WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular
session in full conformity with the laws of the State of Colorado at the regular
place of meeting in the Weld County Centennial Center, Greeley, Colorado,
April 10, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Constance L. Harbert, Chair
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Webster moved to approve the minutes of the Board of County
Commissioners meeting of April 15, 1998, as printed. Commissioner Hall
seconded the motion, and it carried unanimously.
CERTIFICATION
OF HEARINGS: Commissioner Baxter moved to approve the Certification of Hearings conducted
on April 14, 1998, as follows: 1) Violation Hearings; and Hearing conducted on
April 15, 1998, as follows: 1) A Site Specific Development Plan and Final Plat
for a five (5) lot Minor Subdivision - Hillcrest Estates Subdivision, Francis.
ADDITIONS TO
AGENDA: The following was added under Bids: 1) Present Public Health and Planning
Building Bid - Finance Department
CONSENT AGENDA: Commissioner Hall moved to approve the consent agenda as printed.
Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
PROCLAMATIONS: NATIONAL CRIME VICTIMS' RIGHTS WEEK - APRIL 19-25, 1998: Chair
Harbert read the proclamation declaring April 19-25, 1998, as National Crime
Victims' Rights Week. Al Dominguez, District Attorney, was present to receive
said proclamation.

NATIONAL COUNTY GOVERNMENT WEEK - APRIL 19-25, 1998: Chair
Harbert read said proclamation declaring April 19-25, 1998, as National County
Government Week.
PUBLIC INPUT: There was no public input.
WARRANTS: Donald Warden, Director of Finance and Administration, presented the following
warrants for approval by the Board:
All Funds $617,674.47
Electronic Transfers -All Funds $1,109.71
Commissioner Webster moved to approve the warrants as presented by Mr.
Warden. Commissioner Kirkmeyer seconded the motion, which carried
unanimously.
BIDS: PRESENT PUBLIC HEALTH AND PLANNING BUILDING BID - FINANCE
DEPARTMENT: Mr. Warden presented the seven bids received and stated the
low bid is within the budgeted amount. Said bids will be considered for approval
April 20, 1998.
BUSINESS:
NEW: CONSIDER PETITION FOR ABATEMENT OR REFUND OR TAXES AND
AUTHORIZE CHAIR TO SIGN - PHIL AND MARYANNE PENNOCK:
Commissioner Hall moved to approve said petition and authorize the Chair to
sign. Seconded by Commissioner Webster, the motion carried unanimously.
CONSIDER PETITION FOR ABATEMENT OR REFUND OR TAXES AND
AUTHORIZE CHAIR TO SIGN - GARY AND PATSY AUTRY: Commissioner
Webster moved to approve said petition and authorize the Chair to sign.
Seconded by Commissioner Hall, the motion carried unanimously.
CONSIDER CHANGE ORDER LETTER #1 FOR SINGLE ENTRY POINT
CONTRACT AND AUTHORIZE CHAIR TO SIGN: Walt Speckman, Director of
Human Services, stated the maximum amount to be received for the fiscal year
1997-1998 will be $294,668. Commissioner Baxter moved to approve said
change order and authorize the Chair to sign. Seconded by Commissioner
Kirkmeyer, the motion carried unanimously.
CONSIDER PROGRAM YEAR 1998-1999 COMBINED PLAN FOR
EMPLOYMENT SERVICES AND AUTHORIZE CHAIR TO SIGN: Mr.
Speckman stated the Combined Plan explains the different services and
amounts provided by the various programs. Commissioner Webster moved to
approve said plan and authorize the Chair to sign. Seconded by Commissioner
Kirkmeyer, the motion carried unanimously.

CONSIDER AUTHORIZATION FOR WELD COUNTY TREASURER TO
CANCEL CERTAIN PERSONAL PROPERTY TAXES: Bruce Barker, County
Attorney, indicated neither the Weld County Treasurer nor Central Services has
been able to collect the accounts listed; therefore, the Treasurer requests the
taxes be cancelled. Commissioner Kirkmeyer moved to authorize said
cancellation. Seconded by Commissioner Hall, the motion carried unanimously.
CONSIDER ESTABLISHING PRECINCTS AND POLLING PLACES FOR THE
1998 PRIMARY AND GENERAL ELECTIONS: Mr. Barker stated according to
state statutes, the Clerk and Recorder must establish precincts and polling
places for Primary and General Elections. Commissioners Baxter moved to
approve said precincts and polling places for 1998 elections. Seconded by
Commissioner Hall, the motion carried unanimously.
CONSIDER VALE GRANT APPLICATION FOR VICTIM WITNESS
PROGRAM: Nancy Haffner, District Attorney's representative, stated monies
received from this grant will allow the existing Community Service Technician
I to be upgraded to a full-time position. Commissioner Kirkmeyer moved to
approve said application. Seconded by Commissioner Baxter, the motion
carried unanimously.
CONSIDER INSTALLATION OF TRAFFIC CONTROL DEVICES AT CAMPO
ROAD AND 54TH STREET ROAD: Drew Scheltinga, County Engineer, stated
it is standard procedure to post a Stop Sign at the entrance of a Subdivision.
He requested a Stop Sign be placed at the intersection of Campo Road and
54th Street Road for traffic exiting Dos Rios Subdivision. Commissioner
Webster moved to approve said installation. Seconded by Commissioner
Kirkmeyer, the motion carried unanimously.
CONSIDER INSTALLATION OF TRAFFIC CONTROL DEVICES AT WELD
COUNTY ROADS 35 AND 12: Mr. Scheltinga stated the main flow of traffic is
on Weld County Road 12 west of Weld County Road 35 and on Weld County
Road 35 north of Weld County Road 12; he added Buffalo Ridge Subdivision is
planned to be located to the south of Weld County Road 12. Mr. Scheltinga
requested a Stop Sign be posted at the intersection coming from the
construction area of Buffalo Ridge. Commissioner Kirkmeyer moved to approve
said installation. Seconded by Commissioner Hall, the motion carried
unanimously.
CONSIDER INSTALLATION OF TRAFFIC CONTROL DEVICES AT WELD
COUNTY ROAD 3.5 AND STATE HIGHWAY 119: Mr. Scheltinga stated
complaints have been received concerning residents of Longview Subdivision
parking along the side of Weld County Road 3.5 and accessing their homes
from outside the subdivision. Mr. Scheltinga requested "No Parking" signs be
posted along Weld County Road 3.5 at Longview Subdivision. Commissioner
Kirkmeyer moved to approve said installation. Seconded by Commissioner Hall,
the motion carried unanimously.

RESOLUTIONS AND
ORDINANCES: The resolutions were presented and signed as listed on the consent agenda.
No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:20 a.m.
