HomeMy WebLinkAbout960122.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 31, 1996 TAPE #96-03 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, January 31, 1996, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara J. Kirkmeyer, Chair Commissioner George E. Baxter, Pro-Tem Commissioner Dale K. Hall Commissioner Constance L. Harbert Commissioner W. H. Webster Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Shelly Miller Finance and Administration Director, Don Warden MINUTES: Commissioner Hall moved to approve the minutes of the Board of County Commissioners meeting of January 29, 1996, as printed. Commissioner Baxter seconded the motion, and it carried unanimously. ADDITIONS: There were no additions to the agenda. CONSENT AGENDA: Commissioner Harbert moved to approve the consent agenda as printed. Commissioner Webster seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was offered. WARRANTS: Don Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $ 43,426.10 Electronic Transfer. Payroll Fund $1,497,513.12 Commissioner Webster moved to approve the warrants as presented by Mr. Warden. Commissioner Baxter seconded the motion, which carried unanimously. 960122 BC0016 BIDS: PRESENT EARTHWORK FOR WELD BUSINESS PARK - PUBLIC WORKS DEPARTMENT: Pat Persichino, General Services Director, read the names of the bidders into the record and stated said bid will be considered for approval on Wednesday, February 14, 1996. PRESENT AND APPROVE CONCRETE SLOPE PAVING ON WELD COUNTY ROAD 19 - PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending emergency approval of the low bid from Alvin's Ditchline Company for $11,981.50. Responding to questions from the Board, Dave Becker, Operations Manager for Public Works, stated he does not know why there is such a large difference among the bid amounts. He explained Alvin's is a new company but is bonded; therefore, the work should be good. Commissioner Harbert moved to approve said recommendation, and Commissioner Hall seconded the motion, which carried unanimously. APPROVE BELLY DUMP TRACTOR DOUBLE HOPPER TRAILER - PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Maxey Truck and Trailer for one unit in the amount of $22,381.00. Commissioner Hall moved to approve said recommendation, and Commissioner Webster seconded the motion, which carried unanimously. APPROVE TANDEM DUMP TRUCKS WITH FIFTH-WHEELJWET KIT - PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Mountain State Ford Truck Sales, Inc., with Options#3 and #5 included on one truck in the amount of$65,667.59, and two trucks with no options included in the amount of$126,639.18, for a total of$192,306.77. Commissioner Baxter moved to approve said recommendation, and Commissioner Webster seconded the motion, which carried unanimously. APPROVE TANDEM DUMP TRUCKS WITH SNOW PLOWS- PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Mountain State Ford Truck Sales, Inc., for two units at$70,372.65 each, with one Option #1 and two Option #4, for a total amount of$154,097.30. Commissioner Webster moved to approve said recommendation, and Commissioner Baxter seconded the motion, which carried unanimously. APPROVE THREE-TON TRUCK(SINGLE AXLE DUMP TRUCK WITH OPTIONS OF SNOW PLOW AND CINDER SPREADER) - PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Mountain State Ford Truck Sales, Inc., for two units at $41,937.00 each, with two snow plows and one cinder spreader, including two Option #1 and #3 and one Option #2 and #4, for a total amount of $100,106.00. Commissioner Webster moved to approve said recommendation, and Commissioner Hall seconded the motion, which carried unanimously. Minutes, January 31, 1996 960122 Page 2 BC0016 APPROVE SLIP-IN SPREADER FOR SINGLE AXLE TRUCK- PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Frontier Truck Equipment and Parts Company for one unit in the amount of $5,269.00. Commissioner Hall moved to approve said recommendation, and Commissioner Harbert seconded the motion, which carried unanimously. APPROVE SLIP-IN SPREADER FOR TANDEM TRUCK - PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Frontier Truck Equipment and Parts Company for one unit in the amount of$6,498.00. Commissioner Webster moved to approve said recommendation, and Commissioner Baxter seconded the motion, which carried unanimously. APPROVE SELF PROPELLED 100' STACKER WITH 36" WIDTH BELT - PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Faris Machinery Company for one unit, including Option #2, for a total amount of $65,755.00. Commissioner Harbert moved to approve said recommendation, and Commissioner Hall seconded the motion, which carried unanimously. APPROVE 350 KW GENERATOR SET - PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the bid from Wagner Equipment Company for two units totalling $76,652.00 after trade-ins. Commissioner Webster moved to approve said recommendation, and Commissioner Baxter seconded the motion, which carried unanimously. APPROVE 20' TOW-TYPE TRAILER - PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Macdonald Equipment Company for one unit in the amount of $6,109.00. Commissioner Hall moved to approve said recommendation, and Commissioner Harbert seconded the motion, which carried unanimously. APPROVE ALL PURPOSE TRACTOR - PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Uniwest Equipment for one 1996 955 4WD, including Options #1 through #4, for a total amount of$ 18,349.00. Commissioner Hall moved to approve said recommendation, and Commissioner Baxter seconded the motion, which carried unanimously. APPROVE HALF-TON TWO-WHEEL-DRIVE PICKUP WITH EXTENDED CAB - PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Greeley Dodge, Inc., for one unit, including Option #1, for a total amount of $15,846.65. Commissioner Harbert moved to approve said recommendation, and Commissioner Webster seconded the motion, which carried unanimously. Commissioner Baxter moved to approve said recommendation, and Commissioner Hall seconded the motion, which carried unanimously. APPROVE HALF-TON FOUR-WHEEL-DRIVE PICKUP - PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Greeley Dodge, Inc., for three units, two for Public Works and one for Pest and Weed, at $16,314.55 each, including one Option #1 for a total of$49,033.65. Commissioner Hall moved to approve said recommendation, and Commissioner Webster seconded the motion, which carried unanimously. APPROVE ONE-TON TRUCK WITH UTILITY BOX - PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Weld County Garage, Inc., for one unit, including Option#1, for a total amount of$25,118.00. Commissioner Baxter moved to approve said recommendation, and Commissioner Hall seconded the motion, which carried unanimously. APPROVE THREE-QUARTER-TON PICKUP- PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Heritage Ford for one unit, including Option #1, for a total amount of $16,287.00. Commissioner Hall moved to approve said recommendation, and Commissioner Harbert seconded the motion, which carried unanimously. APPROVE ONE-TON TRUCK CAB AND CHASSIS - PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Weld County Garage for one unit, including Option #1, for a total amount of$21,268.00. Commissioner Webster moved to approve said recommendation, and Commissioner Baxter seconded the motion, which carried unanimously. APPROVE ONE-TON DUMP TRUCK- PUBLIC WORKS DEPARTMENT: Mr. Persichino stated the Public Works Department is recommending acceptance of the low bid from Weld County Garage for one unit, including Options #1 and #2, for a total amount of$24,824.00. Commissioner Baxter moved to approve said recommendation, and Commissioner Hall seconded the motion, which carried unanimously. APPROVE FOUR-DOOR FOUR-WHEEL-DRIVE VEHICLE - SHERIFF'S DEPARTMENT: Mr. Persichino stated the Sheriffs Office is recommending acceptance of the low bid from Dellenbach Chevrolet for two units at $22,375.00 each. Commissioner Harbert moved to approve said recommendation, and Commissioner Webster seconded the motion, which carried unanimously. Minutes, January 31, 1996 960122 Page 4 BC0016 APPROVE HALF-TON COMPACT PICKUP - BUILDING INSPECTION DEPARTMENT: Mr. Persichino recommended acceptance of the low bid from Heritage Ford for one unit, including Option #4, in the total amount of$9,770.00. Commissioner Hall moved to approve said recommendation, and Commissioner Baxter seconded the motion, which carried unanimously. APPROVE MID-SIZED FOUR-WHEEL-DRIVE EXTENDED CAB PICKUP - BUILDINGS AND GROUNDS DEPARTMENT: Mr. Persichino recommended acceptance of the low bid from Lakewood Ford, Inc., for one unit, including Option #1, in the total amount of $16,330.00. Commissioner Hall moved to approve said recommendation, and Commissioner Webster seconded the motion, which carried unanimously. APPROVE COMPACT VEHICLE- BUILDING INSPECTION DEPARTMENT: Mr. Persichino recommended acceptance of the low bid from Greeley Dodge, Inc., for one unit, including Option #2, in the total amount of $11,790.50. Commissioner Hall moved to approve said recommendation, and Commissioner Baxter seconded the motion, which carried unanimously. PLANNING: CONSIDER RE #1833 - MOODY (CONT. FROM 01/10/96): Gloria Dunn, Planning Department, stated the applicants are again requesting a continuance. She explained J. Moody, applicant; Bruce Johnson, applicant's representative; Bruce Barker, County Attomey, and she have discussed various options available for subdividing the subject property. After further discussion, Commissioner Hall moved to continue RE#1833 to February 7, 1996, at 9:00 a.m. Commissioner Baxter seconded the motion, which carried unanimously. Note the following action for modified action taken. Let the record reflect this meeting was adjourned at 9:20 a.m., and reconvened at 9:25 a.m. following the Social Services Board Meeting. Upon reconvening, Ms. Dunn clarified the request was to continue this matter for two weeks, to February 14, 1996, at 9:00 a.m. After discussion among staff, the Board, and Mr. Johnson, Commissioner Hall moved to modify his motion to continue RE#1833 to February 14, 1996, at 9:00 a.m. Commissioner Baxter agreed, and the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. There were no ordinances. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
