MAR 1 1 1997 A Signature: Owner or Authorized Agent 971264 USE BY SPECIAL REVIEW INFORMATION (Russ and Bonnie Heppner) This proposed private airport is consistent with the Weld County Comprehensive Plan and the Weld County Zoning Ordinance. The airport will be a grass runway with the remainder of property in farm production (alfalfa).The location and the type of the proposed use will not interfer with agricultural production. The Weld County Zoning Ordinance identifies this use as a use allowed by special review. The airport is for private use with facility for shelter, supplies, and repair of my airplane. Under this use in the Zoning Ordinance, it includes building structures or other improvements necessary and convenient in the establishment and operation of a private airport. The surrounding area is agricultural in nature with farm production and very few residential and urban uses which makes this proposal compatible. The future land uses of this area as indicated in the Weld County Comprehensive Plan is to remain agricultural in nature with low density type uses without the infringement of urban type uses that are more compatible adjacent to existing municipalities. The area is not located in the flood hazard, geologic hazard, or the airport overlay districts as identified by Weld County. FAA requirements will be adhered too. No employees or animals will be associated with this use. Animals would not be compatible with landing or taking off of aircraft. I plan on constructing a hanger for housing, maintenance, repair and possible restoration of aircraft. The only vehicles using the site will be passenger vehicles, farm equipment, and aircraft. Water will be provided by North Weld County Water district and sewer will be provided by on site septic. Trash will be removed as necessary by the local trash company hauler and there will be no permanent disposal of waste on site. The area will be seeded with native grasses requiring low moisture and maintenance suitable for a private use runway. Since the area will not be impervious, historic storm water runoff will not be affected.
