Gill Community Group c/o Geneva Hernandez P. O. Box 114 Gill, Colorado 80624 Weld County Commissioners Greeley, Colorado 80631 To the Weld County Commissioners: After much study, careful consideration, and years of experience, the residents and property owners of Gill have concluded that our major problem is the need for good surface water drainage. On many occasions in the past several years numerous Gill residents have experienced flooding after a two or three inch rain or rains over a period of a couple weeks. The large ditch on the east side of Gill is not effective during times of large quantities of run-off. Once the water floods into town we have no way for it to drain away under the current conditions. The resulting standing water creates several problems. It is a health hazard in that it creates many mosquito breeding places which could be prevented. It allows the condition of especially our gravelled streets to deteriorate rapidly. And it causes a variety of problems for residents who find themselves with water standing in their yards for extended periods of time. Together we have made many efforts in the past year to improve our community. The attached petition has been signed by 63 Gill residents as well as 10 leaders and members of the Jerusalem Temple Church in Gill. These signatures represent 64 properties in Gill. The signatures indicate the support of 80 % of the property owners and/or tenants in Gill for this project. We would sincerely appreciate assistance from Weld County to create a system of ditches and culverts by which the excess water could be drained away. Thank you very much for your consideration of this matter. Sincerely, Gill Community Group Gill, Colorado Please refer any correspondence regarding this issue to the above address. f&%t I/ct- 2/// /9 PETITION TO THE WELD COUNTY COMMISSIONERS We, the undersigned residents and property owners of the community of Gill, Colorado, do hereby petition the Weld County Commissioners to assist us in reducing the problems of surface water drainage by establishing drain ditches and installing culverts where needed. As residents and property owners we agree to the following terms: 1. The property owners will pay for the cost of the culverts installed where they are needed for driveways and parking areas that would affect the function of the drainage ditches surrounding the property. 2. If there are any obstacles in the area the drain ditch is to be located in, the residents or property owners agree to remove said obstacles (such as bushes, trees, fences, sheds, etc,) or give the county permission to remove such obstacles. 3. We agree to maintain the ditches by keeping them free of debris and prevent them from filling in again.
