Dear Mayor Martinez:
The Board of Weld County Commissioners has received complaints from property owners
along Weld County Road (WCR) 17 south of the newly constructed Stormwater retention
pond for the Johnstown Center development. The property owners point out that during
the summer there is a constant flow of water from the retention pond that did not exist prior
to the development. Also, the discharge from the retention pond has a far greater capacity
than the culverts and ditches on the west side of WCR 17.
It has been indicated to our staff that the developer is willing to improve the ditch and
enlarge the culverts on the west side of WCR 17; however, the natural drainage pattern
of the area is to the southeast toward the Little Thompson River. Directing discharge from
the retention pond south along WCR 17 is contrary to the natural drainage and puts the
problem of dealing with all the drainage from the Johnstown Center into the west borrow
ditch on WCR 17.
The Board of Weld County Commissioners request the Town of Johnstown require the
developer to pipe the discharge from the retention pond under WCR 17 and provide a
drainage facility that will carry the runoff southeast to the Little Thompson River. It is our
understanding those improvements would be in conformance with Johnstown 1975 Master
Drainage Plan.
