The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at the Ault Town Hall, Ault, CO.
ROLL CALL: The meeting was called to order by President Pam Malcom. Vice
President Judy Curtis, Councilman Ralph Campbell, Councilman Dan Oster, and
Councilman Al Roberts were present, constituting a quorum of the members. Also
present: Fred Hoover, Joe Sellers, Karen Spink, Robin Newbrey, Linda Carlson,
Douglas Henry, and Charles Hoff.
APPROVAL OF MINUTES: Councilman Al Roberts made a motion to approve the
August 19, 1997 meeting minutes. Vice President Judy Curtis seconded the motion and
it was approved unanimously.
GUEST SPEAKER: President Pam Malcom introduced the following speakers from the
Weld County Health Department: Karen Spink, Robin Newbrey, and Linda Carlson.
Karen Spink talked about several aspects of the Weld County's Health Promotion
Program. The Health Promotions Program provides information and referrals for health
education issues in Weld County. An important emphasis of the Health Promotion
Program recently has been to go into local communities to do community assessments.
This is an opportunity to work with the communities. The program enables the
community to identify its health needs, and then the Health Department can help the
community develop programs to meet those needs.
Ms. Spink said the Health Promotion Program is implementing the APEX Project which
includes an evaluation of the Health Department's ability to provide services. The
community process aspect of the APEX Project will utilize eight persons nominated by
the Board of County Commissioners to determine the health needs of all of Weld
County. This committee will help determine how Weld County's health services should
be utilized.
Linda Carlson spoke about the Community Health Nursing Program offered by Weld
County. She gave an overview of each of the Nursing Program's three service areas:
children's services, communicable diseases, and family planning/maternity. Ms.
Carlson also answered questions regarding program funding, problems of the medical
indigent, and who qualifies for assistance from the Community Health Nursing Program.

Robin Newbrey talked about Weld County's Environmental Protection Services. Ms.
Newbrey reviewed the eleven programs offered by Environmental Protection Services.
She answered questions regarding the testing for contamination of water wells, controls
and trends in waste management, lead poisoning issues, and discharge water testing
required of municipalities.
ADDITIONS TO THE AGENDA: President Malcom noted that there was a request for
postage reimbursement.
APPOINTMENTS: President Pam Malcom reviewed the appointments listed on the
agenda.
CORRESPONDENCE: The Council reviewed the correspondence.
COORDINATOR REPORTS:
Mortgage of An Indenture of Trust
Councilman Ralph Campbell said that he had requested and received from Don
Warden a copy of the instrument of indebtedness of the certificates of participation.
(The certificates of participation are part of the Council's ongoing review of the Weld
County Finance Corporation.) Mr. Warden supplied Councilman Campbell with the
sixty -page copy of the mortgage of an indenture of trust for the certificates of
participation. Councilman Campbell explained that the document was available for
review by any citizen in the same way Council members could examine public
information. The Council asked Councilman Roberts to report to the Council at the
October meeting his findings about this document.
Weld County Health Employees Conflict -of -Interest Letter
Councilman Judy Curtis reported that she had gathered more information about the
conflict -of -interest letter regarding Weld County Health Department employees. She
said that Trevor Jiricek who sent the letter to the Council is a Program Supervisor. Jeff
Stoll is the Director of Environmental Services and Laurie Exby is an Environmental
Specialist.
Blind Intersections on County Roads
Councilman Dan Oster reviewed the problem of weeds and crops creating blind
intersections on County roads in the summer. He asked for suggestions about this
problem and there was discussion. Councilman Ralph Campbell asked Councilman

Oster to research the Council facilitating a "focus group" on this problem. Suggested
participants included farmers, County Commissioners, and representatives from Weld
County Road and Bridge Department.
UNFINISHED BUSINESS:
Conflict of Interest Resolution
Councilman Ralph Campbell made a motion that there is no conflict of interest with
Weld County Health employees, Trevor Jiricek, Jeff Stoll, and Laurie Exby, negotiating
a private contract to provide odor complaint investigation services to the City of
Greeley. This decision is made provided that their contract with the City of Greeley is
based on a flat monthly fee. President Pam Malcom suggested that a specific Colorado
State Statute be included in the motion. Vice President Judy Curtis seconded the
motion. The motion carried unanimously. Vice President Judy Curtis will contact Mr.
Jiricek with the results of the Council's review of this issue.
NEW BUSINESS:
Concerns Regarding Paunch Disposal
Vice President Judy Curtis reported Monfort is disposing paunch on acreage in the
Briggsdale area. The residents are concerned about the stench and the unsanitary
conditions. She reported that the Weld County Health Department has no regulations
about this problem. The Health Department can only deal with fly and odor complaints.
Possible avenues to go to for help with the problem were discussed.
Payment of the Bills
Councilman Ralph Campbell made a motion to pay the following bills:
Subscription to Ft. Lupton Press $ 29.00
Mileage for Vice President Judy Curtis $ 12.42
Mileage President Pam Malcom $ 8.10
Mileage for Councilman Dan Oster $ 15.12
Postage Reimbursement for Bev Thomas $ 13.06
Council Meals -President Malcom $ 101.21
Councilman Dan Oster seconded the motion and it carried unanimously.
Report on Council's 1998 Budget Request
Council members Al Roberts and Dan Oster reported on the early -warning budget
hearing for the Weld County Council with the Commissioners. Councilman Oster stated

that the Commissioners were not willing to give the Council the requested increase in
funding for professional services. Councilman Roberts said that both Don Warden and
the Commissioners reiterated that if the Council was going to do a performance audit
the Commissioners would have to come up with the money to fund it.
Secretarial Research Requests
Councilman Dan Oster made a motion that the Council no longer provide coffee at its
Council meetings in the Weld County Centennial Center. Councilman Al Roberts
seconded the motion and it carried unanimously.

REPORT TO THE PEOPLE
October 21, 1997
The Weld County Council is mandated by the Home Rule Charter of Weld County,
Colorado, to report to the people the events that have shaped the previous quarter. This report
summarizes the activities of the Weld County Council during the third quarter of the calendar year
1997.
July 4, 1997
The Weld County Council participated in Greeley's Stampede Parade riding together in a 1932
Ford street rod loaned to the Council by Kennie Andersen.
July 15, 1997
Councilman Dan Oster represented the Weld County Council by participating in KFKA's Coffee
Break program at 9:00 a.m.
July 15, 1997
Weld County Council Meeting at Weld County's Centennial Center
Councilman Oster reported his research into the matter of municipalities annexing Weld County
roads.
Councilman Roberts said that after consultation with County Attorney Bruce Barker it was
determined that the use of "Council" was a typographical error in the Board of County
Commissioners' Ordinance 196.

Weld County Council Meeting at Mead Town Hall
Guest speakers at the Weld County Council's meeting were: Weld County Commissioner Connie
Harbert, Weld County Planner Todd Hodges, and Weld County's Zoning Compliance Officer Julie
Chester. Commissioner Harbert shared about growth in Weld County and the Weld County
Comprehensive Plan. Mr. Hodges outlined the land use cases handled by the county's Planning
Department including subdivisions and special use permits. Julie Chester spoke about her job
description of enforcing Weld County zoning ordinances. She explained the procedure she
follows for each violation. The guest speakers answered questions asked by the Council
members and County residents.
The Council voted unanimously to ask the the Weld County Commissioners to send notice to the
Weld County Council of any ordinances or resolutions that involve bonds, certificates of
participation, other clients' monies, or any other financial vehicles that have the appearance of
indebtedness to Weld County.
Mrs. Sharon Hopper requested the Council consider putting out a newsletter to inform the people
of Weld County of Weld County's activities even if citizens had to pay to subscribe to the
newsletter. She also requested a copy of the trust document that allows a bank to do financing for
Weld County. Council members encouraged Mrs. Hopper to request what she wanted directly
from Mr. Warden.
Virginia Shaw expressed her concern that there was no representation from south west Weld
County on the Weld County Planning Commission.

guest speakers at the Weld County Council meeting. Karen Spink talked about the Health

by Weld County. Robin Newbrey talked about Weld County's Environmental Protection Services.

The Council voted unanimously that there is no conflict of interest with Weld County Health
employees, Trevor Jiricek, Jeff Stoll, and Laurie Exby, negotiating a private contract to provide

Council members discussed the problems of Monfort paunch disposal on acreage in the
Briggsdale area and blind intersections on County roads created by weeds and crops in the
summer.
During the third quarter of 1997, Council members have researched answers to questions and concerns
brought to their attention by citizens of Weld County. In that process Council members have talked
periodically with the Commissioners and various Elected Officials and Department Heads.
This report is not meant to be an exclusive enumeration of the activities entered into by the Council. It is,
however, an attempt to communicate with the voters regarding its activities. The County Council believes
that the Weld County Home Rule Charter continues to be a viable tool for the citizens of Weld County.
