Explain, in detail, the proposed use of the property. • Response: The proposed use of the property, consisting of (10) acres will be utilized for composting manure from dairy and feed yard facilities in Weld County. The material will have a quick turn around timetable. 2. How is this proposal consistent with the intent of the Weld County Comprehensive plan? • a. Response: This proposal is consistent with the Weld County Comprehensive Plan's Mineral Resource Goals and Policies, and the Urban Growth Boundary Area Goals and Policies. The Comprehensive Plan encourages, agricultural activities, and applications. The plan utilizes land resources for use in controlled composting consistent with the Weld County Comprehensive Plan. • b. The proposal is consistent with the intent of the Agricultural Zone District. ♦ c. The proposed use will be compatible with the surrounding land uses primarily include agricultural production and other agricultural uses. • d. The proposed use will be compatible with the future development of the surrounding area. The existing zoning and with the future development as projected by the City of Fort Lupton. 3. How is this proposal consistent with the intent of the Weld County Zoning Ordinance and the zone district in which it is located? • Response: The proposal is consistent with the intent of the Agricultural Zone District of Weld County. It enhances the use of agricultural products to be recycled for use building soils for crop production. 981536 USE BY SPECIAL REVIEW QUESTIONNAIRE/RESPONSE page 2 4. What type of uses surround the site? How is the proposed use consistent and compatible wit the surrounding land uses? • Response: The surrounding land uses which primarily include agricultural production and other agricultural uses. The site is compatible to the surrounding area and is consistent to the Weld County Comprehensive Plan. 5. Describe, in detail, the following: a. How many people will use this site? • Response: Two (2) people will maintain this site. They will operate the vehicles on site, and will haul the materials both to and from the site from different parts of the area. b. How many employees are proposed to be employed at this site? • Response: Two (2) people will be employed at the (10) acre composting site. They will work hours from approximately 8:00A.M. until 5:00 P.M., during composting calendar months. The agricultural period will also vary. c. What are the hours of operation? Response: The composting site will be operated approximately 8:00A.M. until 5:00P.M. Monday- Friday. d. What type and how many structures will be erected (built) on this site? Response: At the present time we will not erect any structures. In the future we plan to build a shop for the repair and storage on minimal equipment. e. What type and how many animals, if any, will be on this site? Response: At the present time we do not have plans for farm animals to be maintained on this site. In the future, and on other portions of our agricultural land, adjoining the composting site we will have some animals in the future. f. What kind (type, size, weight) of vehicles will access this site and how often? Response: One(1) semi tractor trailer(weight depending on the composting material, partially dry, or wet) three (3) days per week. 981536 USE BY SPECIAL REVIEW QUESTIONNAIRE/RESPONSE page 3 g. Who will provide fire protection to the site? Response: Fort Lupton Fire Department. The Fire Department is located approximately three (3) miles from the proposed composting site. h. What is the water source on the property? (Both domestic and irrigation). Response: Water on the property is supplied by an existing well. This well can provide five (5) acre feet of water per year. The 1,500,000 gallons is sufficient for the entire 160 acres of ground. However in the projected water usage for the primary composting site, only a small portion of this total will be necessary in order to complete the composting cycle. In the future the existing well may be up graded to provide domestic water in addition to the agricultural and proposed composting site. What is the sewage disposal system on the property? (existing and proposed). Response: At this time the proposed composting site will not have a septic system. However Future plans for a family residence on additional portion of the property will necessitate a proper sewage system, constant with the Weld County Comprehensive plan and the Weld County Health Department. j. If storage or warehousing is proposed, what type of items will be stored? Response: The proposed composting site will not initially have a storage building. The only equipment on the site will be a front end loader one (1) compost machine and a semi tractor trailer(3) times per week. 6. Explain the proposed landscaping for this site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. Response: We will maintain a top cover of agricultural commodity of wheat, rye and grasses. The land as it serves the agricultural purposes that we so pride will maintain erosion protection. At the proposed composting site we will maintain the surface for esthetic purposes, and have only the ground water monitoring units as was required by the Weld County and Colorado Departments of Health. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. 981536 USE BY SPECIAL REVIEW QUESTIONNAIRE/RESPONSE page 4 Response: In the event that receipt, processing or sales of the compost materials ceases fora period of more that one(1)year, a notice in writing will be directed to Weld County. All of the composting materials and those that are composted including any berm's will be removed within 180 days of the notice termination to be approved as submitted and agreed to be Weld County. The soil berms and access roads will be graded to conform to the existing topography. In this case, the exact composting pad and adjacent area of the ten (10) acres will be transformed back into agricultural production. The monitoring wells will be properly abandoned according to the regulations of the office of the County and State Health Departments. Finally all disturbed area will be seeded and mulched in accordance with the recommendations of the Soil Conservation Service. 8. Explain how the storm water drainage will be handled on the site. Response: The compost site consists of ten(10)acres and the east boundary is approximately 300 feet west of Weld County Road 35. The site generally slopes from west to east and south to north. The ground slopes at approximately two to three percent. The site consists of pasture ground cover with native grasses. There is a ridge drainage divide approximately 400 feet from the south boundary of the compost site which divides the compost site into two drainage basins. The existing 10 acre site has two existing retention ponds. The ponds are located at the northwest and south west corners of the site. The existing retention ponds intercept off-site stormwater runoff from the areas west and north of the site. Two retention ponds are proposed for the compost site. These ponds will be located in the northeast and southeast corners of the site. The ponds are sized to intercept all of the stormwater runoff from the site for a 24 hour, 25 year reoccurrence interval storm. The offsite stormwater runoff will be directed around the compost site with a berm and a drainage swale on the west side of the site. A berm will be constructed on the east side of the site to contain the site runoff on the east side of the site to contain the site runoff to the east. The berms will be constructed a minimum of 2.5 feet high. Offsite storm water from the southwest and west will be directed to the Weld County Road 35 west road ditch with a drainage swale. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. 981536 USE BY SPECIAL REVIEW QUESTIONNAIRE/RESPONSE page 5 Response: The site is in process at this time. The berms and additional grading will be completed within thirty(30) days of the approved application for Use by Special Review. 10. Explain where storage and/or stockpile of wastes will occur on this site. Response: The area feed yards in a radius of eight (8) to ten (10) miles will be the source of materials. We will not have an on going or permanent stockpile. The only material we will be handling in the composting will be agricultural based.
