the Eric Area Road Advisory Group met on February 5, 1997, to review revenue projections and potential projects. The members of the Road Advisory Group were: Leon Wurl, Erie Administrator: David Sell. Erie Public Works: Drew Scheltinea, Weld County Engineer; and Dean Dreher. Weld County Public Works. According to Claud Hanes, Weld County Controller, the balance in the trust fund is $45,112.45. Since the trust began collecting funds as of June 5. 1996. a budget of approximately of $100,000 for expenditures in 1997 is recommended. The following table of projects listed in priority order is recommended to the Commissioners and the Erie Town Counsel for approval. Priority Location Activity Cost 1. Based on the bids and revenue received into the Road Maintenance and Improvement Trust Fund through July of 1997, Priorities 3 or 4 could be taken off of this year's projects. Priority 2 will be performed by a consulting engineer under contract with the Town of Erie. I request that the Commissioners and the Town Counsel approve the projects recommended by the Erie Area Road Advisory Group. Weld County Public Works WCR 8,6, and 7 files m:wpfile.5dr wlhje.wm BOARD OF COUNTY COMMISSIONERS REVIEW/ WORK SESSION REQUEST RE: Recommendation from Erie Area Road Advisory Group DEPARTMENT: PUBLIC WORKS DATE: April 15, 1997 PERSON REQUESTING: Drew Brief description of the problem/issue: In June of 1996, Weld County and the Town of Erie entered into an Agreement to share funds generated from the Erie Area Solid Waste Disposal Sites. 1997 will be the first year that we fund projects under that Agreement. Each year, the "Erie Area Road Advisory Group" is to recommend a list of projects to the County Commissioners and the Erie Town Council for their approval. Attached is a letter from Leon Wurl and I recommending four projects for 1997. On March 13, 1997, The Erie Town Council approved the recommendation. Priority No. 2 in the recommendation was for an alignment study to connect WCR 8 to WCR 1 at Isabell Road. The cost of the study was estimated to be $18,000. On April 1, 1997, the consulting firm of Felsburg, Holt & Ullevig submitted a final proposal to the Town of Erie for $20,210. The increase of $2,210 should be acknowledged in the Commissioners' approval of the 1997 recommendations. What options exist for the Board? (Include consequences, impacts, costs, etc. of options) 1. Approval recommended projects including the $2,210 increase for the WCR 8 alignment study. 2. Reject recommendations. Recommendation to the Board: I recommend approval of the 1997 projects listed in the letter, along with the $2,210 increase for the WCR 8 alignment study. Our chip seal projects are constructed in July and August. After the bids are received, I will check the fund balance with Claud Hanes and make adjustments to stay within the fund.
